Walker in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: V Vice Chairman Marjorie Walker, Don Deni, Fred Houghten, George Kuhn, Dr. Joseph Montante. Services Sheila Cox, Accountant Michael Thibodeau, Chief of Golf Arnold Johnston, Chief of Parks Mike Feeley, Intern Sheri Francis, Intern Cadman Prout Reta Erickson Helen Hoskins Vice Chairman Walker introduced Cadman Prout, Reta Erickson and Helen Hoskins who were representing the Oakland County Retirees' Association. Mr. Prout stated that Oakland County had 700 retired employees, 250 of whom were members of the Retirees' Association. He asked that the Commission give consideration to issuing an Oakland County Parks lifetime pass to all retirees formerly employed by the County of Oakland. The Association was not aware of the privileges the Commission does grant all senior citizens and Mr. Reickel reviewed the following policy with the group: ''Retirees (fully retired with no active work income.) 50% reduction weekdays only on all fees (golf greens fees, boat rentals, camping, etc.) Free park entrance weekdays in all day use parks (Addison, Groveland,lndependence.)'' Mr. Reickel further stated that a news release would be issued, as well as a brochure prepared, in an attempt to make senior citizens aware of what is available to them within the County Park System. Mr. Prout thanked the Commission for the opportunity to make their presentation and the group was pleased to see how much the Commission did for senior citizens that they were not aware of. 3 - 1 (Commission Meeting, July 9, 1980) The Commission concurred that any fringe benefit to an Oakland County retiree would have to be approved by the Retirement Board and funded by the Board of Commissioners. The Commission directed Mr. Reickel to investigate the Huron -Clinton Metropolitan Authority's policy pertaining to senior citizens. APPROVAL OF MINUTES: Moved by Mr. Houghten, supported by Mr. Kuhn to approve the minutes of the meeting of June 4, 1980. Motion carried. APPROVAL OF VOUCHERS: Moved by Mr. Kuhn, supported by Dr. Montante to approve payment of Vouchers 6-24 through 6-299. ROLL CALL VOTE: AYES: Montante, Walker, Deni, Houghten, Kuhn (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. STATEMENT OF OPERATIONS: Moved by Mr. Houghten, supported by Mr. Deni to accept the Statement of Operations as of May 31, 1980. Motion carried. Staff recommended awarding the contract to the low bidder, Detroit Concrete Products for $42,390 plus a 10% contingency for a total project cost of $46,629. Moved by Dr. Montante, supported by Mr. Deni to award the contract for paving of the Glen Oaks parking area, cart station and paths to the low bidder, Detroit Concrete Products for $42,390 plus a 10% contingency of $4,239; total project cost, $46,629. RED OAKS PAVING: Mr. Figa explained that bids were received on July 8 for the paving of the service drive at the Red Oaks Golf Course. This project was approved at a previous Commission meeting and is a joint venture between Parks and Recreation and the Drain Commission. The estimated cost is approximately $50,000 with each sharing 50% of the cost. Mr. Figa stated that Stolaruk had been the contractor for the Waterford Oaks Tennis Complex and was the worst contractor he had ever worked with; the project was one year late being completed and caused lost revenues for the department. Discussion followed. The Commission decided that the relatively simple job of paving the service drive should present no problem to the contractor. 3-3 (Commission Meeting, July 9, 1980) Moved by Mr. Kuhn, supported by Dr. Montante to award the contract to the low bidder, Stolaruk Corporation, for $31,480, Plus a 5% contingency for a total project cost of $33,054. WATERFORD OAKS RENTAL HOUSE: The following bids were received by Purchasing for re -roofing the Waterford Oaks rental house on Scott Lake Road: Higginbotham's Roofing & Siding $1,815. Price Brothers Roofing 1,875. Hartford Roofing & Siding 2,080. Staff recommended awarding the contract to the low bidder, Higginbotham's Roofing and Siding, for $1815 and to accept Higginbotham's recommendation to install an aluminum metal drip edge and four additional roof vents for $188; total cost of project, $2,003. Moved by Dr. Montante, supported by Mr. Houghten to accept the bid of $1815 from Higginbotham's Roofing and Siding to reroof the rental house on Scott Lake Road and to approve an additional $188 for aluminum metal drip edge and four additional roof vents; total cost, $2003. PHASE III: Mr. Figa requested approval to have the firm of Anderson/Lesniak prepare con- struction documents for Groveland Oaks, Phase Ill. The firm did the work for Phase 11 and this is a continuation of that project. It will consist of approxi- mately 22 campsites, two pedestrian bridges and play area. Estimated cost for construction of the project is $168,000 with $84,000 from Heritage Conservation and Recreation Service and $84,000 from Parks and Recreation. Anderson/Leniak's fee for the construction documents, plus some design work for Phase IV is 12% of the construction cost or approximately $18,000. based on construction costs estimate. Moved by Dr. Montante, supported by Mr. Kuhn to approve the firm of Anderson/Lesniak doing the construction documents for Groveland Oaks, Phase III for 12% of the construction costs or approximately $18,000, based on construction costs estimate. 3-4 (Commission Meeting, July 9, 1980) ROLL CALL VOTE: AYES: Kuhn, Montante, Walker, Deni, Houghten (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. MANAGER'S REPORT: ---Received request from Dorothy Langan of Anthony M. Franco, Inc., to permit the Detroit Coca Cola Bottling Company to distribute 4 ounce samples of a new product, Mellow Yellow, in two the parks on August 23, 11:30 a.m. to 1:30 p.m. Because of Coca-Cola's past cooperation with the Commission, they granted approval for the request. ---Sent flowers on behalf of the Commission to Pauline McCormick, former admin- istrative assistant who died recently. ---Millage Campaign: Received approval from the County Executive and Road Commission to include millage brochure in all paychecks. Commissioner Kuhn suggested Mr. Murphy be contacted about affixing millage bumper stickers to all County vehicles. Frank's Nursery stores in Oakland County will distribute millage brochures as bag stuffers the weekend before the election on August 5. As of this date, received $1000 in various contributions with a need for $5,000. Asked Commission support to help generate more revenues for the campaign. Distributed bumper stickers and buttons. Mobile Recreation units are reaching a great number of people in distribution of materials. Mrs. Walker, Mr. Wint, Mr. Reickel and Ms. Pung met with representatives of Civic Searchlight on July 10. Speaker's Bureau has been very busy speaking to various organizations about the millage. ---Mr. Wint was interviewed by Dick Haefner, WWJ-Radio, pertaining to Wave Pool. ---Mr. Reickel and Mr. Wint were on J. P. McCarthy's Focus broadcast. ---WQRS did a lengthy interview about the millage. ---Interviewed by Tim Richards of the Eccentric newspapers pertaining to the millage.
