Lewis, Contractor Richard Helm Hank Schaller John Basch Moved by Dr. Montante, supported by Mr. Deni to approve the minutes of the meeting of June 3, 1981, as written. Motion carried. APPROVAL OF PAYMENTS: Mr. Reickel reported that a meeting had been held with Franco and two other people to review an outline of the goals and objectives for an Oakland County Parks Trust Fund. He will present a full report at the next meeting. Commission Deni questioned Voucher 6-158, a payment for fiberglas picnic tables and asked if was related to the picnic tables that were on the agenda of today's meeting. Sheila Cox, Accountant was excused from the meeting to check with the Purchasing Department about the picnic tables. Moved by Mrs. Stanley, supported by Dr. Montante to approve payment of Vouchers 6-1 through 6-200 with the exception of 6-158. 3 - 1 (Commission Meeting, June 17, 1981) ROLL CALL VOTE: AYES: Montante, Stanley, Walker, Wint, Austin, Deni (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT: Mike Thibodeau reported that revenues were down at the Driving Range compared to least year because of the week we were closed due to the dismantling of the Dome for the summer months. Mr. Thibodeau billed Golf Dome for the lost revenue, based on last year's figures. Mr. Thibodeau further reported that 150 youth had registered for the Junior Golf Tournament that starts at Springfield Oaks on Thursday. They will play at White Lake Oaks on Friday. Mr. Reickel reported that Golf Dome had taken in $122,000 this year and to date, the Commission had received $3662.16. The Wave Pool is ahead $9500 as compared to last year. Dan Stencil will give a presentation on the Mobile Recreation Program at the July 17 meeting. Chairman Wint complimented staff on the Water Ski Show held at Groveland Oaks. Moved by Mrs. Austin, supported by Mrs. Walker to receive the Activities Report as of May, 1981. Motion carried. ADDISON OAKS -ROUND TABLES: Mr. Kipke reported that Purchasing had inadvertently ordered the fiberglass round tables for the concession building at Addison Oaks and they had already been delivered. Purchasing sent bids to: Herbert Jennings Beck Recreational Sales Jack Golden & Associates Miracle Belson Manufacturing Two Gun The only supplier of this table was Miracle who bid a price of $2628. Staff requested a motion to cover the purchase of the tables. Moved by Dr. Montante, supported by Mr. Deni to approve payment of Voucher 6-158 which was for the purchase of 12 round fiberglass picnic tables from Miracle for $2628 for inside the concession building at Addison Oaks. 3-2 (Commission Meeting, June 17, 1981) ROLL CALL VOTE: AYES: Stanley, Walker, Wint, Austin, Deni, Montante (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. JOYCE JOHNSON/EARL KEIM REALTY: Joyce Johnson, Earl Keim Realty in Ortonviile, proposed the Commission consider purchasing acreage adjacent to Groveland Oaks. She suggested three different proposals: 1. 191+ acres -- included golf course, utility building, small lake with frontage on Simpson Lake. Frontage on Dixie Highway, Tripp and Grange Hall Roads. 70 acres available for campsites. Price $515,700. 2. 175+ acres -- included golf course, utility building, small lake, access from Dixie Highway and Tripp Road. Price $437,500. 3. 54+ acres -- wooded acreage along the north border of Groveland Oaks. Price $162,000. It was noted that the Commission had rejected this property in the past. Commissioner Austin reemphasized the Commission's commitment to the south end of the County. Moved by Mr. Wilcox, supported by Dr. Montante, to refer proposals to staff for evaluation and recommendations. ROLL CALL VOTE: AYES: Walker, Wilcox, Wint, Austin, Deni, Montante, Stanley (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. INTERSTATE ALARM SYSTEMS: Mr. Tom Yesowich and Paul Johnson were present from Interstate Alarm Systems to talk about security systems. Our present equipment was purchased 10 years ago and much of it is becoming antiquated. It is serviced on a "per call" basis. Mr. Yesowich stated that if the equipment had been leased rather than purchased, it would have been updated as needed and would have been serviced oftener. Mr. Yesowich proposed replacing the outdated equipment with new leased equipment on an as needed basis. Commissioner Deni requested a financial statement on what has been spent with Interstate. 3-3 (Commission Meeting, June 17, 1981) Commissioner Wilcox requested information about insurance as far as vandalism and break-ins were concerned and whether or not there would be a savings if we have alarm systems in our buildings. An administrative report on the alarm system will be presented at the next meeting. Moved by Dr. Montante, supported by Mrs. Stanley to receive report from Interstate Alarm Systems and direct staff to prepare a report on the alarm system. Motion carried. RESOLUTION - "LIFE. BE IN IT.": The following resolution was prepared in support of the National Recreation and Park Association's "Life. Be In It." program which is a thrust to get people involved in recreational programs: WHEREAS, individual and organized forms of recreation and the creative use of free time have gained growing importance in the lives of all Americans as they find more and more time freed for personal pursuits; and WHEREAS, organized sports is only one avenue of recreation; rather recreation encompasses myriad activities that result in satisfaction and family unity; and WHEREAS, recreation is not confined to the young and those with great physical prowess, but can be pursued by persons of all ages in programs of arts and crafts, tourism, cultural endeavors and nature studies; and WHEREAS, the Life. Be In It.program, unlike others of its genre, promotes a zestful approach to life in general through the encouragement of a broad range of inexpensive recreation activities that do not demand special instructions or special equipment; and WHEREAS, the Life. Be In It. program, in its most far-reaching benefits, can help combat the problems of.juvenile delinquency, disabling old age and general depression by subtly highlighting new avenues of interest to every individual in the community. NOW, THEREFORE resolved on this 17th day of June, 1981, that the Oakland County Parks and Recreation Commission hereby endorses the Life. Be In It. program and urges Oakland County citizens to relish the wonders of nature around them." Moved by Mr. Deni, supported by Mrs. Stanley to approve the "Life. Be In It" resolution. Motion carried. 3-4 (Commission Meeting, June la, 1981) WATERFORD OAKS WATER SLIDE: As directed at the'last meeting, Mr. Reickel met with Jim Scott of James C. Scott & Associates, his attorney, and Robert Allen, Civil Counsel, to draw up an agreement between the Oakland County Parks and Recreation Commission and James Scott & Associates for Mr. Scott's firm to act as construction manager for construction of the Waterford Oaks Water Slide. The document was completed and reviewed with both attorneys and Mr. Scott agreed to complete the project for $350,000. It was agreed to solicit publicly for the bids and that they would be reviewed by the construction manager and a recommendation made to the Commission for a final determination on award of the bids to the respective trades. Commissioner Wilcox questioned the section that allowed for any savings on the project to go entirely to the Commission. To provide incentive for the con- struction manager, he felt that any savings should be shared by both the Commission and the construction manager, whether it be 50-50, 60-40, etc. Mr. Reickel reported that Mr. Allen had stated it was illegal to share the savings with the construction manager. Commissionr Montante felt the project should be rebid before considering a con- struction manager agreement. Mr. D. Lewis, one of the original bidders on the project, said the scope of the project had changed since the original specifications were sent out and felt the project should be rebid. Mr. Reickel stated the Commission, as per the County attorney, could legally re- ject bids with no obligation to the contractors. Mr. Scott indicated he could be ready to rebid the project in two weeks and would hold firm for 30 days his offer to work as construction manager with a not to exceed price of $350,000. Mr. Figa said the architect should receive reimbursement for the hours spent to rebid the project and the Commission concurred. Moved by Mr. Den!, supported by Mrs. Stanley to rebid the Waterford Oaks Water Slide project according to revised specifications. TEST WELL - PHASE I CAMPING - ADDISON OAKS: Mr. Figa reported the following bids were received for the installation of a six- inch well for Addison Oaks Phase I Camping project. 0. 0. Corsault $3,453.00 Brown Drilling 4,282.95 3-5 (Commission Meeting, June 17, 1981) The intent is to determine the exact location of the well and the water capacity. This well is directly related to campsite and restroom locations prior to their construction. It will later become the primary water source for this phase of the project. Staff and Bills & Childs Associates, the consultants, recommended awarding the contract to the low bidder, 0. 0. Corsault. Moved by Mrs. Austin, supported by Mr. Deni to award the contract for the installation of a six-inch well at Addison Oaks to the low bidder, 0. 0. Corsault, for $3453. MANAGER'S REPORT: ---Introduced Larry Filardeau, Landscape Architect, who will work in the Design and Development section. ---Attended a seminar hosted by the Metro Parks. Representatives of the Soviet Union gave a presentation on the parks in the USSR. ---Monica Walch, Therapeutic Recreation Supervisor, will give a presentation at the next meeting. ---The senior citizen's slide presentation will be shown at the next meeting. ---The Department of Natural Resources planted 6000 rainbow trout in Crooked Lake at Independence Oaks. An ongoing stocking program will be needed as they will not propogate. ---The Rampager water slide at Groveland Oaks should be ready for use the weekend of June 27. ---Distributed a schedule for mobile recreation events for week of June 15 through 28. ---BMX FENCING PROJECT: The BMX Great Lake American Bicycle Association's National Race will be held at Waterford Oaks the weekend of August 1. Staff and volunteers of BMX would like to fence the compound to protect the riders, spectators, and the improvements made to the property. The fencing project was not included in the 1981 budget. Prices were quoted by Zappie Fence and Enguard Fence for 100 feet of 4-foot high, green, vinyl -clad cyclone fence with top rail. The total price of the project should not exceed $8000. 3-6 (Commission Meeting, June 17, 1981) MANAGER'S REPORT (CONTINUED The BMX Volunteer Association proposed pledging the proceeds from its weekly con cession operation to purchase the fence. Their current balance from concessions is $3200 and projected income is $300 per week ($3900 season) and $1500 for the national race, for a total of $8600. The Association requested that the Commission pay the balance of the project's cost and it would be reimbursed as soon as the funds are realized by the Association. Moved by Dr. Montante, supported by Mrs. Stanley that the Commission participate 50-50 with the BMX Volunteer Association to purchase fencing for the BMX track; funds to come from the Contingency Fund. ROLL CALL VOTE: AYES: Austin, Deni, Montante, Stanley, Walker, Wilcox, Wint (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ---Commissioner Walker requested that the article "Recreation as a Deterrent to Crime" from the Mississippi Parks and Recreation magazine be included in the next agenda packet. ---Commissioner Walker asked that congressional committee members be contacted to convey opinions on Secretary of Interior Watt's recommendation to eliminate the Land and Water Fund. She stated that elimination of the funds would most affect programs for women and children. ---The Commission meetings of July 1 and 15 have been cancelled. The next meeting will be Friday, July 17, 9:30 a.m. ---The Commission's annual park tour is scheduled for Tuesday, July 7, 9:00 a.m. Meet at the administration office. NEW BUSINESS: ---Mr. Kipke reported that the Youth Work Program got off to a good start. ---There will be kayaking at the Wave Pool on June 26, 8:00 p.m. ---Ms. Pung reqported that a special swim for senior citizens and the handicapped will be held at the pool on July 14. Ms. Walch will coordinate the event. ---Senior Citizens' Summerfest, June 26, Waterford Oaks, 10 a.m. to 4 p.m. The meeting adjourned at 12:30 p.m. Velma M.
