The meeting was called to order at 9:45 a.m. by Chairman Lewis E. Wint in the
Parks and Recreation Commission Room.

(Commission Meeting, April 2, 1980)
STATEMENT OF OPERATIONS:
Moved by Mrs. Austin, supported by Mrs. Stanley to receive
the Statement of Operations as of February 29, 1980.
Motion carried.
PUBLIC COMMUNICATIONS - QUARTERLY REPORT:
Ms. Pung provided an overview of various public communications functions.
Discussion conducted on past and future projects.
ADDENDUM TO CONCESSION CONTRACT:
Due to confusion in the interpretation of a portion of the Concession Agree-
ment by the auditing firm of Janz & Knight, Jack Hays, Assistant Civil
Counsel, proposed an addendum to the contract that incorporated the following
changes:
White Lake Oaks, Page 11, Paragraph 3, Sixth sub -heading, shall
read: "Additional 5-year option, January l through December 31,
1983 -- 6% of gross sales in excess of $134,000.00"
rather than
"Additional 5-year option shall be at 6% of total gross sales."
Addison Oaks Conference Center, Page 12, Paragraph B, Sixth sub-
heading, shall read: "Additional 5-year option, January 1, 1979
through December 31, 1983 -- 5% of gross sales in excess of
$120,000"
rather than
"Additional 5-year option shall be at 50 of total gross sales."
Mr. Reickel stated that new percentages would be negotiated at the end of
this term (1983.)
Moved by Mr. Kuhn, supported by Mrs. Walker that these
amendatory changes be approved as presented to clarify
the intent of the legal implications on this matter.

Staff concurred with Purchasing to award the contract to the low bidder, W. F.
Miller, for $18,480.00. The funds are part of the Grounds Maintenance Budget
for the respective parks.

FUNGICIDES AND INSECTICIDES - ALL GOLF COURSES:
The following bids were received by Purchasing for fungicides and insecticides
for all the golf courses. The chemicals are used for disease control.
Staff concurred with Purchasing to award the contract to the second low bidder,
L & E Chemicals, because they could meet the delivery requirements.

SPECIAL FERTILIZER FOR GOLF GREENS:
The Chief of Golf requested a special fertilizer mix for the golf greens for
1980. This is a single source item and is made only by Scotts Pro Turf Division.
The same fertilizer was used successfully last year. The material would be
bought directly from the factory and at the best price available.
Staff recommended purchasing from Scotts Pro Turf in the amount of $3150.
The funds are part of the Grounds Maintenance Budget for the golf courses.

special fertilizer for the golf courses from Scotts Pro

TWO SNOWMOBILES - ADDISON-OAKS:
Mr. Kipke explained that the purchase of two snowmobiles for Addison Oaks was
planned for the 1981 budget.
Due to the lack of snow this year, it resulted in an abundance of machines on the
market with good discounts being offered. In anticipation of the request
being approved, the following bids were received by Purchasing:

total price of $3051.

The shirts bid by Uniforms To You are slightly higher than the bid by Jack Gell;
however, it has metal collar stays and the stitching and sewing are superior.
The men's slacks bid by Uniforms To You is slightly less expensive than that
specified and low bid by Washington Clothiers and.the ladies slacks are bid
considerably lower but do not meet specifications in that it was not similar
in fabric and color to the men's slacks.

men's slacks from Washington Clothiers for $3480; and
18 dozen ladies slacks from Washington Clothiers for $3132;

Mr. Figa updated the Commission on the progress of the Glen Oaks renovation
and expenditures to date. He requested an additional $10,000 for the project
contingency fund.

an additional $10,000 for the Glen Oaks Renovation Contingency
Fund.

MANAGER'S REPORT:
---Read Land and Water Resolution that was sent to congressmen.
--- Moved by Mrs. Stanley, supported by Mrs. Walker to approve
the following resolution:
"WHEREAS, the Oakland County Parks and Recreation Commission
recognizes the need for parks and recreation areas, facilities
and programs for people to enjoy their leisure time and
WHEREAS, the Parks and Recreation Commission recognizes the
need to support the leisure services field and
WHEREAS, the Senate Joint Resolution 90 is submitted to
the House of Representatives for the designation of a week as
"National Recreation and Parks Week"
THEREFORE, the Oakland County Parks and Recreation
Commission urges the Congressmen who represent Oakland County
to fully support this resolution."

---Gave annual greens fee people 20% discount for paying in advance.
---Introduced Sue Henige, Therapeutic Recreation Intern, Michigan State
University.
Have received 12 resolutions to -date from various Oakland County communities
encouraging the Oakland County Parks and Recreation Commission to hire a full
time Therapeutic Recreation Coordinator.
---Donated a wave pool family pass to the Channel 56 Auction.
---April 12: "Super Saturday", Waterford Oaks, 1:00 p.m. to 4:00 p.m.; organized
games for the mentally and physically handicapped. In case of rain, the event
will be cancelled.
---April 23: Legislative Reception, Jack Tar Hotel, Lansing. Urged Parks and
Recreation Commissioners to attend.
---May 12: Recognition Banquet, Addison Oaks.
---May 16: Red Oaks Dedication.
---May 17: Start of Michigan Week.
---May 21: Waterford Tennis Complex Dedication.
---May 24: Media Day Tournament, Waterford Oaks Tennis Complex.
---MRPA Board working with Senator Levin and Congressman Blanchard to arrange
a congressional reception in Washington, D. C.
