MEETING
.January 19, 1979
The meeting was called to order at 9:50 a.m. by Chairman Lewis E. Wint in
the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman Lewis Wint, Vice Chairman Marjorie Walker, Velma Austin, Fred Houghten,
George Kuhn, Dr. Joseph Montante, Carol Stanley, Richard Wilcox.

Chairman Wint welcomed the new members of the Commission.
APPROVAL OF MINUTES:
Moved by Mr. Wilcox, supported by Mrs. Walker to approve
the minutes of the meeting of December 15, 1978 and the
special minutes of the meeting of December 20, 1978, as
written.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mrs. Walker, supported by Mr. Kuhn to approve
payment of Vouchers 12-109 through 12-293.

OPERATING STATEMENT:
Moved by Dr. Montante, supported by Mr. Kuhn to receive
Operating Statement as of November 30, 1978•

ACTIVITIES REPORT:
Moved by Mr. Wilcox, supported by Mrs. Austin to receive the
Activities Report for December, 1978.
Motion carried.
ELECTION OF OFFICERS:
Chairman Wint appointed Mr. Kuhn Temporary Chairman of the Parks and Recreation
Commission.
Commissioner Kuhn assumed the Chair and opened nominations for Chairman.
Moved by Dr. Montante, supported by Mrs. Stanley, the
nomination of Lewis E. Wint as Chairman of the Parks and
Recreation Commission for 1979.
Moved by Mr. Wilcox, supported by Mrs. Walker, that nomi-
nations be closed and a unanimous ballot be cast for Mr. Wint.
Motion carried unanimously.
Commissioner Kuhn declared Lewis E. Wint Chairman of the Parks and Recreation
Commission for 1979.
Chairman Wint assumed the Chair and opened nominations for Vice Chairman.
Moved by Dr. Montante, supported by Mr. Wilcox, the nomination
of Marjorie M. Walker as Vice Chairman of the Parks and Recrea-
tion Commission for 1979.
Moved by Mr. Kuhn, supported by Mrs. Austin that nominations be
closed a unanimous ballot be cast for Mrs. Walker.
Motion carried unanimously.
Chairman Wint opened nominations for Secretary.
Moved by Dr. Montante, supported by Mr. Kuhn, the nomination
of Velma Austin as Secretary of the Parks and Recreation
Commission for 1979.
Moved by Mr. Kuhn, supported by Mrs. Stanley that nominations
be closed and a unanimous ballot be cast for Mrs. Austin.
Motion carried unanimously.
ADDISON-OAKS, TRAIL GROOMER:
The following bids were received from Purchasing for a replacement Trail Groomer
for Addison -Oaks:
Maxey Mfg. $1,245. F.O.B. Destination - In stock
Track, Inc. 1,495. F.O.B. Destination - 30 days delivery
Nelson Tree 1,570. F.O.B. Destination - 30 days delivery

Staff recommended placing the order with Maxey Manufacturing, an approved G.S.A.
contractor.
Moved by Mr. Kuhn, supported by Dr. Montante to purchase a
Trail Groomer for Addison -Oaks from Maxey Manufacturing
for $1,245.

ADDISON-OAKS PLANTING:
The Commission previously approved $2,000 in the 1978 Capital Budget for the
planting of ornamental trees and replacements along the park drive and around
the Conference Center at Addison -Oaks.
Mr. Figa explained that due to the Romeo Road improvement project, there was
a need for additional plant material along the south park boundary and the
entrance to the park.
Six nurseries were contacted and the following three birds were received:
Marine City Nursery $3,465.00
Ilgenfritz 2,563.40
F.D.S. 2,211.00
Staff recommended approval of an increase of $1,465 and the bid be awarded to
Marine City Nursery for $3,465. Although both Ilgenfritz and F.D.S. submitted
lower bids, they were incomplete and had unacceptable substitutes.
Moved by Mrs. Walker, supported by Mrs. Austin to award the
bid to Marine City Nursery in the amount of $3,465 for orna-
mental trees and replacement plantings at Addison -Oaks.

SPRINGFIELD-OAKS, Y.A.C. ENTRANCE ENCLOSURE:
As previously approved in the 1978 Capital Development Budget, Mr. Figa explained
it was necessary to enclose the roofed -over portion of the entrance adjacent to
the present entrance at the Y.A.C. due to the loss of heat. The three doors
necessary for the enclosure must be custom-made to match existing doors.

Of nine firms contacted, only three were able to meet specifications. Their
quotes are as follows:

Staff recommended purchasing the doors from the low quote, Hollow Metal
Fabricators, for $1816.00.
Moved by Dr. Montante, supported by Mr. Kuhn to purchase
three custom-made doors for the entrance at the Y.A.C.

GLEN OAKS GOLF CARS:
Mr. Ross presented an analysis of golf car proposals from four different
companies for 50 electric golf cars; outright purchase - with or without an
extended payment plan; substantial number of cars on a four-year lease, plus
a supplemental fleet of used cars on a one-year basis; and entire fleet of
used cars for one year only.

into agreement for four-year lease for 30 new golf cars
and 20 used cars with the low bidder, Golf Car Distributors.

In order to relieve congestion at the control booth of the Wave Pool, staff
recommended purchasing a Bill & Coin Changer. The following bids were received

INDEPENDENCE & ADDISON, SNOW BLOWER ATTACHMENTS, CABS AND ACCESSORIES:
The following bids were received by Purchasing for Snow Blower Attachments,
Cabs and accessories for Independence -Oaks and Addison -Oaks. This equipment
is to be installed on existing equipment and is to be used for snow removal
throughout the parks but especially for those locations used for ice-skating.

W. F. Miller is a G.S.A. contractor and is the exclusive dealer for the equip-
ment in this area.
Staff recommended placing the order with W. F. Miller, the low bidder, for the
purchase of two complete sets @$3798.00 each for a total obligation of
$7596.00. The equipment was included in the 1979 Capital Equipment Budget
at an estimated $7040 and staff recommended the additional $556.00 be taken
from the remaining balance of the total Capital Equipment Budget.

two complete sets of Snow Blower Attachments, Cabs and
Accessories for Independence and Addison, @$3798 each from
the low bidder, W. F. Miller, for $7596.00.

MANAGER'S REPORT:
---Received letter from Robert Johnson of the Farmington Hills Fire Department
in reference to Glen Oaks...."I am very pleased with the fine cooperation shown

by your staff and the professional manner in which our requirements are being
expedited. I feel that your staff should be commended for their efforts....."
---Read letter from Lamphere School District (Madison Heights) thanking Kathleen
Dougherty, Park Naturalist, for her excellent presentations about Environmental
Awareness.
Ms. Doughery spoke to 25,000 students in Oakland County during 1978 and will
probably exceed that number in 1979•
---Received copy of letter from Richard Vogt to the Chairman of the Board of
County Commissioners wherein he tendered his resignation from the Parks and
Recreation Commission effective December 29, 1978.
---Distributed copies of letter about Y.A.C. from Kara Burns of Davisburg and
Mr. Wint's response to her.
---Working with City of Madison Heights to provide cross-country skiing at Red -
Oaks.
---Had in excess of 1000 register for cross-country ski lessons at White Lake -
Oaks; held in conjunction with Detroit News.
---The Detroit News and the Parks & Recreation Commission co -sponsored a cross-
country Family Ski Tour at Independence -Oaks on January 6. Had 328 registrants
from Oakland County, 236 from out -of -County, and three from out -of -State.
---Co-sponsoring with Detroit News a cross-country Snow Rush (Ski Race for both
novices and advanced skiiers) Sunday, January 28, Independence -Oaks. 110 regis-
tered to -date.
---Jon Kipke will appear on television, Channel 4,January 28, 7:30 a.m., pertaining
to winter sports.
---First Annual Winter Carnival at Springfield -Oaks, January 20, 1979, 10:00 a.m.
to 4:00 p.m. Sponsored by 4-H in cooperation with Oakland County Parks and
Recreation Commission; cross-country skiing, ice-skating and games, sledding and
tobogganing, snow sculpture contest, and snowmobile safari. Children will be
transported by bus from the south end of the County for the event.
---Kathleen Dougherty has scheduled two cross-country nature tours at Independence -
Oaks for cross-country skiiers; January 27, 10:00 a.m. for beginners, and
February 4, 10:00 a.m. for advanced skiiers.
---Special Olympics, Independence -Oaks, January 27, 9:00 a.m. to 3:00 p.m. for
mentally and physically handicapped children. Approximately 200 Special
Olympians will compete in events such as cross-country skiing, figure skating,
snow sculpturing and sled pulls. The Michigan Recreation & Park Association
will be honoring Joe Falls at a luncheon on January 22 for his interest in the
Special Olympics.
---MRPA Winter Conference, Hyatt -Regency, Dearborn, January 21 - 24. Commissioner
Walker requested that special attention be given to the DNR's Public Hearing on
its State Recreation Plan, Sunday, January 21.

NEW BUSINESS:
Commissioner Houghten stated that he had a conflict with the Parks and
Recreation Commission's meeting days.
Discussion followed on the most convenient day for all involved.
Moved by Dr. Montante, supported by Mrs. Stanley, that the
regularly scheduled meetings of the Parks and Recreation
Commission be held on the first and third Wednesday of each
month at 9:30 a.m.
Meeting adjourned at 11:55 a.m.
