PARKS AND RECREATION COMMISSION
1979 BUDGET SESSION
November 17, 1978
The meeting was called to order at 11:05 a.m. by Vice Chairman Marjorie Walker
in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Vice Chairman Marjorie Walker, Secretary Betty Fortino, Don Deni, Dr. Joseph
Montante, Richard Vogt, Richard Wilcox.
COMMISSION MEMBERS ABSENT:
Chairman Lewis Wint, John Gnau, George Kuhn.
ALSO PRESENT:
R. Eric Reickel, Jon J. Kipke, Charles Ross, Sheila Cox.
The purpose of the meeting was to review the proposed 1979 Budget. Mr. Reickel
explained the proposed 1979 revenue was $3.8 million; estimated operating
budget, $2.6 million and anticipated revenue over operations, $1.19 million.
Estimated funds available for the 1979 Capital Development Budget are $1.25
million which includes a $135,000 surplus from 1978.
FEES &CHARGES•
---Youth group rates at Addison, Groveland and Independence raised from 25�,
to 50�, for residents and 50�- to 75¢ for non-residents.
---The suggested $4.00 fee per unit for using the Sanitary Dump Station will
be reviewed by staff and reduced to either $2.00 or $3.00 at the next meeting.
---The applicable 50% rate reduction at the Y.A.C. will remain in effect but
only during normal working hours. If the event requires extra hours for staff,
the renting agency will assume the charge.
---Commission inquired whether the camping fees could be changed from $4.00
resident and $5.00 non-resident per day to: $4.00 for residents during the
week and $5.00 on weekends; $5.00 during week for non-residents and $6.00 on
the weekend. Staff will report back at next meeting.
---Pedal boat fees will be $2.00 per one-half hour rather than the-.1978 rate
of $2.00 per hour.
---A registration fee of $1.00/day was proposed for a second vehicle at a
camping site. Commission requested this be reviewed and come back with another
recommendation, possibly $1.00 per registration.
---Pavilion rental at Groveland: Virgin Island raised from $50 to $100;
Devil's Island was changed from $100 to $75.
---Rental rates for Springfield Y.A.C. will be reviewed and discussed at next
meeting. A need for a 6:00 p.m. to 1:30 a.m. rate is to be reviewed.

Mr. Reickel explained that staff would be recommending a different fee for
golf rates at Glen Oaks than:4lhite Lake and Springfield to stay with the same
fee structure as the metropolitan area. Also recommending we continue to
allow golf outings at Glen Oaks. Not recommending an annual greens fee for
the first year. Senior citizens will be allowed to play at 50% reduction on
weekdays, when available.
Mr. Kipke stated that with the present commitments, as made by the Moslem
Temple, the golf course will be closed almost every Saturday during the 1979
season for private outings.
