COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Vice Chairman Marjorie Walker, Secretary Velma Austin, Don Deni, Fred Houghten, George Kuhn, Dr. Joseph Montante, Carol Stanley, Richard Wilcox. Ross, Chief of Administrative Services Janet Pung, Public Communications Officer Joseph Figa, Chief, Design & Development Michael Thibodeau, Chief of Golf Arnold Johnston, Chief of Parks Sheila Cox, Accountant Dan Stencil, Acting Recreation Supervisor Betty Fortino Joe Hylla Dorothy Langan, Account Executive John Basch Hank Schaller Moved by Mrs. Stanley, aupported by Mr. Deni to approve the minutes of the Red Oaks Public Hearing of March 3, 1981, and the regular meeting of March 18, 1981, with the following amendments: Red Oaks Public Hearing: Page 1, delete paragraph 10 and replace with "A majority were in favor of a wave pool" and include the following resolution adopted by the City of Royal Oak at its Commission meeting of February 16, 1981. "The City of Royal Oak favors the concept of an Oakland County Park System. Our residents have overwhelmingly supported the work of the Oakland County Parks and Recreation Commission, through a favorable vote on your millage every five years. Our City has encouraged you to provide areas and facilities in South Oakland County, closer to the majority of County residents. In addi- tion, it is our opinion that a county park system should provide large scale or unique facilities that cannot be justified by the individual communities. The residents of Royal Oak, in a 1976 survey of recreation needs, listed an outdoor swimming facility as our number one priority. We have not been able to meet this need, due to the unavailability of funds. (continued) 3 - 1 (Commission Meeting, April 1, 1981) It is after consideration of these points that the City of Royal Oak endorses the concept of a Wave Action Pool, if your feasibility study indicates it can be self-supporting. This facility will be a unique attraction for the residents of Royal Oak and this area. Furthermore, we support the expansion of Red Oaks Park should additional land and funding become available. PUBLIC COMMUNICATIONS QUARTERLY REPORT: Ms. Pung reviewed the Quarterly Public Communications Report and highlighted what had been accomplished in the past three months. Due to the large demand from realtors for copies of the general parks brochure, Commissioner Montante suggested a modified inexpensive brochure or flyer be prepared for distribution to realtors. Mr. Kipke suggested the parks be advertised in the "New Homes" magazines distributed by various area realtors. Commissioner Kuhn commended Ms. Pung for her organizational ability and work accomplished. PICNIC TABLES - ADDISON, GROVELAND & INDEPENDENCE: Mr. Ross distributed an update of the 1981 Capital Equipment Purchases. The following bids were received for 75 wood picnic replacement tables for Addison, Groveland and Independence: Miracle Equipment $8,250.00 Belson Mfg. 9,116.25 Herbert Jennings NO BID Quality Industries 8,625.00 Jack Golden & Assoc. 7,575.00 Staff recommended the bid be awarded to the low bidder, Jack Golden Associates, for $7,575. There was $7,500 budgeted for the purchase. The additional $75 is available in the.Capital Budget surplus. 3-2 (Commission Meeting, April 1, 1981) Moved by Dr. Montante, supported by Mrs. Walker to purchase 75 redwood replacement picnic tables for use at Groveland, Addison, and Independence from the low bidder, Jack Golden Associates, for $7,575• ROLL CALL VOTE: AYES: Stanley, Walker, Wint, Austin, Deni, Houghten, Kuhn, Montante (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. Staff concurred with Purchasing to award the bid to the low bidder, Go Fore, Inc. The budgeted amount was $1600. The $150 over budget is available in the Capital Budget surplus. Moved by Mr. Kuhn, supported by Mr. Deni to purchase two used golf carts for use at. Red Oaks and White Lake Oaks from the low bidder, Go Fore, Inc. for $875.00 each; total cost, $1750. FERTILIZER - GOLF COURSES AND PARKS: Mike Thibodeau, Chief of Golf, explained the schedule and methods of fertilizing the golf courses. The following bids were received by Purchasing for 74 tons of fertilizer for use at all golf courses and parks: 3-3 (Commission Meeting, April 1, 1981) W. F. Miller Co. Miller Company, for $27,849.69. The amount was included in the Grounds Maintenance Budget. Moved by Mr. Houghten, supported by Mr. Kuhn to purchase 74 tons of fertilizer for use at the golf courses and parks from the low bidder, W. F. Miller Company, for $27,849.69. FRONT-END LOADER - GLEN OAKS, SPRINGFIELD, WHITE LAKE: The following bids were received by Purchasing for a used 12 to 3 yard, rubber tire, front-end loader: Miller Equipment Co. 1978 Clark -Michigan 45-C 1.5 yd. $39,825. Snyder Equipment Co. 1979 International 515 2.25 yd. 43,650. 1979 International 510 1.75 yd. 28,490. Munn Ford Tractor, Inc. 1979 Ford A62 4320 1.75 yd. 30,000. 1979 Ford A62 4326 1.75 yd. 30,000. Wm. F. Sell & Son, Inc. 1979 Ford A62 35,950. Mr. Thibodeau explained the loader would be used extensively in the building of various greens and tees at the golf courses and would eliminate most of the cost of hiring outside contractors. In 1980, the cost of hiring outside contractors for excavating work at Glen Oaks and White Lake Oaks was in excess of $8,000. The amount budgeted for this purchase was $36,000. A new loader retails for $48,000. Discussion followed on the various uses for the loader and whether or not the purchase would effect a savings. The low bidder would give a six month factory warranty. Moved by Dr. Montante, supported by Mrs. Austin to purchase a used front-end loader, a 1979 International 510, from the low bidder, Snyder Equipment Company, for $28,490. 3-4 (Commission Meeting, April 1, 1981) ROLL CALL VOTE: AYES: Austin, Deni, Kuhn, Montante, Walker, Wint (6) NAYS: Houghten, Stanley (2) A sufficient majority having voted therefor, the motion carried. GOLF COURSE UPDATE: Mr. Thibodeau stated that due to good weather, the golf courses opened on March 26, the earliest opening we have ever had. Chairman Wint stated the Red Oaks Golf Dome had far exceeded expectations for use. The contract calls for the Dome to operate through April. A financial report will be available sometime in June for Commission review. CAPITAL PROJECTS UPDATE: ---Mr. Figa explained that cost estimates had been received for the restroom portion of Phase III Camping at Groveland Oaks. Although the restrooms were not included in the grant, the Commission expressed a desire to include them as part of the project. The estimates ranged from $60,000 to $80,000 for the restroom and shower facility and $25,000 for the septic field for a total project estimate of $110,000. Due to poor soil conditions, the cost of the septic field was very high. A minimum restroom facility with toilets and sinks would run approximately $45,000. Phase III includes the restroom facility, electric and water for 22 sites, a play area and a pedestrian bridge. The area will eventually have a total of 60 campsites. Mr. Figa recommended bidding the restroom portion as a separate package and get a price on a minimum restroom facility with the option of building showers at a later date. There is money in the contingency fund that could be used for the project. ---Designed and affixed large letters to the Red Oaks Clubhouse. ---The Parks and Recreation Commission's Technical Support staff completed the reno- vation to the Grill Room at Glen Oaks, including new ceiling, tile, paneling and bar. ---Terrace renovation at Addison Oaks is 65-70% completed. ---Working on annual flower planting program. ---Dredging for Independence Oaks is out for bid again. ---Landscape plant material for pedestrian bridge at Addison and parking lot at Groveland is out for bid. ---Working with architects on Phase I Camping, Addison, and Phase III Camping at Groveland Oaks. MANAGER'S REPORT: ---The Commission will sponsor a canoe safety class at Independence Oaks. Kathleen Dougherty, Parks Naturalist, will coordinate the program. 3-5 (Commission Meeting, April 1, 1981) ---Ms. Dougherty will present a nature interpretive program at the next meeting. ---Annual Recognition Banquet, Monday, May 11, White Lake Oaks. ---Golf Dome will be featured in the May issues of Golf Digest and PGA mazazines. - Received correspondence from Ron Hill of the County's Disaster Control Department about the use of the Springfield Youth Activities Center to house inmates of the County Jail should a hazardous spill occur from the railroad behind the County complex. ---The DNR is transferring the pike from Crooked Lake at Independence Oaks to Lake Sixteen at Orion Oaks and stocking Crooked Lake with rainbow trout. ---Distributed flyer on 1981 tennis tournaments at Waterford Oaks. ---Had a forced entry at the Springfield Clubhouse on Sunday, March 28. A cash register, calculator and miscellaneous equipment was taken from the pro shop. UPDATE ON RECREATION ACTIVITIES: ---Dan Stencil, Acting Recreation Supervisor, stated he was making a bid for the National Bicycle Moto Cross Race on August 1st or 2nd. He submitted a proposal to the American Bicycle Association who is the sanctioning agency for our BMX track and the national race. We would receive $2000 plus all revenue generated from the concessions. They would pay for port-a-jons. ---Distributed flyer for summer Mobile Recreation Program to Oakland County Recrea- tion departments and schools. ---Considering an opening day ceremony for the BMX Track. The Commission will be invited. ---Senior Citizens Summerfest, June 26, Waterford Oaks, 10 a.m. to 2 p.m. $7.00 for the day which includes a meal and prizes. Along with tennis, platform tennis, horseshoes and shuffleboard, the festivities will include the "Golden Rockettes" chorus line, the puppetmobile, bingo, ballroom dancing, and nature walks led by the Parks Naturalist's staff. The Summerfest is for those seniors who are members of the Northwest Group's various senior citizens organizations which includes most all of Oakland County. OLD BUSINESS: Moved by Mrs. Walker, supported by Mr. Houghten to remove the Public Communications Proposal from the table for con- sideration. (Commission Meeting, April 1, 1981) Ms. Pung, Public Information Officer, provided a copy of the breakdown of expenses for the Public Information program. It covered the Commission's '80 and '81 expenses. Staff recommended retaining the Anthony M. Franco firm for 1981 at a retainer of $1500 per month or $18,000 per year, plus out-of-pocket expenses. There was $12,000 budgeted for Franco and staff recommended transferring $6000 from the Contingency Fund to cover the difference. Both Ms. Pung and Mrs. Langan reviewed the services performed for the Commission by Franco and discussed the ancillary services available through the Franco firm. Moved by Mr. Houghten, supported by Mr. Deni to continue with the Anthony M. Franco public relations counseling firm for 1981 at $1500 per month and take $6000 from the contingency fund to cover the unbudgeted amount. NEW BUSINESS: SUPER BOWL - 1982: Janet Pung contacted the Chairman of the Super Bowl Committee and offered assistance, if they wished. She will provide them with informational material on the parks.
