The meeting was called to order by Richard R. Wilcox at 9:35 a.m, in the Parks
and Recreation Room.

STATEMENT OF OPERATIONS:
Moved by Mrs. Austin, supported by Mr. Deni to approve
the Statement of Operations as of March 31, 1979.
Motion carried.
ACTIVITIES REPORT:
Moved by Mrs. Austin, supported by Dr. Montante to receive
the Activities Report for March, 1979.
Motion carried.
PARENTS WITHOUT PARTNERS:
Mr. Milt King explained that Parents Without Partners was a non-profit, child -
oriented organization. He requested a rate reduction for the rental of Waterford -
Oaks on the second and fourth Wednesday and first Thursday nights of each month
starting in January, 1980.
The Commission directed staff to study the request; investigate the by-laws and
financial statement of Parents Without Partners and make a recommendation at the
next Commission meeting.
PARKING AREA RESURFACING - WHITE LAKE -OAKS:
Mr. Figa explained that the following bids were received by Purchasing for re-
surfacing the parking lot at White Lake -Oaks:
Ward and Van Nuck $5920.00
Best Asphalts Inc. 5335.00
Highway Maintenance 4952.45
Pavement Sealants 5309.70
Staff concurred with Purchasing's recommendation to award the contract to the
low bidder, Highway Maintenance for $4952.45. The budgeted amount was $7000.00.
Moved by Mr. Deni, supported by Mr. Kuhn to accept the low
bid of Highway Maintenance for $4952.45 plus a 10% contingency
of $500; total project cost of resurfacing the White Lake -Oaks
parking lot, $5452.45.

REPLACEMENT PLANTINGS - INDEPENDENCE -OAKS:
Mr. Figa explained the Commission approved $3,900 in the 1979 Capital Improvement
Budget for plant material for Independence -Oaks. This item included both replace-
ments and new plantings.

only for the Beach/Concession and Picnic areas as follows:

Staff concurred with Purchasing's recommendation to award the contract to the
low bidder, Christensens' in the amount of $1640.55. Staff further recommended
the approval of $200.00 for purchasing appropriate planting materials; stakes,
wire, peat, and topsoil for a total project cost of $1840.55.

the contract for replacement plantings at Independence -Oaks
to the low bidder, Christensens', in the amount of $1640.55
plus a $200.00 contingency for a total project cost of $1840.55.

requirements; therefore, staff recommended awarding the contract for all three
items to Flint Graphic Service for a total bid of $8,891.20.

SWIM RAFTS - GROVELAND-OAKS:
Purchasing received the following bids for replacement of two custom made swim
rafts for the Groveland-Oaks beach area:
Herb Jennings, Inc. $2,449.91/ea. - $4,899.82
Cruise Out, Inc. 1,546.00/ea. = 3,092.00
The above vendors were the only ones who could supply the rafts for this year's
swim season. Staff recommended purchasing from Cruise Out, Inc. for $3,092.00 and
2 - 3 weeks delivery. Amount budgeted, $4,000.00.
Moved by Mr. Deni, supported by Mrs. Austin to purchase two
replacement swim rafts for Groveland-Oaks from the low bidder,
Cruise Out, Inc. for a total price of $3,092.00.

FENCE INSTALLATION - RED OAKS:
Oakland County Parks and Recreation has agreed to install an 8' privacy fence at
Red Oaks Golf Course as per the lease agreement between the Incinerator Authortity
and Oakland County. This fence is to be located along the south side of green #8
in order to provide a screening of the Incinerator property.
Bids were let in March which included two types of fencing: (1) Complete installa-
tion of 480' of 8' vinyl link Redwood Privacy Fence System or equal. This is a
chain link fence with Redwood slats. (2) Complete installation of 480' or 8'

Staff recommended awarding the contract to the low bidder, Zappie Fence, in the
amount of $7800.00 for the Vinylink Redwood Privacy Fence.

for fencing the south side of green #8 at Red Oaks to the low
bidder, Zappie Fence, for $7800 for the Vinylink Redwood Privacy
Fence.

NORTHWEST OAKLAND LIFE ENRICHMENT COALITION:
Anne Clinton-Cirocco, Springfield Youth Activities Center Supervisor, introduced
Mary Ann Tucker and Marty Cope from the Northwest Oakland Life Enrichment
Coalition. The Coalition is supported by United Community Services, Oakland
Division; League Goodwill of Detroit; Oakland County Department of Social Services
and seven other organizations.
NOLEC wishes to lease the Springfield Y.A.C. for 46 weeks per year, 8:30 a.m. to
4:30 p.m. and would vacate the building for the 4-H Fair or other prior commit-
ments made by the Commission.
NOLEC proposes to provide a day program for the adult handicapped population of
Northwest Oakland County. Approximately 50 people per day would participate in
counseling, academics, activities of daily living, vocational assessment and
training, physical development, recreation and socialization.
Ms. Clinton-Cirocco recommended that NOLEC be charged $20,000/yr for the lease.
Moved by Mr. Kuhn, supported by Mrs. Stanley for staff to
start negotiations for contractual agreement for the use of
the Springfield Youth Activities Center; recommendation to be
brought back to the Commission for approval.

MANAGER'S REPORT:
---Notified by the Department of Natural Resources that the Heritage Conservation
and Recreation Service approved a grant for the acquisition of 50 acres in
Springfield Township, adjacent to the Springfield -Oaks Youth Activities Center.
The project was approved for cost sharing purposes under the Land and Water
Conservation Fund for $53,700.
Moved by Dr. Montante, supported by Mr. Deni to approve the
grant of $53,700 from the Heritage Conservation and Recreation
Service for 50 acres south of the Springfield Y.A.C.; to be
referred to the Planning and Building Committee for eventual
approval by the Board of County Commissioners.

---Commissioner Deni stated the Oakland County Sheriffs Department was interested
in performing patrols on horses within the parks and requested the item be included
in the next agenda.
Moved by Mrs. Stanley, supported by Mr. Deni to go into
Executive Session.
