PUBLIC HEARING
LAND AND WATER PRE -APPLICATIONS SUBMISSION
The Public Hearing was called to order at 9:40 a.m. by Chairman Lewis E. Wint
in the Parks and Recreation Commission Room.

LAND AND WATER PRE -APPLICATIONS SUBMISSIONS:
Mr. Figa explained that the public hearing was held to satisfy recent regulations
for pre -applications submission. In the past, public hearings were held only for
final applications. If one of the proposed projects receives approval, another
public hearing must be held.
The following projects will be submitted to the Michigan Department of Natural
Resources:
Groveland Oaks Phase IV Boat Rental
Development of approximately one (1) acre of land and improvement to
approximately eight (8) acres of lake and beach area at Groveland Oaks
County Park. This project will include the construction of a boat rental,
storage and winter warming facility, installation of wood observation
deck, docking facilities for paddle boats and canoes, an 80-foot pedes-
trian bridge, landscaping, cleaning and dredging of lake and island area,
renovation of existing swimming beach and other required site improvements.
Total Estimated Cost: $282,500
Local Share: 141,250 Land & Water Share $141,250

Addison Oaks Phase 11 Camping
Development of approximately 13 acres of land at Addison Oaks County
Park. This project implements the second phase of development which
will include approximately 57 campsites with water and electrical
service, comfort station, gravel drives and parking, play center,
landscaping, buffer planting, and other related site improvements and
amenities.
Total Estimated Cost: $451,000
Local Share 225,500 Land and Water Share $225,500
Waterford Oaks Phase II Ball Diamond Complex
Development of approximately 20 acres at Waterford Oaks County Park.
Facilities to include ball diamond complex consisting of four (4)
softball diamonds, access drives, parking, restroom storage, land-
scaping and related site improvements.
Total Estimated Cost: $890,600
Local Share: 445,300 Land and Water Share $445,300
Mr. Wint reviewed details of the meeting that he and Mr. Reickel attended in
Arlington, Virginia, on March 25 and 26 to discuss the future of Land and
Water funding.
The National Recreation and Park Association's stance was thatparks and recrea-
tion departments should do their share in reducing federal spending and submit
only 50% of the projects that were originally proposed. The NRPA felt that a
portion of the oil revenues should go back into non-renewable resources such as
park land and facilities.
Chairman Wint further explained that the federal government had frozen the 1981
funds allocated for the Land and Water Conservation Fund. A zero base was
recommended for 1982 and a five-year moratorium on Land and Water funding.
The Michigan Department of Natural Resources requested that we submit our pre -
applications as we normally would have done in case the feds release any of the
funds for the 1981 funding cycle.
Mr. Wint stated that through cooperation with DNR, we can proceed with Phase I
Camping at Addison Oaks. They took the project out of the '81 funding cycle and
added it as an amendment to a grant we received for Groveland Oaks in 1978
because there was a surplus in the contingency fund.
