The meeting was called to order at 9:45 a.m, by Secretary Velma Austin in the
Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:

Moved by Dr. Montante, supported by Mr. Houghten to approve
the minutes of the meeting of October 3, 1979, with the
following correction:
Page 3-3, Review of the Accounting System: Dr. Montante
cast a nay rather than an yea vote.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mr. Houghten, supported by Mr. Deni to approve
payment of Vouchers 10-1 through 10-170.
Mr. Reickel reported that the Joint Personnel/Finance Committee of the Board of
County Commissioners approved the $50,000 payment for 1950 for the Springfield
Youth Activities Center.

(Commission Meeting, October 18, 1979)
WATER INSTALLATION - GLEN OAKS:
The following bids were received for the water installation project at Glen Oaks:
Aqua Pura $43,000
Ernie Coppocia 39,880
Utility Installation No Bid
E. T. Cook No Bid
Mr. Kipke explained that the water at Glen Oaks is supplied from a well and the
City of Farmington Hills required that the facility be hooked into the city
water system.
Mr. Figa explained the scope of the project. He recommended awarding the contract
to the low bidder, Ernie Coppocia, for $39,880, plus a 5% contingency of $2000,
plus fees and permits of $2,242 for a total project cost of $4,122.
Moved by Dr. Montante, supported by Mr. Deni to contract with
the low bidder, Ernie Coppocia, for $39,880, plus a 5% contin-

Discussion followed on Commissioner Wilcox's suggestion to investigate a possible
cost savings by laying pipe through the clubhouse building rather than as per
the specifications.
Moved by Mr. Wilcox, supported by Mr. Kuhn to amend the motion
to investigate whether or not the system could be put through
the building at a cost savings before proceeding with the
original concept.

CERAMIC TILE - GROVELAND OAKS:
The following bids were received for ceramic and quarry tile for Groveland Oaks:
Genesee Ceramic $5994.
Virginia Tile 5390.
Beaver Distributors 5554.
The low bidder, Virginia Tile, did not meet specifications in regard to color
and thickness of the quarry tile. Mr. Figa recommended the bid be awarded to
Beaver Distributors for $5554.

Mr. Figa explained the tile was for the two showers and restrooms in the Con-
cession Building and also the shower and restroom in the Pine Grove Comfort
Station. Ceramic tile will be used on the walls and quarry tile on the floors.
This project was estimated in the capital budget at $8737.
Moved by Mr. Wilcox, supported by Mr. Kuhn to award the
contract to Beaver Distributors for $5554 for ceramic
tile and quarry tile at Groveland Oaks.

MANAGER'S REPORT:
---The closing on the Ellis property (50 acres south of the Springfield YAC) is
scheduled for October 18. The purchase price is $129,000 and 50% is coming from
the Land and Water Fund.
---Received $85,000 payment from the Land and Water Fund for the Groveland
project.
---Independence Township residents voted 3/8-mill to purchase the 80 acres next
to the Township's Clintonwood Park from the Edward C. Levy Company.
---Resolved differences with the Drain Commission regarding the proposed air
structure at the Red Oaks Driving Range.
---Commissioner Kuhn suggested the Parks and Recreation Commission apply for the
NACo Achievement Award for the Red Oaks Golf Course.
Moved by Dr. Montante, supported by Mr. Deni to go into
Executive Session.
