Wint at 9:45 a.m. in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Lewis E. APPROVAL OF VOUCHERS: Moved by Mrs. Austin, supported by Mr. Deni, to approve payment of Vouchers 3-144 through 3-234. ROLL CALL VOTE: AYES: Stanley, Walker, Wint, Austin, Deni, Houghten, Kuhn, Montante (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. HURON-CLINTON METROPOLITAN AUTHORITY: Chairman Wint welcomed David 0. Laidlaw, Director, and Dan Duncan, Planner, Huron=Clinton Metropolitan Authority, to the meeting. 3 - 1 (Commission Meeting, April 4, 1979) Mr. Laidlaw presented a brief overview of the history, location and function of the 5-county Metropark system. The ten parks comprise 23,000 acres, of which 16,000 acres are developed. HCMA's goal, as per the long-range Regional Recreation Plan, is to eventually acquire a total of 30,000 acres. Mr. Duncan presented the plan for the Indian Springs Metropark, located in Springfield Township. The 2000 acre park is adjacent to the Pontiac Lake State Recreation area. The initial development will include a nature center building, utilities, parking lot, and entrance road. The nature center should be completed by late 1980 or early 1981. SPECIAL FERTILIZER FOR GOLF GREENS: Mr. Kipke stated that Mike Thibodeau, Chief of Golf Course Operations, had requested two special fertilizer blends for the golf course greens. One is a special blend only manufactured by Scotts. Their quote this year for 120 bags is $3627.00. This price reflects a 2 1/2% increase over last year. Staff recommended purchasing this special blend from Scotts Pro Turf. The following bids were received for the other special blend fertilizer: W. F. Miller No Bid Turf Grass $1246.14 Turf Supply No Bid Spartan Distributors $1335.00 Century Toro No Bid Staff recommended buying the second special blend from the low bidder, Turf Grass, for $1246.14. Moved by Mrs. Austin, supported by Mr. Wilcox, to purchase 120 bags of special fertilizer for the golf course greens from Scotts Pro Turf for $3627.00 and the other special blend fertilizer be purchased from the low bidder, Turf Grass, for $1246.14. CONCRETE RINGS FOR CAMPFIRES - ADDISON AND GROVELAND: The following two bids were received by Purchasing for 52 concrete rings used for campfires at Addison and Groveland: Concrete Specialities $38.50 each - $2,002.00 Net IOth - 2-3 weeks delivery Price Brothers $35.00 each - $1,820.00 5% - 30 days - 2 weeks delivery Staff concurred with Purchasing's recommendation to purchase from the low bidder, Price Brothers, for $1820.00 less 5% or $1729.00 net. Budget estimate, $1725.00. 3 - 2 (Commission Meeting, April 4, 1979) Moved by Dr. Montante, supported by Mrs. Stanley to purchase 52 concrete fire rings for Groveland and Addison from the low bidder, Price Brothers, for $1820.00 less 5% or $1729.00. ROLL CALL VOTE: AYES: Wilcox, Wint, Austin, Deni, Houghten, Kuhn, Montante, Stanley, Walker (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 1979 PAVING PROJECT: As approved in the Capital Improvement Budget, Mr. Figa explained that the following bids were received for paving of the parking lot, cart paths, and YAC exhibit drive at Springfield; main entrance drive including staging and dumping areas at Groveland; and parking lot at Waterford -Oaks. Amount budgeted, $127,000. A & A Asphalt $154,400.25 National Asphalt 139,322•35 Ann Arbor Construction Co. 134,766.89 Detroit Concrete Products 126,450.49 Staff concurred with F & 0 Engineering to award the contract to the low bidder, Detroit Concrete Products in the amount of $126,450.49 Moved by Mr. Deni, supported by Mr. Houghten to award the contract for the 1979 paving projects to the low bidder, Detroit Concrete Products for $126,450.49 and to approve a contingency fund of 5% or $6322.52, for a total project cost of $132,773.01. GRASS SEED REQUIREMENTS FOR GOLF COURSES AND PARKS: The following bids were received for grass seed for the golf courses and parks: Turf Grass No Bid Turf Supply $3885. FDS Fertilizer 4427. Cowbell Seeds 3675. Staff concurred with Purchasing's recommendation to award the bid to Cowbell Seeds in the amount of $3675. 3-3 y (Commission Meeting, April 4, 1979) Moved by Mr. Kuhn, supported by Dr. Montante to purchase grass seed for the golf courses and parks from the low bidder, Cowbell Seeds, in the amount of $3675.00. WATERFORD TENNIS COMPLEX - 17 WIRE TRASH BASKETS: Purchasing received the following bids for 17 wire trash baskets for the Waterford - Oaks Tennis Complex: Jennings No Bid Barton Co. $57.89 each $984.13 Industrial Cleaning Supply No Bid Brown -Campbell $87.00 each $1479.00 Oliver Supply $59.38 each $1009.46 Staff recommended purchasing from the low bidder, the Barton Company, for $984.13. The budget estimate was $980.00. Moved by Mr. Houghten, supported by Mr. Deni to table the item until staff conducts further investigation. MANAGER'S REPORT: ---Received letter from Senator Corbin who expressed his regrets for not being to attend the MRPA Legislative Reception on March 15. ---Huffman Plaque: Mr. Reickel read the following proposed nomenclature for a plaque to dedicate the Red Oaks Golf Compd:ex to Senator Bill S. Huffman: "The Red Oaks Golf Complex is dedicated to the Honorable Bill S. Huffman, distinguished member of the Senate of the State of Michigan and concerned citizen of Oakland County in sincere appreciation for his enthusiastic support for recreation facilities designed to enrich the lives of present and future generations." 3-4 (Commission Meeting, April 4, 1979) ROLL CALL VOTE: AYES: Deni, Houghten, Kuhn, Montante, Stanley, Walker, Wilcox, Walker, Austin (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ---Mrs. George Brown, one of the persons who received a pass for naming Red Oaks, requested her 1978 pass be extended through the 1979 season. Mr. Reickel recommended extending the passes for 1979 to all four persons who won the "Name the Drain" contest because the course was in such rough shape last year. ---In addition to the Kresge Foundation, the Environmental Center proposal has been sent to the Ford Motor Fund, General Motors Foundation, Mobil Oil Foundation, and the Lula C. Wilson Trust. Mr. Reickel gave the names of the persons representing the foundations and asked the Commissioners to make personal contacts if they felt it feasible; Claude Olmstead, Ford Tractor Operations; Kenneth Cameron, General Motors Foundation; J. A. McNickle, Mobil Oil Foundation; and John P. Donohue, National Bank of Detroit for the Lula C. Wilson Trust Fund. ---Co-sponsoring with the Oakland County Outdoor Education Committee, an Outdoor Education Workshop, Independence -Oaks, Thursday, April 5. ---Net profit from Raleigh Bike & Sport for the cross-country ski rental program at White Lake -Oaks was$1,716. There were 1,241 participants in the program. ---Recognition Banquet, Addison -Oaks, May 10. ---Legislative Luncheon, June 4, Glen Oaks. ---Park Tour, June 6. ---The Messrs. Wint & Reickel will attend the Contemporary Issues Seminar for Parks and Recreation, April 22-25, Wheeling, West Virginia. OLD BUSINESS: Commissioner Walker reported on the success of the C/BM Workshop held at Glen Oaks on March 24. There were 70 people in attendance. Another workshop will be held on the west side of the State in the fall. Mrs. Walker hopes to schedule a workshop at the MRPA Winter Conference in January, 1980. NEW BUSINESS: ---Commissioner Walker called attention to the article on Page 38 of the NRPA magazine; "Easements Through Parks". ---Commission meeting of April 18 cancelled. Next meeting will be held on May 2. 3 - 5 (Commission Meeting, April 4, 1979) ---Dr. Montante reported that the Planning and Building Committee had referred a proposal to the Board of Commissioners pertaining to gas and oil rights on County property. Addison -Oaks was identified as an area that might be considered for such exploration. Meeting adjourned at 11:15 a.m. and the Commission went into Executive Session.
