COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Vice Chairman Don Deni, Secretary Carol Stanley, Harold Cousins, Jean Fox, George Kuhn, Pecky D. Lewis, Jr., Dr. Joseph Montante, Richard Vogt. COMMISSION MEMBERS ABSENT: Daniel T. Murphy ALSO PRESENT: Parks and Recreation R. Eric Reickel, Manager Charles Ross, Chief, Administrative Services Joseph Figa, Chief, Design & Development Janet Pung, Public Communications Officer Sheila Cox, Accountant Monica Walch, Therapeutic Rec. Supervisor Daniel Stencil, Recreation Supervisor Arnold Johnston, Chief of Parks Julie Stachecki, Intern, Design & Development Purchasing Wallace Evans Dept. of Public Works Milton Handorf, Director Oakland Press Jean Saile Daily Tribune John Basch Mr. Figa introduced Julie Stachecki, summer intern in the Design and Development section. Commissioner Cousins complimented Mr. Reickel on his concise and enthusiastic manner during a recent radio interview about the new water slide at Waterford Oaks. The water slide will be featured on PM Magazine, Channel 2, 7:00 p.m. on July 21. APPROVAL OF MINUTES: Moved by Mr. Kuhn, supported by Mrs. Stanley to approve the minutes of the meeting of July 7, with the following correction: Delete information on BMX races from the Manager's Report and insert the following: "The American Bicycle Association National Race will be held at Waterford Oaks on July 31 and August 1." "The Michigan Bicycle Motocross Association State Race will be held at Waterford Oaks on August 28 and 29." Motion carried. 3-1 (Commission Meeting, July 21, 1982) APPROVAL OF PAYMENTS: Moved by Mr. Lewis, supported by Dr. Montante to approve payment of Vouchers 7-1 through 7-210. ROLL CALL VOTE: AYES: Stanley, Wint, Cousins, Deni, Kuhn, Lewis, Montante (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT: Mr. Ross presented an amended Activities Report that noted the corrections in total number of participants at the White Lake Oaks Golf Course. Moved by Mr. Kuhn, supported by Mr. Lewis to receive the Activities Report as of June, 1982. Motion carried. OPERATING STATEMENT: Moved by Dr. Montante, supported by Mrs. Stanley to receive the Combined Operating Statement as of June 30, 1982, and the Analysis of Fund Balance. Motion carried. PUBLIC COMMUNICATIONS - QUARTERLY REPORT: Ms. Pung reviewed the activities of the Public Communications division for the months of April - June. The award winning photos from the recent Spring Photo Contest will be on display in the first floor lobby at the Courthouse until July 30. Mr. Reickel will appear on the Morning Break Show, July 22, 10:00 a.m., Channel 50. Chairman Wint commended Ms. Pung and Mrs. Langan on the outstanding news releases and publicity we have received recently. TRACTOR - WATERFORD OAKS: Mr. Evans, Purchasing, explained that the following bids were received by Purchasing for a 2600 series Ford tractor, 32 h.p. He stated that the specified tractor retails for approximately $11,000. Munn Ford $9,000. Flint Ford No Bid Utica Tractor 8,495• Wm. F. Sell 9,639• Staff recommended purchasing from the low bidder, Utica Tractor, for $8,495• Funds for the purchase would come from the 1982 Operating Equipment Fund. 3-2 (Commission Meeting, July 21, 1982) Mr. Stencil stated that the tractor would be used for mowing, york-raking, chloriding the roads, and dragging the BMX track to eliminate the ruts. Moved by Mr. Lewis, supported by Mr. Deni to purchase a 2600 series Ford tractor, 32 h.p., from the low bidder, Utica Tractor, for $8,495• ROLL CALL VOTE: AYES: Wint, Cousins, Deni, Fox, Kuhn, Lewis, Montante, Stanley, Vogt (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. GRANT - THERAPEUTICS: Monica Walch, Therapeutic Recreation Supervisor, stated that she had applied for a federal grant entitled "Projects for Initiating Special Recreation Programs for Handicapped." The U. S. Department of Education, Office of Special Education and Rehabilitation, is offering 23 grants nationwide, each for approximately $82,000. Ms. Walch further explained that for therapeutic recreation purposes, the County was divided into four regions. The money applied for would be used to hire four regional coordinators to develop programs for the special populations. Staff recommended that authorization be given to forward the grant to the Planning and Building Committee for approval by the Board of County Commissioners. The Commission was assured that matching funds were not required for the grant and that the length of time of the personnel positions depended on the grant monies. Mr. Reickel stated that he expected the grant to enhance our volunteer program. Moved by Mr. Kuhn, supported by Dr. Montante, to approve applying for the U. S. Department of Education grant, Office of Special Education, and to refer it to the Planning and Building Committee for approval by the Board of County Commissioners. MOBILE RECREATION: Dan Stencil reported that information pertaining to the mobile recreation grant visits, as authorized by the Commission, had been distributed to 55 park and recreation agencies and 56 private concerns. To date, 88 visits have been scheduled which accounts for $5,000 of the $15,000 appropriated for this purpose. 3-3 (Commission Meeting, July 21, 1982) Mr. Stencil extended an invitation to the Commission to watch the upcoming ABA National Race on July 31 and August 1. Some 1,500 riders are expected to participate in the race. It will be on national cable television, ESPN, this fall. MANAGER'S REPORT: --The puppet show was not available for this meeting due to a scheduling con- flict. It will be presented at the next meeting. --Ann Hobart, Chairperson, Planning and Building Committee, scheduled a meeting for August 12, 1:30 p.m., at the Springfield Youth Activities Center. Mr. Reickel encouraged the Commissioners to attend. ---Janet Pung, Dorothy Langan, former commissioner Marjorie Walker, and I met to discuss the Oakland County Parks Foundation. Mrs. Walker requested that commissioners submit five names of people who are outstanding in their communities and would be willing to work on such a project. Please submit the names by the first week in August. ---Chairman Wint was recently installed as Chairman of the Michigan Funeral Directors' Association. ---There will be a Volunteer Recognition Party at the Wave Pool on Thursday, August 12, 6:00 p.m. to 8:00 p.m. He emphasized that the Commissioners' participation at this event would be very valuable. More information will be available at the next meeting. ---The water slide has been tremendously successful. During the first 18 days of operation, an attendance of 17,781 was recorded. The combined Wave Pool and slide patrons totaled 63,312. Will be fighting to meet projected water slide revenues due to its not opening on schedule. Revenues are up $39,000 over last year. ---Received thank you letter from Oakland -Livingston Human Services Agency for our participation in their Senior Citizens Breakfast last month.
