May 16, 1979
The meeting was called to order by Chairman Lewis E. Wint at 9:45 a.m. in the
Parks and Recreation Commission Room.

Commissioner Kuhn commended staff for the way the Recognition Banquet was conducted.
APPROVAL OF MINUTES:
Moved by Mr. Kuhn, supported by Mrs. Stanley to approve
the minutes of the meeting of May 2, 1979, as written.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mr. Deni, supported by Mrs. Stanley to approve
payment of Vouchers 5-1 through 5-123.

BURGLAR ALARM FOR MAINTENANCE BUILDING - INDEPENDENCE -OAKS:
The following bids were received by Purchasing for a burglar alarm system (bell
only) for the maintenance building at Independence -Oaks:

Staff recommended awarding to the low bidder, Interstate Alarm, in the amount
of $1000.00.
Moved by Mr. Deni, supported by Mrs. Stanley to table item
until staff conducts further investigation.
Motion carried.
SPLIT RAIL FENCING - GLEN OAKS AND RED OAKS:
Mr. Figa reported that the following bids were received by Purchasing for split
rail fencing; 400 feet for Red Oaks and 1500 feet for Glen Oaks:

Cadillac Fence No Bid
Staff concurred with Purchasing to award to the low bidder, Zappie Fence, for
$2340.75. This item was part of the Capital Development projects for these
courses.
Moved by Dr. Montante, supported by Mr. Kuhn to purchase
split rail fencing for Glen Oaks and Red Oaks from the low
bidder, Zappie Fence, in the amount of $2340.75.

BARRIER POSTS AND CAMPSITE LOT POSTS - GROVELAND OAKS:
Purchasing received the following bids for 4" x 4" pressure treated posts to be
used for barrier identification (parking lot) and campsite identification at
Groveland-Oaks. This is a Capital Development project with an estimate of
$8,000.00.

Staff concurred with Purchasing's recommendation to award to the low bidder,

the purchase of 950 4" x 4" pressure treated posts for
Groveland-Oaks from the low bidder, Currier Lumber, for
$4586.50.

ROAD GRAVEL -INDEPENDENCE AND GROVELAND:
Due to the urgent need for road gravel which is necessary to prepare the road
beds for the roal oiling, Purchasing accepted the following telephone bids rather
than waiting for formal quotations:
Tri-City $2.74/ton
PJB Trucking 3.10/ton
Dale Stevenson Unable to supply at this time
Staff concurred with the method used to receive the bids and recommended a contract
be awarded to Tri-City at the rate of $2.74/ton.
ROAD OILING - DAY USE PARKS:
The following bids were received by Purchasing for road oiling of day use parks,
Waterford -Oaks and the Y.A.C. for 1979:

ABC Oil Service 7,840.00
Mich. Dust Control No Bid
Environ. Waste Control No Bid
Brandenburg No Bid
Although only two bids were received, the prices were in line with last year.
ABC supplied the oil in 1978.
Staff concurred with Purchasing and recommended awarding to the low bidder,
ABC Oil Service, in the amount of $7,840.00.
Moved by Mr. Deni, supported by Mrs. Stanley to purchase road
gravel from the low bidder, Tri-City, for $2.74/ton and to
purchase road oil from the low bidder, ABC Oil Service, for
$7,840.00.

SPRINGFIELD-OAKS CLUBHOUSE - CARPETING:
Purchasing received the following bids for 130 square yards of carpeting for the
lower level of the Springfield -Oaks Clubhouse, including the Pro Shop. Prices
include installation.

Staff concurred with Purchasing's recommendation that the bid be awarded to
Beckwith Evans for the Super Pro carpeting in the amount of $1500.60. This project
is part of the 1979 Capital Development Budget.

130 square yards of Super Pro carpeting for Springfield -
Oaks Clubhouse from Beckwith Evans in the amount of $1500.60.

SPRINGFIELD-OAKS GOLF COURSE - IRRIGATION PROJECT:
Purchasing received the following two bids for the electrical service for the
Springfield -Oaks Clubhouse irrigation project.

The bid covers the installation of a disconnect box, a starter switch and a pressure
control switch. The material does have some delivery problems so staff concurred
with Purchasing to make a decision on two bids only and award the contract to the
low bidder, Schultz Electric, for $1100.00. Estimated project cost is $2000.00.
Moved by Mr. Kuhn, supported by Mr. Deni to award the contract
for the electrical service for the Springfield Clubhouse irriga-
tion project to the low bidder, Schultz Electric, for $1100.00.

SEISMIC SURVEY - ADDISON-OAKS:
Mr. Reickel reported that Bendix United Geophysical Corporation requested per-
mission to conduct a geophysical seismic survey at Addison -Oaks.
Moved by Dr. Montante, supported by Mr. Kuhn to table
the request to conduct a seismic survey at Addison -Oaks.
Motion carried.
SHERIFF'S POSSE:
As requested at the last meeting, staff investigated the possibility of using the
Sheriff's Posse for security in the parks during July and August.
Lt. Billy Nolin, Sheriff's Department, explained that the Posse was made up of
volunteers who are trained at the Detroit Police Academy. The members of the
Posse have powers of arrest and would be used to supplement the present security
schedule. Only two mounted officers would patrol at one time, working as a pair.
Staff recommended using the Sheriff's Posse at Independence -Oaks; to be
evaluated on a continuing basis.
Chairman Wint stressed that the biggest goal of security is prevention rather than
altercation.
Moved by Dr. Montante, supported by Mr. Kuhn to informally
arrange for the Sheriff's Posse to patrol at Independence -
Oaks Park; to be evaluated on a continuing basis.

PARK SECURITY:
Mr. Reickel explained that security for the County Parks has been provided by the
County Security Staff for the past four seasons. This Security was provided by
eight CETA positons. As of September 30, it is expected that the eight positions
will no longer exist due to the discontinuation of CETA.
To maintain the present Security Personnel schedules at Addison, Groveland, and
Independence, staff recommended four full time security positions be created and
funded by the Parks and Recreation Commission. The newly created positions would
be used for replacement of the present CETA Security positions, as they become
vacant.

Chief Kratt was present to answer questions regarding the Security Division's
duties and costs.
Moved by Mr. Kuhn, supported by Mr. Deni that staff request
approval from Personnel and the County Commissioners to create
four full time Security positions to be used for replacement
of Park CETA officers, as the present positions terminate.
Motion carried.
CONCESSION AGREEMENT - THE OAKS:
Mr. Reickel asked for approval of a codified copy of the Concession Agreement
with The Oaks. The new document incorporates the various amendments to the
Agreement and has been reviewed and approved by Civil Counsel.
Moved by Mr. Kuhn, supported by Mr. Deni that the Agreement
be approved as to form.
Dr. Montante opposed on a voice vote.
A sufficient majority not having voted therefor, the motion failed.
Mr. Kuhn withdrew the motion and Mr. Deni withdrew his support to the motion.
The Chair directed that each Commission member be provided with a copy of the
Concession Agreement at the next meeting.
TABLED ITEM: WIRE TRASH BASKETS FOR WATERFORD TENNIS COMPLEX:
The following bids were received by Purchasing for 17 wire trash baskets for
the Waterford Tennis Complex:

Staff concurred with Purchasing's recommendation to award the contract to the
low bidder, the Barton Company, for $984.13. Budget estimate was $980.00.

wire trash baskets for the Waterford Tennis Complex from
the low bidder, the Barton Company, for $984.13.

DRAINAGE EASEMENT - GLEN OAKS:
The Commission agreed on May 21, to convey an easement at Glen Oaks to the Road
Commission for $1.00 but also directed staff to investigate the possibility of
a more equitable purchase price.
The Road Commission appraised the property and offered the Parks and Recreation
Commission $3,464.00 for the easement.
Moved by Dr. Montante, supported by Mrs. Stanley to amend the
resolution of March 21, 1979, to read "...the Grantor does grant
and convey to the Grantee the described 20' wide permanent
drainage easement and 10' temporary construction easement for
the sum of $3,464.00...... 11

MANAGER'S REPORT:
---1979 County Directory has been distributed; same coverage as previously
received by Parks and Recreation Commission.
---Full page coverage on Addison -Oaks in the Romeo Observor.
---Comprehensive article in Detroit Free Press on the Wave Pool.
---Suggested the Parks and Recreation Commission take a stand against the rezoning
of 500 acres in Independence Township to be used as a gravel mine. The property
lies between Independence -Oaks and Clintonwood Park.
---Gateway Crisis Center, Madison Heights, sponsoring a golf contest at the Red
Oaks Driving Range, May 19.
---Skateboard Competition, May 19, 10:00 a.m., Oakland County Courthouse.
---Hidden Forest Run, Independence -Oaks, May 20, 10:30 a.m.
---Janet Pung accepted position of Public Information Officer and will start work
on June 4. Ms. Pung was previously employed by Central Michigan University.
---Bob Salogar reported that The Daily Tribune was writing a story on the development
of the Driving Range at Red Oaks.
