PARKS AND RECREATION COMMISSION
May 19, 1978
The meeting was called to order at 9:45 a.m. by Chairman Lewis E. Wint in the
Parks and Recreation Commission Room.
COMMISSIONERS PRESENT:
Chairman Lewis Wint, Secretary Betty Fortino, Don Deni, George Kuhn, Dr. Joseph
Montante, Richard Vogt, Richard Wilcox.
COMMISSIONERS ABSENT:
Vice Chairman Marjorie Walker, John Gnau, Jr.

APPROVAL OF MINUTES:
Moved by Mrs. Fortino, supported by Mr. Deni, to approve
the minutes of the meeting of May 5, 1978, as written.
Motion carried.
APPROVAL OF PAYMENTS:
Moved by Dr. Montante, supported by Mrs. Fortino 'to approve
payment of Vouchers 5-67 through 5-146.

A sufficient majority having voted therefor, the motion
carried 6-0.
STATEMENT OF OPERATIONS:
Moved by Mr. Deni, supported by Mrs. Fortino to receive
the Statement of Operations as of April 30, 1978.
Motion carried.
PROGRESS REPORT:
Mr. Figa reviewed the status of capital projects in progress. Red -Oaks should
{ be ready for play by July 1 with the dedication tentatively scheduled for
June 30, 1978.

(Commission Meeting, May 19, 1976)
RED -OAKS CONTROL BUILDING:
The control building at Red -Oaks was designed to include a prefabricated roof
and frame as part of the construction. The intent was to reduce design and
construction costs. This component is to be provided by Parks and Recreation.
The specifications called for a hexagon park shelter with a lexon skylight.
The following bids were received by Central Purchasing for the structure:

Staff recommended awarding the bid to Jennings for $7,515.00.
Moved by Mrs. Fortino, supported by Dr. Montante to
accept the low bid of $7,515.00 from Jennings for the
control structure at Red -Oaks Golf Course.

MANAGER'S REPORT:
---The Messrs. Reickel, Kuhn and Fredericks met with representatives from
Madison Heights and an agreement was reached whereby -the City of Madison Heights
would make no sewage charge to the Parks and Recreation Commission for water
used in irrigation of Red -Oaks Golf Course. A resolution to that effect should
be passed by the Madison Heights City Council this week.
---Bob Salogar, Anthony M. Franco, Inc., announced the "White Water Wave Wipe -
Out" to be held at the Wave Pool at noon on May 25. Approximately 35 media
people have been invited to participate in raft races. The winner will receive
100 passes to the pool for the charity of his choice.
---The slogan, "Oakland County Parks...around the year, we're right here" will be
used on posters, ads, news releases, etc., to make people aware of the Oakland
County Park system.
---Annual banquet, May 22, 6:30 p.m., White Lake -Oaks.
---Veteran Motor Car Club of America show at Springfield drew 4500 persons.
Gross receipts were approximately $10,500.
---Kite Fly and Skateboard contest scheduled for May 20, Courthouse Complex.

---Distributed Fair Book for 4-H Fair to be held first week in August at
Springfield -Oaks.
---Jack Berry, Detroit News, ran a feature article on Springfield -Oaks Golf
Course. The News is interested in co -sponsoring a cross county ski race and
ski school at Independence -Oaks in 1979.
---Received thank -you letter for courtesy coupon books from Congressman
Broomfield, Jerry Sutton of Walled Lake Community Schools and Romaine Rothel,
Mayor of Novi.
---Letter from Wave Tek announcing a new wave pool opened in Silver Springs,
Florida. Owned by A.B.S. Leisure Attractions Division, a subsidiary of the
American Broadcasting Company.
GLEN OAKS GOLF COURSE:
Leo Harrawood of the Moslem Temple presented a brief history of the property and
appurtenances comprising Glen Oaks Golf Course, located in Farmington Hills, from
the.time it was purchased by the Temple in 1972 for $2,000,000. The Temple is
currently asking $2,500,000 for the property.
Chairman Wint explained an agreement had been submitted to the Moslem Temple
wherein the Commission, for a sum of $1,000.00, requested the Temple withhold
from sale the Glen Oaks Golf Course to any and all persons other than the Commission
for a period of ninety (90) days.
The Temple counteroffered with an agreement to withhold the property from sale for
a period of sixty (60) days for the consideration;,$2,000.00. Commissioner Vogt
stated there was no clause in the agreement to extend same should the Commission
decide to purchase.
Discussion followed on all aspects of the proposed purchase, i.e., financing, public
hearing to gain input from local units of government, appraisals to obtain fair
market value of property.
Commissioner Montante stated he understands that the City of Farmington Hills may
donate five (5) acres adjacent to the Golf Course, to the Parks and Recreation
Commission.
Moved by Mr. Wilcox, supported by Dr. Montante to go into
agreement with the Moslem Temple, A.A.O.M.S. to withhold From
sale Glen Oaks Golf Course and abutting property containing
three parcels totaling 138 acres, more or less, -for 60 days
for the sum of $2,000.00 so the Oakland County Parks and
Recreation Commission can investigate the feasibility to
determine whether this property would serve the people of
Oakland County as a County Park and also to determine if
funding is available for such a purpose.
Moved by Mr. Wilcox, supported by Dr. Montante to amend
agreement as follows: Page 1, Item 1 (property withheld from
sale) be changed from sixty (60) days to seventy-five (75)
days; Page 2, Item 4 be changed from sixty (60) days to
seventy-five (75) days and termination date of agreement be
changed from July 15, 1978 to August 1, 1978.

A sufficient majority having voted therefor, the amendment
to the motion carried.
Moved by Mr. Wilcox, supported by Mrs. Fortino to further
amend the agreement by adding to Item 4: "If, at the end
of seventy-five (75) days this Commission has a favorable
response to the purchase of the property in question both
parties agree to an extension of another seventy-five (75)
days at the cost of Two -thousand ($2,000.00) dollars to
study funding.

A sufficient majority having voted therefor, the main motion,
as amended, carried 7-0.
NEW BUSINESS:
Commissioner Wilcox suggested the Planning and Building Committee join the
Parks Commission for its annual tour of the parks.
Moved by Mr. Wilcox to adjourn the meeting.
The meeting adjourned at 11:15 a.m.
