SPECIAL MEETING - BUDGET
November 12, 1980
The meeting was called to order at 9:10 a.m. by Chairman Lewis E. Wint in the
Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman Lewis Wint, Vice Chairman Marjorie Walker, Secretary Velma Austin, Don
Deni, Fred Houghten.
COMMISSION MEMBERS ABSENT:
George Kuhn, Dr. Joseph Montante. Carol Stanley, Richard Wilcox.
ALSO PRESENT:
Parks & Recreation R. Eric Reickel, Manager
Jon J. Kipke, Assistant Manager
Charles Ross, Chief, Administrative Services
Thomas Seavey, Recreation Supervisor

The meeting was called to discuss the proposed 1981 budget.
Mr. Reickel stated that the estimated 1980 revenue was $4,887,800; estimated
Operating Budget was $3,887,800; anticipated revenue over expenditures was
$1,136,400 which takes into consideration depreciation of $136,400. From this
amount, $270,000 was earmarked for the Capital Equipment Budget and $300,000
to Oakland County for the third payment on Glen Oaks. The remaining balance of
$566,400 will be available for capital development.
The proposed operational budget of $3,887,800 was 9% higher than 1980 and included
a 9% increase in salaries and wages as recommended by the County Executive to the
Board of Commissioners.
Two new positions were requested for 1981: a Therapeutic Coordinator and one for
the Technical Support Section.
Though not included in the budget, Mr. Reickel requested the Commission give
consideration to a reduction in golf fees after Labor Day.
FEES & CHARGES:
Mr. Kipke reviewed the proposed Fees & Charges for 1981.
Page 1, Number 4: "Governmental units will have a 50% reduction...."
shall be changed to read "Governmental units in Oakland County will
have a 50% reduction......"
---Golf Courses:
---Recommended raising the retiree rate for Oakland County residents from $3.25
to $3.50 for 18 holes. The Commission directed staff not to increase the rate.
It will remain at $3.25 for 18 holes.
(Special Meeting - Budget)
---Commissioner Austin suggested a half-price coupon for Springfield Oaks
during slow periods.
---Commissioner Deni suggested displaying signs at White Lake Oaks to promote
and encourage play at Springfield Oaks.
---Chairman Wint suggested that the fee for group outings at Glen Oaks be
increased 10% over the 1980 fee. Staff had recommended an approximate 5% increase.
---Discussed possibility of extending lease with Golf Car Distributors for golf
carts at Glen Oaks, White Lake Oaks, and Springfield Oaks.
--Cha:Urman Wint directed that an updated analysis of golf fees be prepared for
1981.
---Commissioner Walker felt the golf courses should be self-sustaining and that
every effort should be made to keep them that way.
PUBLIC COMMUNICATIONS SECTION:
Ms. Pung reviewed the past achievements of the public information program and
what she hoped could be accomplished in the future.
She suggested we terminate our monthly retainer with Anthony M. Franco, Inc.,
and put them on an "as needed" basis and in 1982, hire an additional staff
person to assist her.
Discussion conducted on the role that Franco would play in future programs for
the Commission.
Commissioner.Houghten requested a detailed breakdown of costs for the Public
Communications Section.
