Wint in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Vice Chairman Marjorie Walker, Secretary Velma Austin, Don Deni, George Kuhn, Carol Stanley. COMMISSION MEMBERS ABSENT: Fred Houghten, Dr. Joseph Montante, Richard Wilcox. ALSO PRESENT: R. Eric Reickel; Jon Kipke; Joe Figa; Chuck Ross; Sheila Cox; Milton Handorf, Director, Department of Public Works; Bunnie Goldman; Dale Duncan, Oakland Press. APPROVAL OF MINUTES: Moved by Mrs. Austin, supported by Mr. Deni, to approve the minutes of the meeting of January 19, 1979, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Walker, supported by Mrs. Stanley, approval of payment of Vouchers 1-1 through 1-105 and 2-1 through 2-52. ROLL CALL VOTE: AYES: Wint, Austin, Deni, Stanley, Walker (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT: Moved by Mrs. Austin, supported by Mr. Deni, to receive the Activities Report for January, 1979• Motion carried. CAPITAL DEVELOPMENT BUDGET: Mr. Ross distributed and gave a general explanation of the proposed 1979 Capital Development Budget. The balance remaining for 1978 projects is $1,099,746; new 1979 projects, $1,081,654; total 1979 budget, $2,181,400. Chairman Wint suggested the Commission study the projects thoroughly and either schedule a special meeting to review the budget or if time permits, discuss it at the next regularly scheduled meeting. (Commission Meeting, February 7, 1979) WATERFORD WAVE POOL REPAIRS: The following quotes were received to alleviate a water seepage problem at the wave pool caused by cracks along the gutter line at the shallow end of the pool: Grunwell-Cashero Co., Inc. $2,100. Western Waterproofing Co. 2,980. Heineman & Lovett Co., Inc. 2,675. Staff and F & 0 Engineering recommended awarding the contract to the second low bidder, Heineman & Lovett Co., Inc. because the type of material they recommended has been used successfully in other county projects and they also guarantee the project for one year whereas the low bidder would not. Moved by Mr. Deni, supported by Mrs. Stanley, to accept the second low bid of $2,675 from Heineman & Lovett Co., Inc. to repair the cracks along the gutter line at the wave pool. Staff concurred with Purchasing's recommendation to award the bid to the low bidder, Jack Golden, for $3.940.14. Moved by Mrs. Stanley, supported by Mr. Kuhn to award the contract for 17 trash containers, 31 aluminum benches, and 2 bike racks for the golf courses to the low bidder, Jack Golden, for $3,940.14. PARKS FOUNDATION: Mr. Wint explained that staff had conducted a study over the past few years on the feasibility of developing a Parks Foundation to receive funds from in- terested donors. The Foundation would provide the legal structure for obtaining needed financial support from a variety of sources such as endowments, bequests, gifts, etc. In addition to encouraging and generating additional funding for recreational projects, the Foundation could also serve as the basis for a "Friends of the Parks" concept. In order for the Foundation to become an effective source of revenue, staff requested commission approval to authorize the firm of Anthony M. Franco, Inc., over and above their present contract, to work with staff in establishing a foundation. This work should be completed in about four months. Robert Salogar, AMF, Inc., presented a detailed account of those areas to be covered by his firm. Franco's charge would be $50.00 per hour for actual number of hours worked for an approximate total cost of $5,000. Moved by Mrs. Stanley, supported by Mr. Kuhn to enter into an agreement with Anthony M. Franco, Inc., to develop a Parks Foundation for a not -to -exceed figure of $5,000.00. MANAGER'S REPORT: ---Chairman Wint stated that Eric Reickel was presented the 1978 Fellowship Award, the highest award given in the State of Michigan from the Michigan Recreation and Park Association, at its Winter Conference. Victor Chiasson was presented the Program Leadership Award for 1978. - 3 - (Commission Meeting, February 7, 1979) ---The Commission received a plaque in recognition of its hospitality as host to the Michigan Recreation and Park Association's Scholarship Golf Outling held at White Lake -Oaks in 1978. ---Mr. Reickel was nominated to be a candidate for the board of the Professional Branch of the National Recreation and Park Association. ---Received a thank -you note from Mrs. Arnold Johnston for the terrarium that Commission and staff sent during her recent hospital stay. -Had 427 registrants for the Snow Rush on January 28 at Independence -Oaks. Co -sponsored by the Detroit News, the cross-country ski race was for both advanced and novice skiiers. ---Mr. Wint reported on the success of the Winter Olympics held at Independence - Oaks on January 27. The event is held under the auspicies of the Oakland County Special Olympics; Nancy Moran, Director, and is for mentally impaired persons, some of whom also have physical disabilities. Each of the 500 Olympians in attendance was given the opportunity to participate in events such as snow sculpturing, snowball throwing, sled -pulling, cross-country skiing, etc. ---Kathleen Dougherty, Park Naturalist, hosted guided nature, cross-country ski tours at Independence -Oaks on January 27 and February 4. ---Cross-country "Ski Fever"; buffet dinner and dancing, White Lake -Oaks, February 17, 6:30 a.m. to 1:00 a.m., $29 per couple. ---In cooperation with Oakland County Parks and Recreation Commission, the Southern Oakland Girl Scouts are sponsoring a weekend at Springfield -Oaks for 9th, loth, llth and 12th grade girls to "explore the wide variety of service projects available and discover career possibilities in the out-of-doors." Feb. 16-18. ---Public Information Officer position approved by Board of County Commissioners. ---Mr. Wint, several members of staff and Alice McCarthy, grant consultant, made a presentation to Alfred Taylor, Jr., President of the Kresge Foundation, regarding the funding for the proposed environmental center at Independence -Oaks. The same presentation will be made to the Commission at its next meeting. ---Received correspondence from the Grants Coordinator for the Michigan Land Trust Fund pertaining to the possibility of the Commission acquiring the Clinton River floodplain between Independence -Oaks and Clintonwood Park. Mr. Hagen stated that the property proposal had been submitted to the Legislature as priority number 5 on the Michigan Land Trust Fund Board's 1979 list of recommended lands. There are nine proposals recommended for 1979; however, inclusion on the Board's list is not a guarantee of funding. If funds are exhausted before all properties are acquired, some lower priority projects may be delayed for one year. ---Received letter from City Manager of Madison Heights, at the request of Senator Huffman, suggesting that a wave pool and/or ski hill might be appropriate for the Red Run Drain. Mr. Reickel stated this was impossible due to restrictions placed on the Drain by the Army Corps of Engineers. - 4 - (Commission Meeting, February 7, 1979) ---Received letter from Chief Kratt, Oakland County Security Division, regarding the eight full time CETA Security officers who are assigned to work in Oakland County Parks. CETA funds will terminate as of September 30 and if Chief Kratt cannot obtain county funding for the positions, he asked to come before the Commission to discuss the possibility of obtaining funds through the Parks and Recreation Commission. ---Groveland-Oaks has been reserved on September 16 for the 1979 Republican Party's Ox Roast. NEW BUSINESS: ---Next meeting will be held on Friday, February 23 rather than Wednesday, February 21. ---NACPRo Conference scheduled for March 11-13, Washington, D. C. Contact Chairman Wint if you plan to attend. ---Commissioner Walker was asked to be one of the six Michigan representatives on the Great Lakes Regional Council of the National Recreation and Park Association. ---Commissioner Walker reported that the Oakland County Parks and Recreation Commission and the Michigan Recreation and Park Association will cosponsor a workshop for board and commission members on Saturday, March 24, Glen Oaks Clubhouse, 9:30 a.m. to 3:00 p.m. Mrs. Walker presented a brief outline of the program and urged the commissioners to attend.
