Wint in the Parks and Recreation Commission Room. PRESENTATION OF AWARDS - WINTER PHOTO CONTEST: Seven of the eleven winners of the Winter Photo Contest were present to receive their prizes from Chairman Wint. Each winner displayed his prize-winning photograph. The pictures will be on display in the main lobby of the County Courthouse through the month of March. RAMPAGE WATER COASTER - GROVELAND OAKS: Gary Zuercher, President of WaveTek, presented a film and proposal on the Rampage Water Coaster. The slide was included in the 1981 Capital Development Budget for Groveland Oaks. The roller slide, made of aluminum, stainless steel and plastic, is 63 feet overall with a starting gate at the top. It has 22" high side protective walls. The surf-boggin, a plastic sled, is ued to go down the aluminum rollers. The rider mounts a surf-boggin at the gate on the "Tower" of the slide. An operator would control the gate to ensure safety and adequate spacing between participants. Commission Meeting, March 18, 1981) The cost of the slide is $45,900 which includes 50 surf-boggins. It would be erected by park personnel, assisted by a technician provided by WaveTek. Mr. Reickel presented a pro forma on the slide at a previous meeting. It is expected the water coaster would net $50,000 the first year of operation. Discussion was conducted on all aspects of the slide, ie., types of materials used in construction, maintenance, operations, safety, etc. Moved by Mrs. Walker, supported by Mr. Kuhn to authorize the Chairman to sign a contract with WaveTek International to purchase a Rampage Water Coaster for $45,900, FOB, Ashland, Ohio. Commissioner Walker was assured the slide would be ready for operation by Memorial Day of this year. APPROVAL OF MINUTES: Moved by Mr. Kuhn, supported by Mrs. Walker to approve the minutes of the meeting of March 4, 1981, as written. Motion carried. APPROVAL OF PAYMENTS: Moved by Mr. Kuhn, supported by Mrs. Austin to approve payment of Vouchers 3-1 through 3-178. ACTIVITIES REPORT: Moved by Mrs. Stanley, supported by Dr. Montante to receive the Activities Report as of February, 1981. Mr. Kipke_explained that he had encouraged the Parks Naturalist, Kathleen Dougherty, to reduce her Nature Interpretive Program this year because of too heavy demands placed on her. She now makes presentations to school groups three days rather than five days per week. Due to the popularity of the program, over 150 requests had to be turned down. Commissioner Wilcox suggested another person in the department be assigned to supplement the Naturalist's program. (continued) 3-2 (Commission Meeting, March 18, 1981) Mr. Reickel suggested consideration be given to an additional staff person for Ms. Dougherty in next year's budget. Ms. Dougherty will conduct one of her presentations at the next Commission meeting. Motion carried. CAPITAL EQUIPMENT FUND: Mr. Ross distributed an analysis of the 1981 Capital Equipment purchases. Chairman Wint requested that one be prepared whenever a variety of bids is presented for capital equipment. 25 FOLDING TABLES - SPRINGFIELD YAC: The following bids were received by Purchasing for 25 Mitchell folding tables for the Springfield Youth Activities Center: Unit Total Lewis Furniture $122.60 $3o65.00 Office Works 125.60 314o.00 Steel Equipment 169.00 4225.00 Staff concurred with Purchasing to award the purchase to the'low bidder, Lewis Furniture for a total of $3065. The budget amount for these tables was $3750. Moved by Dr. Montante, supported by Mrs. Austin to purchase 25 folding tables for the Springfield Oaks Youth Activities Center from the low bidder, Lewis Furniture, for $3065.00. PEDALBOATS - ADDISON OAKS: The following bids were received by Purchasing for six Pelican pedalboats for Addison Oaks. They will replace existing boats which are beyond repair. Garfield & Moravian $2,850.00 Best Marine Dist. 2,696.70 Sportsman Intl]. NO BID The manufacturer's suggested list price was $650 each, compared to $449.45 each from the low bidder, Best Marine for $2696.70. $3000 was included in the Capital Equipment budget for the purchase. TWO EXCEL HUSTLERS - ADDISON AND INDEPENDENCE: The following bids were received for two Excel Hustl_er72" rotary mowers, one each for Addison and Independence: Unit Total W. F. Cushman 10,632.50/ea. 21,265.00 Wilkie Turf Toro 10,851.30/ea. 21,702.61 The cost of the Excel Hustler (bid at GSA discount 15% off list) is within 7% of the other brands except for the Bobact and it did not meet specifications as it calls for a liquid -cooled engine rather than air-cooled. Mr. Kipke stated we already have one Excel Hustler at each of these parks, including attachments which are interchangeable. Also, there are less repairs and down time with the Excel Hustler. Staff recommended purchasing the two Excel Hustlers from W. F. Miller for $22,648.86. There was $19,500 budgeted for the purchase. The remaining $3,150 would come from the Capital Equipment surplus. SWIMSUITS: The following bids were received by Purchasing for 17 dozen lifeguard swimsuits: Official Sports Center $2801.40 The Swim Shop 2976.00 Sportabout Shop 3584.40 Mr. Kipke displayed the red, white and blue ladies swimsuit which was "an international lifeguard color." The suit is not sold in stores and there are very few distributors. Mr. Kipke recommended accepting the low bid of Official Sports Center for $2801.40. The purchase is budgeted in the uniform account for each swimming facility. There was $24,000 budgeted for the purchase. The balance of $1520 would come from the Capital Equipment surplus. ROLL.CALL VOTE: AYES: Wint, Austin, Montante, Stanley, Walker, Wilcox (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 1980 AUDIT: Mr. Ross answered questions about the 1980 audit report as conducted by the firm of Janz & Knight. In 1980, $1.5 million was spent on capital projects. Mr. Reickel reported that pending the signing of a completed affadavit, the liquor license at Glen Oaks would officially transfer from the previous owners. The Commission will receive 10% of The Oaks gross sales retroactive to January 1, 1981. Moved by Dr. Montante, supported by Mr. Wilcox to receive the 1980 audit report from Janz & Knight. MANAGER'S REPORT: ---Will not apply to the Michigan Land Trust Fund for new acquisitions this year. The deadline is April 1. ---The DNR requested that all pre -applications for federal funding be filed even though the 1982 funds for Land & Water have been eliminated. Mr. Figa submitted three pre-aps for: (1) Addison Oaks Phase It, approximately 55 campsites; (2) Groveland beach dredging and construction of a new boat rental facility; and (3) Waterford Oaks ball diamond complex. As per federal regulations, a public hearing on the pre-aps will be held at the next meeting. ---The DNR has made it possible to proceed with Phasel (S5 campsites) at Addison. They took the project out of the 1981 funding cycle and added it as an amendment to a grant we received for Groveland Oaks in 1978 because there was a surplus in the funding cycle for 1978. ---Provided six vehicle passes for the Pistons "Fan Appreciation Night." ---The American Lung Association of Southeastern Michigan presented the Parks and Recreation Commission its "Community Service Award" for outstanding support of Super Ski, 1981, held at Red Oaks. ---Waterford Court Complex flyer sent to all County employees. ---Spring edition of the Acorn will be mailed this week. ---Chairman Wint and Mr. Reickel will attend a "Legislative Exigency" seminar in Arlington, Virginia, March 25 and 26. Leaders in the field of parks and recreation were asked to attend to discuss the elimination of Land and Water funding. President Reagen's administration proposed that $105 million in Land and Water conservation funds be diverted into restoration and improvement of the National Park System. His administration also proposed that $45 million go into federal land acquisition. Land and Water funds come from revenues produced by offshore oil drilling leases, marine fuel taxes and the sale of surplus federal property. Commissioner Walker asked for support from the Board in trying to stop all offshore oil revenues from being diverted to the National Park System. ---Commissioner Stanley asked the status of the proposed trust fund for the Oakland County Parks & Recreation Commission and stated the Commission should aggressively seek funds and work toward providing its own funding for the parks.
