HomeMy WebLinkAboutMinutes - 1981.11.06 - 38711OAKLAND COUNTY PARKS AND RECREATION COMMISSION BUDGET REVIEW November 6, 1981 The meeting was called to order at 9:15 a.m. by Chairman Lewis Wint in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Vice Chairman Marjorie Walker, Secretary Don Deni, Fred Houghten, Geo-rge Kuhn, Pecky Lewis, Jr., Dr. Joseph Montante, Carol Stanley, Richard Wilcox. ALSO PRESENT: Parks and Recreation Anthony M. Franco, Inc. R. Eric Reickel, Manager Jon Kipke, Assistant Manager C. L. Ross, Chief, Administrative Services Janet Pung, Public Communications Officer Michael Thibodeau, Chief of Golf James Mansfield, Supervisor, Golf Courses Sheila Cox, Accountant Daniel Stencil, Recreation Supervisor Dorothy Langan, Account Executive The meeting was called to continue review of the 1982 proposed budget. MOBILE RECREATION Dan Stencil, Recreation Supervisor, reviewed the mobile recreation program and bus rental program. It was determined that the mobile recreation program was viable and created much exposure for the park system. Moved by Mr. Wilcox, supported by Mrs. Walker, to concur with staff's recommendations on the mobile recreation program. Motion carried. TENNIS COMPLEX Mr. Stencil explained that in an effort to cut expenses at the tennis facility, he proposed not manning the facility during daytime hours. He suggested having one Recreation Specialist to coordinate leagues and tournaments and subcontract lessons with a pro. Commissioner Deni stated "...We can't abandon the tennis complex. I think we should do everything in our power to promote the place." Staff stated it was never their intent to close down but to try to be more efficient. It was determined that the sign needed to be changed. Rather than the existing "Court Complex" directional sign, each activity available would be listed on the sign. 5 - 1 (Commission Meeting, November 6, 1981) Moved by Mr. Deni, supported by Mrs. Walker that the Commission increase funding to keep the tennis complex open and staffed during daytime hours. ROLL CALL VOTE: AYES: Montante, Stanley, Walker, Wint, Deni, Houghten, Lewis, Kuhn (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. BICYCLE MOTOCROSS Dan Stencil reviewed the 1981 BMX program. It drew approximately 15,000 visitors to the Waterford Oaks Park in 1981. Commissioner Deni suggested the BMX program be advertised in the local papers. FEES & CHARGES Moved by Mrs. Walker, supported by Mr. Wilcox to eliminate the annual greens fees for the White Lake and Springfield Golf Courses. Commissioner Walker expressed her concern about raising individual fees and making no effort to eliminate the concept of annual greens fees on the golf courses. The meeting recessed at 10:45 a.m. and reconvened at 11:00 a.m. Mr. Mansfield and Mr. Thibodeau were present to explain the number of annual memberships sold, how many were retirees, total number of rounds played by members, etc. The majority of the Commission members felt it would be advantageous, both financially and for public relations, to retain the fees.
