GLEN OAKS - JUNE 4, 1980
The meeting was called to order at 9:45 a.m. by Chairman Lewis E. Wint in the
banquet room of the Glen Oaks Clubhouse.

APPROVAL OF VOUCHERS:
Moved by Dr. Montante, supported by Mrs. Austin to approve
payment of Vouchers 5-225 through 5-336 and 6-1 through
6-23.

ROLL-OVER CAGE - GLEN OAKS:
Mr. Kipke explained that it was necessary, due to the union contract, to purchase
a roll-over cage for the Jacobsen F 10, a fairway mowing tractor at Glen Oaks.
This is a one source item and there was no advantage to bidding. The cost for
the cage from W. F. Miller, the local distributor for Jacobsen equipment, was
$1,481.
Moved by Mr. Houghten, supported by Mr. Wilcox to purchase
a roll-over cage from W. F. Miller for $1,481, for use on
the Jacobsen F 10 mower at Glen Oaks.

TEE MOWER - 80" - SPRINGFIELD GOLF COURSE:
The following bids were received by Purchasing for a tee mower at the Springfield
Oaks Golf Course:
Weingartz Supply Company NO BID
W. F. Miller Company Quoting on 84'' Jacobsen Turf King, per our
specifications.
$5,844.00
Wilkie Turf Equipment Quoting on Toro Turf Pro 84
$9,980.00
This mower meets cutting width but exceeds
specifications in hp and hydraulic operated
wheels.
Lawn Equipment Quoting on Maxi II 87" Cut Socket Mower
$5,175.00
Basically a walk -behind mower with sulky attachment
which could convert it to a rider. Also a very
fine cutting mower for use in a formal garden
or where manicure cutting has to be accomplished.
Has delicate cutting adjustments and should be
used by one operator. Several operatars will
handle machine at golf courses.
Staff concurred with Purchasing to award the purchase to the low bidder meeting
specifications, W. F. Miller, for $5,844.00. The amount budgeted was $6,000.00.
Moved by Dr. Montante, supported by Mrs. Austin to award the
contract for purchase of an 84'' Jacobsen Turf King for use at
the Springfield Oaks Golf Course to the W. F. Miller Company,
the low bidder meeting specifications, for $5,844.00.

CLOWNS:
Three clowns from the Springfield Oaks Clown Alley made a surprise visit to the
Commission meeting; Homer Biondi, Jack Lightcap and Al Clinton-Cirocco. Clown
Alley, a group of amateurs, will perform at various park functions, parades,
commercial enterprises, etc. They have a current membership of 59 with ages
ranging from 8 to 80.
Mr. Biondi reviewed their program with the Commission and extended an invitation
to attend their next meeting on June 9 at Glen Oaks. He also expressed appreciation
for the sponsorship and support the Commission has given them. The group
generally meets on the second Monday of each month at the Springfield Oaks Youth
Activities Center.
MEMORIAL DAY WEEKEND:
All parks were at peak capacity over Memorial Day weekend. Through May of this
year, park revenues were up $55,000 from last year.
PUBLIC COMMUNICATIONS SECTION:
Ms. Pung updated the Commission on what is planned for the millage campaign.
Letters will be sent to past and present employees, past Parks and Recreation
Commissioners, users of each of the different facilities and/or activities within
each park, churches, etc.
Promotional materials are being developed; posters, balloons, buttons and bumper
stickers will be distributed. 300,000 brochures have been ordered. Also preparing
a fact sheet about the millage.
The official kick-off for the campaign will be the July 4th weekend.
MANAGER'S REPORT:
---Mr. Wint and Mr. Reickel met with Tom Lewand, candidate for County Executive,
to discuss the park system.
---Had radio interviews on WWJ and WMJC.
---Mr. Reickel and Tom Seavey appeared on Channel 50's "Detroit Today" show on
June 3.
---Letters sent to Springfield Rotary Club and Springfield Fire Department
pertaining to the use of the YAC.
---Letter written to Springfield Township regarding change in time for alcoholic
beverages to be sold at the Springfield Oaks Golf Course.

MANAGER'S REPORT (continued):
---Received copy of a letter from Chief of the Environmental Enforcement
Division of the Department of Natural Resources written to the attorney rep-
resenting the Levy Company. He had reviewed the impact assessment for the
proposed sand and gravel mining operation in Independence Township and informed
the attorney of the eight permits required prior to the operation and that
"... due to significant public controversy, a decision to issue permits ...
would constitute a major state action."
---Anne Clinton-Cirocco requested permission to become affiliated with the
Volunteer Action Center of United Community Services of Metropolitan Detroit.
Anne is in the process of developing a volunteer manual for the Parks and
Recreation Commission. Affiliation with the group involved us in agreeing with
their principles. No financial obligation is involved.
Moved by Mrs. Stanley, supported by Mr. Wilcox to allow
staff to become affiliated with the Volunteer Action
Center of the United Community Services of Metropolitan
Detroit.
Motion carried.
---Received request from the National Recreation and Park Association for the
Commission to become involved in a national public visibility campaign, "Life.
Be In It," to generate a greater awareness of the value of recreation and leisure.
Janet Pung will attend an information session on the subject and report back to
the Commission.
---Distributed flyers for:
First Annual Platform Tennis Tournament, June 21-22.
Summer Tennis Instructional Clinics, adults and children
6th Annual Junior Golf Invitational; June 19 at Springfield and June 20 at
White Lake.
---Next meeting of the Parks and Recreation Commission will be held on July 9.
GLEN OAKS:
Mr. Figa distributed and reviewed information on future required improvements at
the Glen Oaks Clubhouse.
Present construction should be completed in six weeks.
Walt Rickens, The Oaks, told what they had planned to improve the appearance
of the dining room.
The meeting adjourned at 10:50 a.m. and the Commission toured the facility.
