Wint in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Lewis E. Wint, Vice Chairman Marjorie M. Walker, Secretary Betty J. Fortino, Don Deni, John R. Ganu, Jr., George W. Kuhn, Dr. Joseph Montante, Richard R. Vogt. COMMISSION MEMBERS ABSENT: Richard R. Wilcox ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Arnold Johnston; Charles Ross; Joseph Figa; Sheila Cox; Mike Thibodeau; Cindy Moon, Intern from Central Michigan University; Milton Handorf, Director, Department of Public Works; Sondra Bunnell, Anthony M. APPROVAL OF MINUTES: Moved by Mrs. Walker, supported by Dr. Montante to approve the minutes of the meeting of August 25, 1978, and the Special Meeting of September 1, 1978, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Fortino, supported by Mr. Deni to approve payment of Vouchers 8-234 through 8-29'1 and 9--1 -through 9-86. ROLL CALL VOTE: AYES: Fortino, Gnau, Montante, Walker, Wint, Deni (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT: Moved by Dr. Montante, supported by Mr. Gnau to receive Activities Report for August, 1978. Motion carried. 3-1 (Commission Meeting, September 15, 1978) GLEN OAKS: Chairman Wint read letter received from Milton Maddin, attorney representing -the Moslem Temple in its negotiations for the Oakland County Parks and Recrea- tion Commission to purchase the Glen Oaks Golf Course. Having denied the Commission's first offer of $2.25 million, the Moslem Temple submitted an Agreement wherein a counter-offer of $2.4 million was made with the stipulation the Agreement be consummated within ten days and that a payment of $25,000.00 be made to the Temple, to be applied to the total purchase price. The Messrs. Wint and Reickel met with the Joint Capital Outlay Committee in Lansing on September 7 and the Committee approved an amendment to grant -the Parks and Recreation Commission $1.2 million for -the acquisition of Glen Oaks. The amendment has been approved by the House Appropriations Committee and must go to the House and Senate for approval and signature by the Governor. Discussion followed on methods of financing the project. The Parks Commission received a letter from Wallace Gabler, Chairman of -the Board of County Com- missioners, stating that he felt the Parks Commission should seek a loan from the County rather than go through the Building Authority. Chairman Wint stated the Planning and Building Committee had voted unanimously to support the Parks and Recreation Commission in its efforts -to purchase Glen Oaks through -the Building Authority. They will refer our request to -the County Commissioners for action. Moved by Mr. Gnau, supported by Mr. Den-i -to authorize the Chairman of the Oakland County Parks and Recreation Com- mission to sign the Agreement by and between the Moslem Temple and the Oakland County Parks and Recreation Commission to purchase Glen Oaks Golf Course for $2.4 million dollars. ROLL CALL VOTE: AYES: Gnau, Kuhn, Walker, Wint, Deni, Fortino (6) NAYS: Montante, Vogt (2) A sufficient majority having voted -therefor, the motion carried. INDEPENDENCE -OAKS SHELTER: As approved in the 1978 Capital Improvement Budget, Mr. Figa explained the costs involved in constructing a storage -facility at Independence -Oaks Park. The structure will be located near the maintenance building and will be built by in-house personnel. Costs are as follows: Carpentry $4,909.12 Electrical 225.68 Concrete (based on $31/cu.yd.) 1,147.00 Plumbing and Gas Lines 1,500.00 Miscellaneous, nails, hardware 875.00 '8,656.80 3-2 (Commission Meeting, September 15, 1978) Moved by Mrs. Fortino, supported by Mr. Gnau -to approve purchasing materials in the amount of $8,656.80, plus a 10% contingency, for construction of a storage facility at Independence -Oaks. ROLL CALL VOTE: AYES: Vogt, Walker, Wint, Deni, Fortino, Gnau (6) NAYS: (0) A sufficient majority having voted -therefor, the motion carried. GROVELAND-OAKS SHELTER: Mr. Figa requested permission to buy materials from Poole-Dickie, the low bidder, in the amount of $1,604.94 for wood panels to enclose the existing shelter at Groveland. This would prolong spring and fall use of the shelter and provide storage area during the winter months. Moved by Mrs. Fortino, supported by Mr. Gnau to approve the purchase of wood panels from Poole Dickie in -the amount of $1,064.94 to enclose the existing shelter building at Groveland-Oaks. ROLL CALL VOTE: AYES: Walker, Wint, Deni, Fortino, Gnau, Vogt (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. INDEPENDENCE -OAKS, TWIN CHIMNEYS SHELTER: Moved by Mr. Deni, supported by Mrs. Walker to approve an amount, not to exceed $1,600, to purchase panels to enclose the Twin Chimneys Shelter at Independence -Oaks. ROLL CALL VOTE: AYES: Wint, Deni, Fortino, Gnau, Vogt, Walker (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ROMEO ROAD IMPROVEMENTS: Mr. Figa reported the Oakland County Road Commission requested 27 feet of Addison -Oaks property so they will have a 120 foot right -of --way along Romeo Road for future expansion. Moved by Mr. Gnau, supported by Mrs. Fortino to convey to the Oakland County Road Commission an easement (27 feet) from -the South 60 feet of Section 33, Town 5 North, Range 11 East, Addison Township, Oakland County, Michigan, for the sum of $1.00; contingent upon approval of Civil Counsel. 3-3 (Commission Meeting, September 15, 1978) ROLL CALL VOTE: AYES: Deni, Fortino, Gnau, Vogt, Wilcox, Wint (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. MANAGER'S REPORT: ---Grossed approximately $120,000 in entrance fees, locker Fees and swimming lessons for 1978 at -the Wave Pool. ---Some 120 schools invited to participate in the cross-country ski meet at Groveland-Oaks on September 16. ---Distributed copies of "Drain Site Into Golf Course: The Red Oaks Story"; an article prepared by Anthony M. Franco, Inc., for distribution to major magazines throughout the country. ---NRPA Annual Conference, Miami, Florida, October 13 to 19. ---The MRPA has encouraged all Parks and Recreation Commissions to pass a reso- lution in support of House Bill 6565, a bill -to utilize an anticipated $20 to $40 mill -ion dollars -for unclaimed beverage container deposits and earnings.... "An amount not to exceed 48 percent of the Fund shall be used for local con- servation and recreation projects, to be distributed on a matching grant basis to a city, village, township, or county that applies for money and agrees -to match the amount with 20 percent of its own money. The grant program money shall be utilized only for capital outlay costs and projcts approved by the commission." The Commission did not wish to take any action at this time. NEW BUSINESS: Commissioner Fortino commented on the poor acoustics at the Springfield -Oaks Youth Activities Center. Staff will prepare a study on what might be done to improve the problem at the -facility. Meeting adjourned at 10:45 a.m. Betty J.
