Walker in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Vice Chairman Marjorie M. Walker, Don Deni, Fred Houghten, George Kuhn, Dr. Joseph Montante, Richard Wilcox. Motion carried. APPROVAL OF PAYMENTS: Moved by Dr. Montante, supported by Mr. Wilcox, to approve payment of Vouchers 2-1 through 2-111. ACTIVITIES REPORT: Moved by Mr. Kuhn, supported by Dr. Montante, that the Activities Report as of January, 1981, be received. Motion carried. 3-1 (Commission Meeting, February 18, 1981) TRACTORS - WHITE LAKE OAKS AND GLEN OAKS: The following bids were received by Purchasing to acquire a Ford 231 Tractor for Glen Oaks and a Ford 340 tractor loader for White Lake Oaks. Both will be used for golf course maintenance. Moved by Dr. Montante, supported by Mr. Wilcox to accept the low bid of Utica Tractor for two tractors; total purchase price, $19,781. MOBILE LITTER VAC - INDEPENDENCE OAKS: The following bids were received by Purchasing for an Elphant Vac, a mobile litter vacuum for Independence Oaks. Go -Fore, Inc. NO BID Golf Car Distributors $7,032,60 Evans Sales NO BID (no longer holds distributorship) W. F. Miller NO BID Lawn Equipment Didn't meet specs. Mr. Kipke explained that the bid price was for the total unit: a turf vacuum mounted on a special ''golf cart -type'' vehicle and was manufactured by only one company. The bid was GSA list price and included a 10% discount. The vehicle would be used at Independence Oaks to pick up litter, tin cans, etc.,particularly in the beach and picnic areas. 3-2 (Commission Meeting, February 18, 1981) Staff recommended purchasing the Elphant mobile turf vehicle from Golf Car Dis- tributors for $7032.60. $5,000 was included in the Capital Equipment Budget for the purchase. It was recommended that the remaining $2,032.60 be taken from the surplus in the Capital Equipment Budget. Moved by Mr. Deni, supported by Mr. Kuhn to purchase an Elphant mobile litter vac for Independence Oaks from Golf Car Dis- tributors for $7,032,60. The 1981 Capital Equipment fund has $1,600 budgeted for the boats. Moved by Mr. Houghten, supported by Mr. Deni to purchase four rowboats for Groveland Oaks from the low bidder, Flaghouse, Inc., for $1,600. AERIAL LIFT AND UTILITY BODY - TECHNICAL SUPPORT: Mr. Kipke explained that bids were received by Purchasing for an Aerial Lift and Utility Body that would be mounted on an existing vehicle which was previously used as the tow vehicle for the SwimMobile. In the past, this work has been done by renting equipment from Oakland County Facilities & Operations at $32/hour plus wages for the operator. Staff recommended accepting the low bid of Scientific Brake for $12,664. $10,000 was included in the 1980 Capital Equipment Budget for the purchase. The remaining amount would come from the 1981 Capital Equipment fund. Moved by Mr. Houghten, supported by Mr. Wilcox to approve the low bid of Scientific Brake of $12,664 for an Aerial Lift and Utility Body. FARMHOUSE REMOVAL - SPRINGFIELD OAKS: Mr. Figa explained that bids were due on February 11 for the purchase and removal of the farmhouse located on the Springfield Oaks property. The structure was acquired with the 50-acre acquisition in 1980. The home, located on Hall Road at the northern boundary of the park, would re- quire extensive renovation. Due to cost and lack of need for the structure, it was offered for sale and removal. It would be the bidder's reponsibility to remove the house from the site. Mr. Marvin Stanley of Davisburg who is associated with the Springfield Township Historical Society, was the only bidder at $850. Staff recommended selling the house to Mr Stanley. He plans to move the house to a site in Springfield Township and restore the dwelling. Moved by Mr. Deni, supported by Mr. Kuhn to sell the farmhouse located on Hall Road at Springfield Oaks to Marvin Stanley for $850. ENTRANCE TERRACE RENOVATION - ADDISON OAKS: As was mentioned at a previous Commission meeting, Mr. Figa explored various solutions to replacing the entrance terrace at Addison Oaks. As it exists, it is a safety hazard and is not "barrier free." It was determined to accept bids on a "design -build" proposal and the specifications and bid documents were prepared by Mr. Figa. 3-4 (Commission Meeting, February la, 1981) The following bids were received on February 11 for the project. They were quoted for the design that each .company submitted. Co. 22,600 Did not meet specifications -Alternate: Includes removal of area under the covered section and replacing with same as the other portions of the terrace. Mr. Reickel, Joe Figa, Marlys Vicker (assistant planner/landscape architect) from the County's Advance Program Group, and Mike Wilhelm (project engineer/architect) from Facilities & Operations evaluated the submitted designs. A design criteria of 125 points was used by each member of the judging panel to evaluate each drawing. The total combination possible was 500 points or 125 points x 4 judges = 500. The following is a breakdown of the design criteria: Proposal requirements 10 points Design 50 points General overall design 25 points Cost 10 points Construction 15 points Experience 15 points Following is a breakdown of the design evaluation: Loeffler Cut Stone Co. 465 points C & H Spraying 334 points Danic Company 330 points Ray's Landscaping 295 points Custom Concrete 246 points The design that was selected as the most appropriate by all judges was Loeffler Cut Stone Company. Although Loeffler was the highest cost, the type and quality of material proposed (New York Bluestone) and the labor involved is reflected in the price. Mr. Figa emphasized that the area be aesthetically pleasing, as well as durable and safe. It was noted that Loeffler had extensive experience in this type work. Staff recommended that Loeffler Cut Stone be awarded the contract in the amount of $42,040 + contingencies for a total amount not to exceed $44,500. The Commission discussed the various type materials used in the bid proposals, the design and cost estimates. Loeffler had stated also that he could have the job completed prior to May when the weddings start at Addison. Moved by Mr. Houghten, supported by Mr. Deni, that the contract for the Addison Oaks Entrance Renovation be awarded to Loeffler Cut Stone Company in the amount of $42,040 + contingency for a total amount not to exceed $44,500. 3-5 (Commission Meeting, February 18, 1981) ROLL CALL VOTE: AYES: Kuhn, Walker, Wilcox, Deni, Houghten (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 1981 CAPITAL IMPROVEMENT BUDGET: The proposed 1981 Capital Improvement Budget was distributed with the agendas. Mr. Reickel stated that only four new projects were submitted for 1981, one of which is a roller water slide, The Rampager, for Groveland Oaks that could be built with our own personnel. The funds for the Independence Township Wetlands acquisition were reduced because of many unusual circumstances and the possible litigation that could arise as a result of the E. C. Levy Company's gravel mining application. It was recommended the money be budgeted elsewhere until the issue is resolved. Some funds would be retained for possible initial acquisition such as appraisals. The Capital Improvement Budget will be on the agenda for the March 4 meeting. The Commission received Mr. Figa's Capital Development Status Report. It will also be discussed at the March 4 meeting. MANAGER'S REPORT: ---Will plant seedlings along 200' of Orion Oaks (Chrysler property) and use Scouts and trustees for the project. Security regularly checks the park to assure against persons cutting down trees for firewood. ---The Red Oaks Golf Dome is receiving good coverage from the media. ---As suggested by Mr. Wilcox, developed new update system regarding Parks and Recreation Commission's actions so the Board of Commissioners and the County Executive can be notified within 24 hours after the Commission meeting. Mr. Kuhn suggested the Capital Project Report be included with the current Update. ---Mr. Wint responded to Holly Athletic Booster Club denying their request for a rate deduction during prime time for their use of the Youth Activities Center. The Holly Booster Club has made a second request: To conduct a bingo night at the Springfield Oaks YAC on Thursday evenings, 7-11 p.m. and have applied for a license. ---Dan Stencil, general maintenance mechanic, Springfield Oaks, is acting as Recreation Supervisor until the position is filled. Mr. Stencil has a degree in Recreation. ---Parks and Recreation Commission will be contacted about the Red Oaks Public Hearing, Tuesday, March 3, Madison Heights Council Chambers. ---Provided to the Commission the expenses for the Public Information Program. (Commission Meeting, February 18, 1981) ---Dateline, NRPA printed an article about our wave pool solar heat project. ---Mr. Kipke received letter of appreciation from the Hawthorne Learning Center pertaining to their students enjoying the wave pool last summer. ---Requested authorization from County Board of Commissioners, through the Planning and Building Committee, to dispose of 1.7 acres at Independence Oaks for $4,500. The disposition would allow the adjacent property owner access to his landlocked parcel. State and federal regulations necessary for the disposal of the property have been satisfied. ---PM Magazine will feature a segment on the wave pool, February 25, 7-7:30 p.m. ---Mrs. Walker attended the Board of Directors meeting of the C/BM Branch of the National Recreation and Park Association. ---Ms. Pung distributed an exhibit schedule. The display will be at the Pru- dential Town Center in Southfield during the month of February. ---Mr. Kipke stated the cross country ski races held at Independence Oaks were very successful. He is considering holding them at Springfield Oaks next year to gain exposure for that park. Also considering expanding White Lake's cross country ski program next winter to include a childrens program. ---Jan Pung reported there was a tremendous response to the Winter Photo Contest and that judges had been selected for the contest.
