October 3, 1979
The meeting was called to order at 9:40 a.m. by Chairman Lewis Wint in the Parks
and Recreation Commission Room.

minutes of the meeting of October 3, 1979, as written.

APPROVAL OF VOUCHERS:
Moved by Mrs. Austin, supported by Mrs. Walker to approve
payment of Vouchers 9-50 through 9-208.

NORTHWEST THERAPEUTIC RECREATION ASSOCIATION:
Jack Yemec, Director, Madison Heights Parks and Recreation, explained how Kathy
Torrey, Therapeutic Intern from Central Michigan University, was working with
the Northwest Recreation Association to coordinate a handicapped program for
Oakland County residents who are mentally and physically handicapped. Miss Torrey
distributed a brochure she compiled listing the various events and classes
available to the handicapped in Oakland County.
Janet Pung assisted in publicizing the organization and events.
PUBLIC INFORMATION:
---Janet Pung distributed flyers and explained the Oakland County Parks Fall
Photo Contest. Photographs may be taken of any subject matter at any of the
eight parks and the deadline date for submission is November 15.
---The Oakland County Parks Display will be at the Photo Show at the Silverdome
October 4-6 and at the Pontiac Mall October 14-22.
---The September issues of Golf Business and Golf Journal contained feature
stories on the Red Oaks Golf Course.
---Meeting with representative of Community National Bank about distribution of
park informational brochures.
SPRINGFIELD OAKS YOUTH ACTIVITIES CENTER:
Anne Clinton-Cirocco reported on the success of the WCXI country -western concert
held at the Springfield YAC on August 12. Total revenue was $1721.20.
Mrs. Clinton-Cirocco also reported that the North Oakland Life Enrichment Coalition
is conducting adult basic education classes, offered by the Brandon Schools, for
residents of foster care facilities, at the YAC. The residents are chronically,
mentally ill adults over the age of 26.
WATERFORD OAKS TENNIS COMPLEX:
Tom Seavey invited the Commission to attend a platform tennis exhibition at
Waterford on October 14, 1:00 p.m. The event is sponsored by the Parks and
Recreation Commission and Courts Marketing, Inc.
REVIEW OF THE ACCOUNTING SYSTEM:
Due to increased volume in the accounting section, staff has been exploring different
ways to make the system more efficient; ie, mini -computers, word processing systems,
and are also waiting on a quote from County Computer Services.
Mr. Ross recommended that Starosta & Associates of Madison Heights be hired to
review the accounting system, define computer objectives and evaluate the County's
time sharing proposal. Starosta would charge $25.00 per hour, not to exceed
$1250.
Moved by Mr. Houghten, supported by Mrs. Walker to support
staff's recommendation to contract with Starosta & Associates
to evaluate the accounting system for $25 per hour, not to
exceed $1250.

GLEN OAKS:
Joe Figa presented Hoyem-Basso's proposal for construction drawings and
necessary bidding documents for the renovation of the clubhouse at Glen Oaks.
It is to include improvements to the kitchen/storage area, locker room area
and the existing main floor restrooms.
The proposal did not include the actual kitchen layout or equipment, but included
the necessary utility modifications and coordination between the kitchen con-
tractor and the structural requirements.
The preliminary budget is estimated to be:
Kitchen Renovations (not inc.
equipment costs) $110,000
Toilet and General Renovations 106,000
Elec. Service & Fire Alarm System 38,000
$254,000
Hoyem-Basso's fee for the pre -bid services would be billed at two -and -one-half
times their direct payroll expenses but would not exceed the following:
Kitchen Renovation $12,400
General Renovation 15,600
New Electrical System 3,000
$31,000
Moved by Mrs. Walker, supported by Mrs. Austin to retain
Hoyem-Basso to prepare all construction and bidding documents
for the renovation of the Glen Oaks Clubhouse as indicated in
their proposal with a not to exceed figure of $31,000.
Moved by Mr. Houghten, supported by Dr. Montante to amend the
motion that the maximum $31,000 include Items 1 to 3 on Page 3
of the proposal and that Hoyem-Basso also give us recommendations
and work with staff relative to the kitchen consultants.
Discussion followed on the items included in the amendment: (1) Review of all
shop drawings to assure compliance with intent of the bid documents (2) Provide
assistance in resolving unknown field problems on an "on -call" basis. (3)
Provide a final site inspection, including a "punch list" report.

Mr. Figa presented the landscape renovation plan for Glen Oaks as prepared by
him and Kent Smith of the Planning Division.
RED OAKS AIR STRUCTURE:
Representatives of the Drain Commission and Parks and Recreation will meet to
resolve problems connected with the air dome.
The draft of the Lease Agreement with Michael Thompson of Air Domes was discussed
and the following recommendations were made, to be incorporated into the Agreement.
1. State that the Drain Commission has authority to deflate air
structure if necessary.
2. The tenant shall be responsible for all utilities expense.
3. The tenant shall agree to carry one million dollars in
liability insurance.
4. Specify who is to assume expense to deflate and re -inflate
dome.
5. Specify who is responsible for maintenance of structure and
property.
6. Specify who is responsible for rehabilitation of property.
7. Page 3, No. 9; "Suppliers and equipment to be maintained in
like condition..." should be spelled out.
8. Specific dates to inflate and deflate dome and hours of
operation.
NEW BUSINESS:
---Sandy Pulk, Michigan State Intern, distributed flyers on the Great Pumpkin
Cut-up and the Halloween Dance. The pumpkin cut-up will be held at Paint Creek
Cider Mill on October 27, 2 - 4 p.m. The Senior and Adult Halloween Dance will
be at Waterford Oaks on October 26, 8-11 p.m.
---Jon Kipke displayed the new logo for all park vehicles.
---The C/BM Workshop to be held in the City of Wyoming on October 13 has been
cancelled.
---Commissioner Walker brought to the Commission's attention the advertising on
Page 2 of the September issue of the National Recreation and Park Association's
magazine. A play equipment firm advertised a piece of equipment shaped like a
tank and had a play gun attached. Through her efforts, the Michigan Recreation
and Park Association has queried the NRPA regarding their policy on advertising.
