Wint in -the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Lewis E. Wint, Secretary Betty Fortino, Don Deni, George W. Kuhn, Dr. Joseph Montante, Richard V. Vogt, Richard R. Wilcox. COMMISSION MEMBERS ABSENT: Vice Chairman Marjorie M. Walker, John R. Gnau, Jr. ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Sheila Cox; Joseph Figa; Arnold Johnston; Cindi Moon; Robert J. Salogar, Anthony M. Franco, Inc.; James Doyon, County Commissioner; William Patterson, County Commissioner. APPROVAL OF MINUTES: Moved by Dr. Montante, supported by Mr. Deni to approve the minutes of the meeting of June 2, 1978, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Dr. Montante, supported by Mr. Vogt to approve payment of Vouchers 6-1 through 6-92. ROLL CALL VOTE: AYES: Montante, Vogt, Wilcox, Wint, Deni (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. STATEMENT OF OPERATIONS: Moved by Dr. Montante, supported by Mr. Vogt to accept the Statement of Operations as of May 31, 1978. Motion carried. ACTIVITIES REPORT: Moved by Mr. Wilcox, supported by Mr. Deni to receive the Activities Report for May. Motion carried. (Commission Meeting, June 16, 1978) SPRINGFIELD-OAKS FLOOR SCRUBBER: Mr. Kipke explained the need for an automatic floor scrubber at the Springfield - Oaks Youth Activities Center. Purchasing received the following bids for the scrubber: L & S Supply $3,200.00 Industrial Cleaning Supply 3,425.00 Oliver Supply 3,472.00 Clark -Gravely Corp. 4,086.00 Airkem Detroit 3,106.00 Bockstanz Brothers NO BID Staff concurred with Purchasing to award the purchase to L & S Supply because of the terms: $3,200.00 with 10% discount -320.00 '2,880.00 Moved by Mr. Wilcox, supported by Mr. Deni to purchase a Clark Automatic Floor Scrubber for the Springfield -Oaks Youth Activities Center from L & S Supply for $2,880.00; funds to be transferred from Contingency Account. ROLL CALL VOTE: AYES: Vogt, Wilcox, Wint, Deni, Montante (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ADDISON-OAKS - ROMEO ROAD IMPROVEMENTS: Mr. Reickel reported that the Road Commission is planning to blacktop Romeo Road from Rochester Road to Kline Road and they requested permission to use Addison - Oaks to deposit surplus soil. Several stipulations were made that the Road Commission must abide by, ensuring the the project would not affect the natural beauty or existing environment of the park. The Commission concurred with staff's recommendation to allow the Road Commission to deposit surplus soil at Addison -Oaks Park. RED -OAKS - VENDING MACHINES: Mr. Ross talked to -four or five vending machine companies about vending machines for Red -Oaks. They were not interested in putting their machines in the facility due to its being a seasonal operation. Vend-A-Matic, however, agreed to install their own machines by July 1, for use this year, and to remove them if the Commission decides to buy its own. This would include the following: hot drink, cold drink, cigarettes, candy and snack machines. County Purchasing stated that vending machines could be purchased from the General Services Administration at a lower rate than the vending companies would sell them. 3-2 (Commission Meeting, June 16, 1978) Vend-A-Matic would service and supply our machines, giving the Parks and Recreation Comi:lission 33 1/3% on sales from the machines and indicated they had a market for the machines should Parks and Recreation decide to sell any of them. An estimate of the purchase price follows:. Cold Drink Machine $2,950. Hot Drink Machine 1,700. Cigarette Machine 775. Candy, snacks, etc. 1,600. 7,025. The possibility of a pastry machine was discussed. Staff recommended going into agreement with Vend-A-Matic to use their machines for the present time and go to the General Services Administration for prices on the above mentioned machines. Moved by Mrs. Fortino, supported by Dr. Montante to enter into agreement with Vend-A-Matic until such time as staff can go out for bid through the General Services Administration. Commissioner Wilcox requested that information be obtained on the life of the equipment, annual maintenance costs and how long it would take to pay them off. ROLL CALL VOTE: AYES: Wilcox, Wint, Deni, Fortino, Montante, Vogt (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. MANAGER'S REPORT: ---Red-Oaks dedication, June 29, 1:30 p.m. ---Received notification from Community Services Administration that $20,400 had been allocated to Oakland County Parks and Recreation Commission for use in the Mobile Recreation program. ---SEMTA providing bus service daily to Wave Pool on an hourly basis. Press release will be distributed informing public of pick-up points. ---Anne Clinton, newly hired Park Supervisor for the Springfield -Oaks Youth Activities Center, will start work on June 26. ---Recommended approving request from United Geophysical to lay a cable and geophone one-half way across Addison -Oaks Park. Commission concurred with staff's recommendation. ---H. James Fitzgerald, National Bank of Rochester, requested permission to allow rides in a -tethered hot air balloon at their picnic scheduled for Addison -Oaks on July 9. 3 - 3 (Commission Meeting, June 16, 1978) Moved by Mr. Deni, supported by Mr. Kuhn -to a11ow the National Bank of Rochester to operate a tethered hot air balloon at their picnic scheduled for Addison -Oaks on June 26; contingent upon proper insurance certificate being submitted to Parks and Recreation Commission. Motion carried. ---Received letter from the City of Farmington supporting the Parks and Recreation Commission in its efforts to acquire Glen Oaks Golf Course "... Since the majority of the County's taxes that are collected to support this system are derived from the southern Oakland County communities, it is appropriate that a major facility be located in Southern Oakland County." ---National Recreation & Park Association Conference, Miami, Florida, October 15 to 19. ---Michigan Recreation & Park Association Summer Conference, July 23 to 28, Sugar Loaf, Cedar, Michigan. ---Representative Defebaugh attempting to get H.B. 6411 amended to eliminate the Parks and Recreation Commission. ---Public Hearing, Glen Oaks Golf Course, June 27, 7:30 p.m. Meeting adjourned at 10:25 a.m, for the Annual Park Tour.
