Wint in the Parks and Recreation Commission Room. COMMISSIONERS PRESENT: Chairman Lewis E. Wint, Vice -Chairman Marjorie M. Walker, Secretary Betty Fortino, Don Deni, John R. Gnau, Jr., George Kuhn, Dr. Joseph Montante, Richard Vogt, Richard Wilcox. ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Rod Whaley; Vic Chiasson; Mike Thibodeau; Joe Figa, Sheila Cox; Arnold Johnston; Milton Handorf, Director, Department of Public Works; Sandra Bunnell, Anthony M. Franco, Inc. APPROVAL OF MINUTES: Moved by Mr. Wilcox, supported by Mrs. Walker to approve the minutes of the meeting of April 21, 1978, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Dr. Montante, supported by Mrs. Walker to approve payment of Voucher 4-122 through 4-196 and 5-1 through 5•-66. ROLL CALL VOTE: AYES: Deni, Fortino, Montante, Walker, Wilcox, Wint (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT FOR APRIL, 1978: Moved by Mrs. Fortino, supported by Mr. Wilcox to receive and accept the Activities Report for April, 1978. Discussion followed. Motion carried. Vic Chiasson reported to the Commission the Kite Flying Event is scheduled for May 6, 1978, at 11 a.m. This event is being sponsored by WXYZ Radio. ( The Skateboard Championship is shceduled for May 20, and the Nerf Olympics will be held at Waterford -Oaks on May 10. 3 - 1 (Commission Meeting, May 5, 1978) Chairman Wint, on behalf of the Commission, congratulated Vic and his staff on the job being done on special events this year. RED -OAKS INCINERATOR SCREENING: Mr. Reickel, Don Childs, and Joe Figa had a meeting with John Lamerato from the Southeastern Oakland County Incinerator Authority regarding a screen we must construct at Red -Oaks. According to the lease agreement signed by the Commission, we must construct a "masonry wall, berm, or other screening device designed to effectively screen the view of users of the golf course from the waste disposal operations..." Staff would prefer to use plantings as a screen rather than build the masonry wall the Incinerator Authority prefers. The Commission concurred with staff's stand on the subject. MANAGER'S REPORT: ---May 22, 1978, at 6:30 p.m., is the date set for the annual Recognition Banquet at White Lake -Oaks. We will be honoring past commissioners, Coca- Cola for sponsoring the bike race, Raleigh Bike and Sport for their help with the bike race and cross-country skiing, Junior Golf Tournament people Isla Small and Kirk Hart, and Gniewek's Trophies for donating the trophies for the Junior Golf Tournament. Cost for the banquet is $6.50 per person. ---Horse Art Competition held at Waterford -Oaks on April 30 and May i drew 35 entries. ---Mr. Reickel and George Kuhn have a meeting with representatives from Madison Heights pertaining to water and sewer rates for Red -Oaks on Thursday,. -May 11. ---Received a letter from Department of the Interior saying they were sorry that our railroad right-of-way application authorized under the Railroad Revitalization Act was turned down. ---A letter to the Oakland Press criticized the way the Commission is handling the Springfield Mill Pond. ---Received a letter from Berkley thanking us for the use of the bus for their senior citizens. ---Sent a letter to the Planning and Building Committee with the Commission's recommendations for a Soap Box Derby Hill. ---Sent a letter to Senator Kerry Kammer thanking him for including us in his newsletter. ---Sent a letter to Chairman Weeks of West Bloomfield denying Shenendoah Golf Course. ---A meeting has been scheduled Tuesday, May 9, with the owners bordering the Clinton River. The purpose of the meeting is to determine whether or not these people would be agreeable to selling us their property to establish a Clinton River Floodplain Preservation from Independence -Oaks to 1-75. This would tie our park with Clintonwood Park, which is owned by Independence Township. The amount of property involved is approximately 308 acres; estimated price is $462,000. 3 - 2 (Commission Meeting, May 5, 1978) Chairman Wint attended an event at the Springfield -Oaks Y.A.C. the previous ` weekend and noted some very good changes. He also urged all the Commissioners to attend the VMCCA Car Show and Swap Meet being held there this Saturday and Sunday from 10 a.m. - 4 p.m. Chairman Wint received a letter from Ernest Fisher, Madison Heights City Manager, expressing thanks for the Parks and Recreation passbooks. BIDS: Groveland-Oaks Bathhouse Renovation The following bids were received for ceramic tile for the bathhouse renovation at Groveland-Oaks: Genesee Ceramic Tile Distributor $1855.12 B & G Tile 361o.8o Tela Jay 2381.4o Beaver Distributor 1812.28 Virginia Tile 2005.00 Genesee Ceramic Tile Distributor and B & G Tile were the only two bidders to meet the specifications; however, Genesee Ceramic Tile Distributor has in stock only 500 of the necessary 1400 square feet at this time. Staff recommended rejecting all bids and authorizing $2,000 limit to rebid for the tile. Moved by Mr. Gnau, supported by Mr. Deni to reject all bids, authorize $2,000 to be budgeted for the project, and have staff rebid for the tile. Mr. Gnau asked staff to get Purchasing policy on bidding and asked to have a clause included penalizing a vendor for bidding material that does not meet the specifications. Wave Pool Gas Conversion Bids were received for the conversion of the Wave Pool from bottled gas to natural gas. They are as follows: Automatic Stoker Service, Inc. $1421.90 Service Plumbing and Heating 1400.00 Stillwell and VanFleteren 1307.00 Staff recommended awarding the contract to the low bidder, Stillwell and VanFleteren, in the amount of $1307.00. 3-3 (Commission Meeting, May 5, 1978) Moved by Mrs. Fortino, supported by Mr. Vogt to award the contract for the Wave Pool to the low bidder, Stillwell and VanFleteren, in the amount of $1307.00. ROLL CALL VOTE: AYES: Fortino, Gnau, Kuhn, Montante, Vogt, Walker, Wilcox, Deni, Wint (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. Road Oiling Staff received the following bids for road oiling at the parks: Michigan Dust Control No Bid Bill's Road Oiling $14,719.30 ABC Oil Service 8,000.00 Because of the difference in the bids, staff inquired about ABC Oil Service with F & 0, who has used this vendor before. Reference was excellent. Moved by Dr. Montante, supported by Mrs. Fortino to award the contract to low bidder, ABC Oil Service, for the road oiling at the parks, in the amount of $8,000.00, if they meet all bid requirements.
