COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Secretary Velma Austin, Don Deni, Dr. Joseph Montante, Carol Stanley. COMMISSION MEMBERS ABSENT: Vice Chairman Marjorie Walker, Fred Houghten, George Kuhn, Richard Wilcox OTHERS PRESENT: Parks and Recreation Michigan State University Central Michigan University County Commissioner Anthony M. Franco, Inc. R. Eric Reickel, Manager Jon Kipke, Assistant Manager Charles Ross, Chief, Administrative Services Sheila Cox, Accountant Arnold Johnston, Chief of Parks Thomas Seavey, Recreation Supervisor James Mansfield, Park Supervisor Janet Pung, Public Communications Officer Sandy Pulk, Intern Timothy Harris, Intern Betty Fortino Dorothy Langan, Account Executive Mr. Reickel reviewed the Personnel Section. Six new full time positions were requested for 1980: Typist I, Administration; Maintenance Aide, Technical Support; Park Maintenance Aide, Independence; Park Maintenance Aide and Groundskeeper I, Addison Oaks; Park Maintenance Aide, Waterford Oaks. The need for the positions arose due to the termination of the CETA program. All areas of the budget were discussed. Following are items the Commission changed over and above staff recommendations. Chairman Wint requested, under "1980 Projected Revenue & Income," that 12 months projected be listed which would include nine or 10 months actual experience at the time of budget presentation. GOLF FEES: Mr. Ross reviewed an analysis of "Prepaid Annual Green Fee Golfers." Moved by Dr. Montante, supported by Mrs. Austin to reconsider the public hearing regarding the elimination of annual greens fees. Motion carried. Moved by Dr.. Montante, supported by Mr. Deni to adopt the following fee schedule for the 1980 Prepaid (Commission Meeting, Budget, November 21, 1979) Annual Greens Fees and that they be reciprocal between White Lake Oaks and Springfield Oaks only: Regular $380.00 Spouse/Reg. 170.00 Retiree 150.00 Spouse/Reg. 65.00 Junior 80.00 ROLL CALL VOTE: AYES: Wint, Austin, Deni, Montante, Stanley (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. MOBILE RECREATION PROGRAM: Discussion conducted on feasibility of continuing the Mobile Recreation Program. Mr. Seavey presented a breakdown of number of locations of each visit during 1979• There were approximately 140,500 persons patricipating in the Mobile Recreation units during 1979. Commissioner Deni felt the program was too much of a drain on funds to continue. Bus fees will be presented at the next meeting. Commissioner Wint requested a survey be conducted of bus companies and make the bus rental rates for Oakland County Parks and Recreation competetive with other companies. He also suggested a lower rate for senior citizens. Bus rate recommendations to be made prior to budget approval. TENNIS COMPLEX: Mr. Seavey reviewed the recommended rates for the Tennis Complex. MANAGER'S REPORT: ---Attended a public hearing on November 20, Orion Township Hall, regarding the Chrysler property. Representative Alice Tomboulian called the hearing. The majority of those present were in favor of acquiring the property. ---Made official request to the Road Commission to resurface Lake George, Predmore and Kline Roads near Addison Oaks. Present Road Commission plans call for the improvement during 1983. ---The adult foster care students who are part of SOLEC (Springfield Oaks Life Enrichment Center) visited and utilized the Red Oaks Driving Range. Received thank -you note from Joan Clements, Instructor, for courtesies extended by park personnel. (Commission Meeting, Budget, November 21, 1979) ---Commissioner James Doyon congratulated the Parks and Recreation Commission for efforts to obtain the Pine Knob recreational complex. ---National Ski Patrol courses were conducted at Independence Oaks November 17 and 18. ---Pine Knob: Records have been made available and representatives of County reviewing. Need independent appraisal to determine fair market value of the property. ---Meeting with Senator Kammer and representatives of DNR on December 3 regarding the Chrysler property.
