Wint in the Parks and Recreation Commission Room. SPRINKLER HEADS FOR FAIRWAYS & GREENS - SPRINGFIELD GOLF COURSE: Purchasing receivedthe following bids for 25 fairway sprinkler heads and 25 greens sprinkler heads for the Springfield Oaks Golf Course: 25- 25- Fairway Greens Sprinkler Heads Sprinkler Heads Sprinkler Irrigation Co. $1,538.25 $925.00 Century Supply 1,465.00 955.00* *Substitute bid Since Century Supply could not meet the specifications on the sprinkler heads for the greens, staff concurred with Purchasing to award the purchase of 25 greens sprinkler heads to Sprinkler Irrigation for $925 and the purchase of 25 fairway sprinkler heads to Century Supply for $1,465. The budget estimate was $1000 for the greens heads and $2000 for the fairway heads. Moved by Dr. Montante, supported by Mr. Houghten, to award the purchase of 25 greens sprinkler heads to Sprinkler Irrigation for $925 and the purchase of 25 fairway sprinkler heads to Century Supply for $1,465; total cost, $2,390. GRASS SEED REQUIREMENTS FOR 1980: The following bids were received by Purchasing for approximately 2000 lbs. of grass seed mixtures for Groveland, Independence and all of the golf courses for 1980: Turf Supply $3,774.00 Cowbell Seeds 4,458.00 Terminal Sales 3,883.50 Staff recommended awarding the contract to the low bidder, Turf Supply, in the amount of $3,774.00. PARKS BENCHES AND BLEACHERS - WATERFORD TENNIS COMPLEX: Purchasing received the following bids for six aluminum park benches and two sets of portable bleachers for the Waterford Oaks Tennis Complex: 6 ea. Jennings submitted the only bid on all aluminum. Both Quality and Golden bid on aluminum plank seats and footrests with galvanized angle steel frame. Miracle quoted all steel bleacher with a baked enamel finish on seats. Moved by Mrs. Stanley, supported by Mrs. Walker to award the bid for six portable aluminum park benches to Jack Golden for $510 and two sets of bleachers to Jennings for $1500; total cost $2010. FERTILIZER SPREADER & GREENS AERATOR - GLEN OAKS GOLF COURSE The following bids were received by Purchasing for a 3 Point Hitch Fertilizer Spreader and a Greens Aerator for the Glen Oaks Golf Course. Performance specifications were written around a Lely HR 3 Point Hitch Fertilizer Spreader and also around an aerator that would be adaptable to EZ Go or a Cushman truckster, or in a few cases, a Toro Workmaster. 3 - 3 (Commission Meeting, March 19, 1980) W. Miller as follows: Fertilizer Spreader, $750, and the Dedoes Turf Aerator for $1800, for a total purchase price of $2,550• The budget estimate for the Spreader was $950 and $2,000 for the Aerator. Moved by Mr. Houghten, supported by Mr. Deni to award the bid to W. F. Miller for $2,550: $750 for the Spreader and $1800 for the Aerator. XL HUSTLER MOWER - GROVELAND OAKS: Purchasing recommended awarding the bid for a XL Hustler Mower to W. F. Miller for $7,797. The XL Hustler has several unique qualities that sets it apart from any other competitive mower in the industry: steering and driving mechanism and attachments that can be put on for mowing, snow blowing, power brooms, and power angling blades. It also has a water cooled engine, making its durability and life span longer and makes it run more efficiently. This unit has an established retail price somewhere in the area of $9500. and W. F. Miller is the only company that distributes XL Hustler mowers. Through negotiations with Millers, Purchasing established a policy that would sell us this mower at General Service Administration Federal Government pricing. The only additional charges we pay are the freight and set-up. $9,500 was included in the Capital Equipment Budget for this item. Moved by Mr. Kuhn, supported by Mrs. Walker to accept the bid of W. F. Miller in the amount of $7,797 for an XL Hustler Mower to be used at Groveland Oaks. Sell Ford $6507.90 Kubota $6128.24 Weingartz Bolens $6989.00 King Brothers Kubota $5979.75 Munn Ford Ford $6100.00 Due to the fact that Ford and Kubota are very similar in performance and quality, staff concurred with Purchasing to award the bid to C & J Tractor sales for a Kubota at $5128.20. Moved by Dr. Montante, supported by Mr. Deni to award the bid to C & J Tractor Sales for a Kubota in the amount of $5128.20. UNIFORMS: Mr. Reickel explained that staff would like to introduce a standard uniform for summer employees that would perpetuate itself year after year. Shirts, pants and jackets would be made available and the employee would be respon- sible for upkeep of the uniform. The color selection was reviewed by the Commission. Bids will be available at the next meeting. Mr. Figa explained that the City of Farmington Hills recommended that the Parks and Recreation Commission install a fire protection system in the Glen Oaks Clubhouse. If the Commission did choose to do this, the insurance savings would be approximately $9,700/year based on a value of $500,000. The building is presently being reeavulated witha new value of approximately $1,400,000. In order to (1) meet the recommended safety codes, (2) reduce insurance 3-5 (Commission Meeting, March 19, 1980) rates by a considerable margin, and (3) avoid demolition in newly constructed areas, staff obtained bids on a fire protection system. The system would provide 100% protection. The bids were broken down into two components: 1. Base Bid - The installation of sprinkler heads in foyer area only. 2. Alternate #1 - Installation of a system in remainder of the building. The bids are as follows: Base Bid Alternate Total Detroit Sprinkler Co. Corp. 1,800 34,690 36,490 *Low Bidder Staff recommended that if a low was approved by the Commission, award of the contract would be made only after approvals of plan by our insurance underwriters to assure that this system will provide maximum reduced rates. Moved by Mr. Deni, supported by Mrs. Stanley to accept the low bid of Mortz Brothers Corporation, in the amount of $36,490 for a fire protection system at Glen Oaks; subject to approval by the City of Farmington Hills and enforcing agencies. ORION TOWNSHIP PROPERTY: Al Almy and Hector Chiunti, Department of Natural Resources presented a report on the Chrysler property located in Orion Township and reviewed the proposed master plan that was prepared by the DNR. The property is comprised of 2400 acres and present plans call for 900 acres to go to the County, 60 to the Township and 1400 to the State. The parcels are not contiguous. Each parcel would be controlled by the governmental unit owning that portion of land and each would be respon- sible for the final land use development plans. 3 - 6 (Commission Meeting, March 19, 1980) ORION TOWNSHIP PROPERTY: The total estimated purchase price is $8 million. The Michigan Land Trust Fund has made $1 million available for the project. DNR has submitted a project application to the Land and Water Fund for $2 million from the Secretary of the Interio Contingency Fund and a reply is expected within the week. The Land and Water Funds are essential for the purchase of the property. If these funds are available, the DNR would probably need $500,000 from the County as part of the matching funds. The County's proposed share of the property is bounded by Baldwin, Joslyn and Clarkston Roads and includes the 91-acre Lake Sixteen. The entrance would be a single access off Baldwin Road. Plans call for modern and primitive camping, swimming, fishing, picnicking, winter sports area, etc. The portion going to Orion Township calls for a Township Park which would include a Civic Center project and a maintenance building. The DNR suggested the remaining portion be used for a senior citizens area, ball diamond complex, court games and nature area. The Parks Division of the DNR would control the State's portion. The land is expected to be kept in its natural state except for horseback and nature trails. They also hope to make a public fishing access site available from Lake Sixteen and would coordinate with the County on this project. The property is within one and one-half hour's driving distance of 53% of the population of the state. It is estimated that 1.2 million people per year would use the facility. SALE OF VACANT PARCEL - WHITE LAKE OAKS: Staff recommended selling 1.6 acres of land that is surrounded on three sides by a subdivision and is part of our property at White Lake Oaks. Permission was requested to get an appraisal of the lot to determine fair market value. Moved by Dr. Montante, supported by Mr. Deni that we proceed with an appraisal on this property. DETROIT NEWS - HIGHAMERICA BALLOON FESTIVAL - ADDISON OAKS: Mr. Kipke explained that The Detroit News-Highamerica Balloon Festival which has been held for the past four years in the Rochester area had requested permission to hold the event at Addison Oaks. It is a 3-day festival that will be held on Memorial Day weekend and draws between 3000 and 10,000 people. Moved by Mr. Wilcox, supported by Mr. Deni to allow The Detroit News-Highamerica Balloon Festival to be held at Addison Oaks on Memorial Day weekend. 3-7 (Commission Meeting, March 19, 1980) DETROIT NEWS - HIGHAMERICA BALLOON FESTIVAL - ADDISON OAKS: The Addison Township Supervisor will be notified of the event. ROLL CALL VOTE: AYES: Stanley, Walker, Wilcox, Wint, Austin, Deni, Montante (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 1980 HERITAGE CONSERVATION RECREATION SERVICE - PRE -APPLICATIONS: Staff submitted the following projects to the Department of Natural Resources for possible funding: (1) Phase I Camping - Addison Oaks; (2) Phase IV Camping - Groveland Oaks; Phase IV Boat Rental - Groveland Oaks; Phase III Ball Diamond Complex, Waterford Oaks; All Visitor Trail - Independence Oaks. Mr. Reickel stated that the balanced budget of federal government may result in no funding for Land and Water in 1981. Congressman Blanchard encouraged the Commission to lend its support to continue the Land and Water funding. Moved by Mr. Wilcox, supported by Mrs. Walker that the Parks and Recreation Commission go on record by resolution and resolution be sent to appropriate parties that we do realize the attempt by the federal government to balance the budget and are willing to do our share but don't feel that the Land and Water funds should be cut out completely. Motion carried. SEISMIC TESTS - ADDISON OAKS: Moved by Mrs. Austin, supported by Mr. Wilcox to permit the United Geophysical Corporation to conduct seismic tests at Addison Oaks Park. Motion carried. PINE KNOB: Mr. Reickel stated that Joe Lochricchio, President of the Pine Knob Investment Company, had removed the sale of the Pine Knob Recreational Complex from the market. Moved by Mr. Wilcox, supported by Dr. Montante to terminate discussion on Pine Knob. Motion carried. 3-8 (Commission Meeting, March 19, 1980 MANAGER'S REPORT: ---Distributed the new brochure on The Oaks catering facilities at the parks. ---It was discussed whether the names of Commissioners should be on all publications. ---Displayed the catalog published by the North Oakland Chamber of Commerce which contains a feature on the Oakland County Parks system. NEW BUSINESS: Chairman Wint suggested that a thank -you letter be sent to Jim Brennan and staff for the work they did on the financial report for Pine Knob. Moved by Mr. Wilcox, supported by Mrs. Walker to send a letter of thanks to Mr. Brennan, his staff and the County Executive for allowing Mr. Brennan to use County time to do a financial feasibility study which, in turn, gave us some direction on which way to go. Motion carried with Dr. Montante dissenting. ULLBRICH PROPERTY: Moved by Dr. Montante, supported by Mrs. Stanley not to accept the 187-acre Ullbrich property in Avon Township and suggest the property be offered to the local unit of government.
