February 4, 1981
The meeting was called to order at 9:48 a.m. by Chairman Lewis E. Wint in the
Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:

Moved by Mr. Houghten, supported by Mr. Wilcox to approve the
minutes of the meeting of February 4, 1981.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mr. Wilcox, supported by Dr. Montante to approve the
payment of Vouchers 12-349 through 1-47.

SNOWMOBILE BIDS - WHITE LAKE OAKS:
Staff requested replacement of the snowmobile at White Lake Oaks, an ]]-year old
Mercury, which is costing the parks more in repairs than it's now worth. Replace-
ment is needed for maintenance and first aid service for the cross-country ski
program.
Jim Talley, Purchasing, was present to answer questions regarding the following
bids which were received by Purchasing for the snowmobile:

Mr. Talley remarked that the bid sheet did not reflect all the bids received by
Purchasing, and other bids were received for the Arctic Cats and were higher than
the one received from MG Sales.
Staff concurred with Purchasing's recommendation to purchase the snowmobile at
MG Sales, because it was the low bid received for an Arctic Cat and parts and main-
tenance for Arctic Cats are set up with Purchasing.
Moved by Mr. Houghten, supported by Mrs. Walker to award the
bid to MG Sales in the amount of $2,224.00 for the purchase
of an Arctic Cat Panther for White Lake Oaks, because no other
1981 snowmobile was equal to the Arctic Cat and parts and
maintenance are set up with Purchasing.
The Commission expressed displeasure over the confusing bid sheet they received
and requested a more complete and concise bid sheet for future bids.

GOLF CAR LEASE PROPOSALS:
The leases for Springfield Oaks, White Lake Oaks and Red Oaks expired December 31,
1980. Our lease at Glen Oaks with Golf Car Distributors is still in effect for
another two years. Staff recommended a new lease for the three golf courses for
two years in order to have all the leases expire at one time. It will involve
leasing used cars, but past experience shows there was no problem with them.
Proposals were received from five companies, with only Harley Davidson and Golf
Car Distributors meeting most of our specifications. Harley Davidson submitted the
lowest overall bid; but separately, Harley Davidson was lower on the gas cars

for Springfield Oaks, and Golf Car Distributors was lower on the electric cars
for White Lake Oaks and Red Oaks. Both companies seemed equal in service,
however, staff noted that the gas cars from Harley Davidson do not have the
automatic seat brake that the cars from Golf Car Distributors do. This could
be a problem at Springfield Oaks because of the hilly terrain.
Moved by Mr. Houghten, supported by Dr. Montante to approve
a lease with Golf Car Distributors for golf cars at Spring-
field Oaks, White Lake Oaks and Red Oaks Golf Courses in the
amount of $42,450, because their gas golf cars have the
automatic seat brake, an important safety feature the Com-
mission wishes to keep.

PUBLIC COMMUNICATIONS PROPOSAL:
Janet Pung reviewed the programs that have been accomplished with the help and
direction of Anthony M. Franco, Inc.
Staff recommended that we retain Anthony M. Franco, Inc., for public communications
services at $1,500 per month. We currently have $12,000 budgeted, so the Com-
mission must approve the additional $6,000.
Moved by Dr. Montante to approve retaining Anthony M. Franco,
Inc for public communications services in the amount of
$1,500 per month for the same services received in 1980.
No support to the motion.
Mr. Houghten requested a recap of all monies spent in the public communications
budget.
Moved by Mr. Houghten, supported by Dr. Montante to table the
public communications issue.

WATER SLIDE:
The Commission reviewed another film on the water slide which showed the safety
feature on the landing.

Staff recommended the Commission authorize James Scott & Associates to proceed
with the working drawings and go out for bid for the water slide at Waterford
Oaks to see what actual cost would be. If we can't budget this year, the same
specs could be used the following year.
Moved by Mr. Wilcox, supported by Mrs. Walker to allow James
Scott & Associates to proceed with the working drawings and
bid documents for the Waterford Oaks water slide for the pur-
pose of receiving bids for this project.

MANAGER'S REPORT:
---Madison Heights Public Hearing has been scheduled for Tuesday, March 3, in the
city council chambers for citizen input and questions.
---Received a request from the Holly Athletic Boosters for a reduction in the
fees to rent a room at the Springfield Oaks Y.A.C. for Saturday, February 7.
Staff recommended the request be denied in keeping with past policy of not allowing
reductions for rentals on Saturday nights.
Moved by Mrs. Walker, supported by Mr. Houghten to deny the
request from the Holly Athletic Boosters for a reduction in
the room rental at Springfield Oaks Y.A.C. for Saturday,
February 7, 1981.
Motion carried.
---Capital Development Budget should be ready for the next Commission meeting.
---Testified at the DNR Public Hearing at Independence Township Hall against the
mining operation permit for the Edward C. Levy Company.
---Red Oaks Golf Dome dedication was Friday, January 30. The Golf Dome is open
seven days a week from 9 a.m. to midnight.
---Snow Rush was held at the Springfield Oaks Golf Course Sunday, February 1, for
the 15k race only. The 4 and 5k races will be held at Independence Oaks on
Sunday, February 8, 1981.
