May 20, 1981
The meeting was called to order at 9:35 a.m, by Chairman Lewis E. Wint in the Parks
and Recreation Commission Room.

Chairman Wint introduced Monica Walch, new Therapeutic Recreation Supervisor and
Keith Naughton, intern from Central Michigan University, who is working in the
Public Information section.
APPROVAL OF MINUTES:
Moved by Dr. Montante, supported by Mrs. Walker, to approve
the minutes of the meeting of May 6, 1981, as written.
Motion carried.
APPROVAL OF PAYMENTS:
Moved by Mrs. Stanley, supported by Mr. Deni to approve
payment of Vouchers 5-1 through 5-250.

OPERATING STATEMENTS:
Moved by Dr. Montante, supported by Mrs. Austin to receive
the Statement of Operations as of April 30, 1981.
Motion carried.
PARKING LOT STRIPING:
The following bids were received for the striping of the parking areas at the
Waterford Oaks Activities Center and Wave Pool, Glen Oaks, Springfield Oaks and
White Lake Oaks Golf Courses:

Arrow Asphalt Paving Co. NO BID
Nu Cast Step & Stone NO BID
Dome Parking, Inc. $1,245.74
Highland Painting & Dec. NO BID
Lines, Inc. $1,244.00
Staff concurred with Purchasing to award the project to the low bidder, Lines, Inc.,
in the amount of $1,244. Funds for the project will come from the grounds
maintenance portion of the individual parks operating budget.
Moved by Mrs. Stanley, supported by Mr. Houghten to award
the parking lot striping project to the low bidder, Lines,
Inc., for $1,244.

WATERFORD OAKS WATER SLIDE:
Moved by Mrs. Walker, supported by Mrs. Austin to remove
the Waterford Oaks Water Slide from the table.
Motion carried.
Mr. Figa stated that the following bids were received on May 5 for construction
of the Waterford Oaks Water Slide:

Due to the fact that the bids all came in over the estimated $350,000, staff
recommended that all bids be rejected.
Moved by Mr. Kuhn, supported by Mr. Deni to reject all
bids for construction of the Waterford Oaks Water Slide.

A sufficient majority having voted therefor, the motion carried.
Jim Scott of Jim Scott & Associates, architect for the project, showed some slides
of a water slide that he, Mr. Reickel and Mr. Figa visited recently in Denver,
Colorado.
Chairman Wint stated that Mr. Scott would like to be present at the next meeting
to discuss a construction/management proposal for the project with his firm
acting as the construction manager. Mr. Scott said he was confident he could
build the slide within the estimated cost of $350,000.
Mr. Lewis if D. W. Lewis Company, one of the bidders for the project, stated he
felt it was ''grossly unfair'' for the Commission to reject all bids after the
bidders had spent $1000 to $1500 each to bid the project.
Chairman Wint said the Commission would have awarded the project to the low
bidder had the project come in under or at budget and that the Commission had an
obligation to the residents of Oakland County to stay within budget of any project.
Commissioner Houghten reiterated that nobody on the Commission expected to reject
the bids had they come in within budget.
Mr. Reickel suggested the project be referred back to staff for recommendations.

Moved by Dr. Montante, supported by Mr. Kuhn to refer the
water slide project back to staff and make recommendations
to the Commission at its June 3 meeting.

MANAGER'S REPORT:
---Did not receive any bids for the sale of the 1.04 acres in the Fox Bay
Subdivision adjacent to White Lake Oaks. The Commission decided not to pursue
the sale of the property.
Commissioner Stanley requested a copy of the regulations.governing the sale
of County property.
---Recommended, and the Commission concurred, not to consider the purchase of
93+ acres in Oakland Township, adjacent to Addison Oaks Park, and offered by
Weaver Real Estate of Rochester.
---Talked to Jack Hays, Civil Counsel's office, about the hot air balloon policy
for the parks. He recommended the Commission not chage its policy on hot air
balloons as per: the Parks Rules and Regulations, Section XXIX: BALLOONS, AEROPLANES
AND PARACHUTES:
"No person shall make any ascent in any balloon or aeroplane or
any descent in or from any balloon, aeroplane or parachute on
any lands or waters administered by or under the jurisdiction
of the Commission."
Mr. Hays further recommended that a procedure be established to allow for
necessary landings only.
---Will be on WXYZ Radio, Joel Zell call -in show, Friday, May 22, 2 p.m. to 3 p.m.
The topic will be"Recreation Close to Home."
---Genesee County has invited staff and Commission to take a pre -season ride on
the Huckleberry railroad May 22, 11:30 a.m.
---Received request from Normany Hyman of Honigman, Miller, Schwartz and Cohn
to appear before the Commission at its June 3 meeting to discuss the Edward C.
Levy Company's proposed gravel mining operation adjacent to Independence Oaks Park.
---Mike Thompson of Golf Domes, Inc., will be on the June 3 agenda to discuss
the golf dome operation and the parameters of his contract.
NEW BUSINESS:
---Commissioner Walker recently attended the Great Lakes Regional Council meeting
of the National Recreation and Park Association in Minneapolis. It was announced

NEW BUSINESS (continued):
by Ron Dodd, Chairman of the Council, that the Secretary of Interior, James Watts,
had been invited to be a general sessions speaker at the October, 1981 NRPA
Congress in Minneapolis.
---The Michigan Recreation and Park Association purchased a building which serves
as its new headquarters. They are soliciting donations to landscape and improve
the exterior of the building.
---Commissioner Kuhn complimented staff on the recent Recognition Banquet.
Commissioner Houghten suggested that if the County Executive was unable to attend
the banquet that a representative from his office be present.
