February 6, 1980
The meeting was called to order at 9:40 a.m. by Chairman Lewis Wint in the
Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman Lewis Wint, Vice Chairman Marjorie Walker, Secretary Velma Austin,
Don Deni, Fred Houghten, George Kuhn, Carol Stanley, Richard Wilcox.

Moved by Mrs. Austin, supported by Mr. Houghten to approve
the minutes of the meeting of January 9, 1980, with the
following correction:
Page 3-3, Remodeling of Glen Oaks. The vote on the motion
should be corrected to show that Mr. Houghten cast a "yea"
vote.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mrs. Walker, supported by Mrs. Austin to approve
payment of Vouchers 12-231 through 12-388.
ROLL CALL VOTE:
AYES: Deni, Houghten, Stanley, Walker, Wint, Austin (6)
NAYS: (0)
A sufficient majority having voted therefor, the motion carried.

(Commission Meeting, February 6, 1980)
ELECTION OF OFFICERS:
Moved by Mrs. Austin, supported by Mr. Deni to elect Mr. Houghten
Temporary Chairman for the purpose of electing a Chairman of the
Parks and Recreation Commission.
Motion carried.
Commissioner Houghten assumed the Chair and opened nominations for Chairman.
Moved by Mr. Deni, supported by Mrs. Stanley that Lewis Wint
remain as Chairman of the Parks and Recreation Commission.
Moved by Mrs. Austin, supported by Mrs. Stanley that nominations
be closed and a unanimous ballot be cast for Mr. Wint.
Motion carried unanimously.
Commissioner Houghten declared Lewis E. Wint Chairman of the Parks and
Recreation Commission for 1980. Chairman Wint assumed the Chair and opened
nominations for Vice Chairman.
Moved by Mrs. Austin, supported by Mr. Deni that Marjorie
Walker be re-elected Vice Chairman of the Parks and Recreation
Commission.
Moved by Mrs. Stanley, supported by Mr. Houghten that nominations
be closed and a unanimous ballot be cast for Mrs. Walker for
Vice Chairman of the Parks and Recreation Commission.
Motion carried unanimously.
Chairman Wint declared Marjorie M. Walker Vice Chairman of the Parks and
Recreation Commission for 1980.
Chairman Wint opened nominations for Secretary.
Moved by Mrs. Stanley, supported by Mr. Houghten to re-elect
Velma Austin as Secretary of the Parks and Recreation Commission.
Moved by Mr. Deni, supported by Mrs. Walker that nominations be
closed and a unanimous ballot be cast for Velma Austin for
Secretary of the Parks and Recreation Commission.
Motion carried unanimously.
Chairman Wint declared Velma M. Austin Secretary of the Parks and Recreation
Commission for 1980.
SPRINGFIELD OAKS - 177th MILITARY POLICE GROUP AGREEMENT:
Mr. Reickel explained that the 177th Military Police group had requested the
use of the Springfield Oaks Y.A.C. as an emergency assembly area when required
by call to either state or federal active duty.

As per Commission direction, the agreement was amended by Jack Hays, Assistant
Civil Counsel, to make the 177th Military Group responsible for reimbursement
for the use of the building.

CROSS-COUNTRY SKIING:
Mr. Kipke explained that we started a cross-country ski rental program at
White Lake Oaks last year. The equipment and operation of the rental was on
a leased basis with a concessionaire. The concessionaire received 60% of
the revenue and 40% went to the Parks and Recreation Commission.
Based on demand and observation of the City of Troy and Huron -Clinton
Metropolitan Authority's self -operated ski rental facilities, staff
recommended the Commission self -operate the ski rental program at White Lake
and expand on a limited basis to Springfield.
The following bids were received by Purchasing for the equipment:
Bavarian Village $9,850
Raup Campfitters 6,759
Bike & Sport 8,475
Donn's Ski Haus 8,600
Don Thomas Sporthaus No Bid
The Benchmark No Bid
Staff concurred with Purchasing to reject the low bid of Raup Campfitters
because they did not meet specifications. Staff recommended the bid be
awarded to Bike & Sport for $8,475.
Moved by Mrs. Walker, supported by Mrs. Austin to accept the
bid of Bike & Sport in the amount of $8,475 for 100 pairs of
skis, 130 pairs of boots and 100 poles for a ski rental program
at White Lake Oaks.

MANAGER'S REPORT:
---Received letter from John Lines, a winner in the Fall Photo Contest,
thanking the Commission for sponsoring the contest.

---Received letter from City of Ferndale requesting they be put on the agenda
for the next meeting. They would like the Commission to operate their
artificial ice rink.
---The Special Olympics at Independence Oaks had 250 participants. A total
of 800 people entered the park that day.
---The Boy Scouts held a Klondike Derby at Addison Oaks on February 2.
---The cross-country ski race bas been cancelled for 1980.
---Weather permitting, there will probably be a family ski tour at Independence
Oaks this winter.
---Jan Pung reviewed dates and locations of where the Commission display will
be between now and May.

---Mr. Wint received letter from the NRPA thanking Mr. Reickel for his partici-
pation on their Standards Revision Task Force, and the Commission for allowing
him to participate.
---Mrs. Walker commended Janet Pung and Joseph Figa for their participation as
speakers at the recent MRPA Conference.
---Joe Figa said the remodeling of Glen Oaks had commenced. He will have color
selections ready for the next meeting.
Moved by Mr. Wilcox, supported by Mr. Kuhn to recess for an
Executive Session to discuss a proposed property acquisition.
