The meeting was called to order by Chairman Lewis E. Wint at 9:35 a.m. in the
Parks and Recreation Commission Room.

of the meeting of February 7, 1979, to read "Award contract for
17 trash containers and 2 bike racks for the golf courses to the
low bidder, Jack Golden, for $1460.14; the bid for the 31 aluminum
benches be rejected and the item rebid as the low bidder did not
meet specifications."

minutes of the meeting of February 7, 1979, as amended.

All bids consist of the requested requirements. However, the Toro units have a
feature which is unique to Toro in that it is a single knob, bed knife to reel
adjustment which is positioned in the middle of the reel mower. Other standard
reels require each side to be adjusted individually, which makes it more difficult
to adjust with different operators operating these units, and more of a tendency
to cone the reels than with a single knob middle adjustment.
By going with this feature on both units, it would cost us approximately $279.35,
and Purchasing concurs with Parks and Recreation that this difference would be
worth trying the Toro reel mowers.
Recommended purchasing from Wilkie Turf Equipment Company for a total of $7768.15.

The fabric submitted by Morris Schlare was tested and analyzed by the drapery
expert in the County and was found to be of equal quality with the other
fabrics. Installation to be made by F & 0.
Recommended awarding the bids to Morris Schlare for the draperies at a cost
of $1165.00 and to Paul Haas Company for the rods and brackets at a cost of
$121.05. Budget estimate; $2,417.00.

the bids as recommended by staff and approved by the
Commission.

NORTHWEST OAKLAND LIFE ENRICHMENT COALITION:
Anne Clinton-Cirocco, Supervisor of the Springfield Youth Activities Center,
introduced Marty Cope, Marianne Tucker and Kay McKirgan, representatives from
the Northwest Oakland Life Enrichment Coalition.
Mr. Cope, Associate Director of League Goodwill and Chairman of N.O.L.E.C.,
explained that their group would like to make arrangements to(use)the Springfield
Y.A.C. on a yearly basis, Monday through Friday, 8:00 a.m. to 5:00 p.m.
This is a pilot project for the Coalition which is a group of agencies, both
private and public, involved in working with the adult handicapped on a day-
to-day basis to provide educational, vocational, and recreational services.
Handicapped adults from Brandon, Groveland, Holly, Rose, Independence and
Springfield Townships would be served in the program.
Discussion followed on all aspects of the program; whether or not the building
should be committed on a long-term basis, number of people who would participate,
the programming, transportation, storage space, etc.
The Coalition was made aware of the yearly 4-H Fair and stated they would not
use the building during that time.
Moved by Mrs. Walker, supported by Mrs. Austin to ask for a
more detailed, comprehensive report from the Northwest Oakland
Life Enrichment Coalition as soon as possible.

GLEN OAKS:
Jack Monteith, Hoyem-Basso Associates, presented the Master Plan study for
improvements at the Glen Oaks Clubhouse. Mr. Monteith stated that the objective
of the Master Plan was to develop a long range plan that could be implemented
in flexible phases, yet assure that the individual parts, when complete, would
fit together as an integrated whole with a minimum of duplication.
Mr. Monteith reviewed what their firm considered to be the immediate needs,
intermediate goals and long range goals for the Clubhouse. The total estimated
cost for immediate needs was $21,650.
Moved by Mrs. Walker, supported by Dr. Montante, to receive
the Glen Oaks Clubhouse Master Plan report from Hoyem-Basso
Associates.
Motion carried.
KRESGE FOUNDATION:
Alice McCarthy, grant consultant, explained what had been done to compile back-
ground for submitting a grant to The Kresge Foundation for funding of the proposed
Environmental Center at Independence -Oaks. Joe Figa, Chief of Design, reviewed
the site selection; Kathleen Dougherty, Naturalist, explained the programming
of the Center; Russ Lewis, architect with the Oakland County Planning Division,
presented a model and rendering of the building he designed for the Center.
Mr. Lewis stated that the building design would stress energy conservation.
The main entrance into the 12,000 sq. ft, building is centrally located, providing direct
access to each of the three activity zones (levels) and to a major east -west
circulation path horizontally separating the two upper zones. The circulation
path traverses the entire length of the building, internalizing a portion of
the handicapped trail. Overhead, a continuous clearstory parallels the path
reflecting northern light onto its surface, as well as on adjacent displays.
The clearstory also provides continuous secondary reflected light and ventilation
into the support spaces to the north.
Central to the entire facility is an Assembly -Classroom "core". When fully open,
the space can be used for major audio-visual programsand can accommodate up to
200 people.
Permanent displays and building features will include: local geology, wind -
generated electricity storage, solar hot-air and water storage, wood -burning
technology, water reclamation techniques, an alternative waste -management system
(composter), an outside animal shelter, greenhouse agriculture, etc.
Discussion followed on various funding sources.
CAPITAL IMPROVEMENT BUDGET:
Moved by Mr. Kuhn, supported by Mrs. Walker to approve the
1979 Capital Improvement Budget.

PRE -APPLICATION SUBMISSION:
Staff recommended the submission of the following four projects to the Michigan
Department of Natural Resources:
1. Addison -Oaks - Main entrance drive and the development of
Phase I camping area.
2. Groveland-Oaks - The development of Phase III camping area.
3. Independence -Oaks - The construction and development of the
proposed Environmental Education Center.
4. Waterford -Oaks - The development of the proposed baseball complex.
Moved by Dr. Montante, supported by Mrs. Austin, to refer the
Pre -applications to the Planning and Building Committee of
the Board of County Commissioners.
Motion carried.
MANAGER'S REPORT:
----Snow Rush, January 28, Independence -Oaks; had 239 participants from Oakland
County, 204 from out -of -county, and 8 from out-of-state, total 451.
---Independence-Oaks initiated the first Nordic Ski Patrol (cross-country) in
the midwest this winter. The staff at Independence hosted a Recognition Ski
Tour and picnic for the 25 volunteer members and their families on March 3.
Certificates of appreciation were presented in recognition of their service.
---"Ski Fever" (buffet dinner and dancing) scheduled for White Lake on Feb. 17
was cancelled due to lack of participants.
---Mr. Kipke received letter from City of Farmington Hills thanking the Com-
mission for the use of Glen Oaks on Sunday, February 4, for the Farmington Hills
Nordic Classic cross-country ski race. 118 people were in attendance.
---Michigan Recreation and Park Association sponsoring a legislative reception
at Long's Convention Center, Lansing, March 15, 6:00 p.m. to 9:00 p.m, $8/person.
Mr. Reickel urged the commissioners to attend and requested they contact their
senators and representatives to remind them of the event.
---Bottle Bill hearing, March 19, City -County Building, Detroit, 9.30 am.
---Bob Salogar, Anthony M. Franco, explained that Elias Brothers Big Boy
Restaurants were sponsoring an"Enjoy Michigan" sweepstakes and were recruiting
prizes for the event. The Commission will donate 50 wave pool family passes
and, in turn, will be mentioned in all the promotional material and posters
distributed to 173 Elias Brothers restaurants in Michigan.
---Vic Chiasson resigned his position as Recreation Supervisor. He will go to
the City of Wayne as Leisure Services Coordinator.
Moved by Mrs. Kuhn, supported by Mrs. Stanley, that staff
prepare a resolution honoring Vic Chiasson for his service
to the Commission.

---Through the efforts of the Franco firm, a one-half page article on the Red
Oaks Golf Course appeared in the February 12 edition of the County News.
---Will be participating as an instructor at the Revenue Sources Management
School, Wheeling, West, Va., week of 3/12.
---Interviews for position of Public Information Officer will be conducted
on March 20 and 22.
NEW BUSINESS:
Mr. Reickel urged commissioners to attend the workshop for board and commission
members at Glen Oaks on March 24. Contact Betty Guest if you plan to attend.
