June 16, 1982
The meeting was called to order at 9:45 a.m. by Chairman Lewis E. Wint in the
Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:

Moved by Mrs. Stanley, supported by Mr. Lewis to approve
the minutes of the meeting of June 2, 1982, as written.
Motion carried.

payment of Vouchers 6-1 through 6-152

Mr. Kipke explained that the following bids were received for concession equipment
for the Waterford Oaks BMX track:

Mr. Kipke explained that the items were for additional equipment for the concession
trailer used at the BMX track. The unit is operated by volunteers with all net
profits going into the BMX program. The volunteer organization would reimburse
the Commission for the cost of the equipment from its concession profits.
Staff recommended purchasing from Canton China for $3,970 rather than splitting
the bid items. It was felt that having more than one company involved in in-
stallation, delivery, etc., would not be worth the difference in dollar value.
Moved by Mr. Lewis, supported by Mrs. Stanley to accept
staff's recommendation and award the bid to the low bidder
for all items, Canton China, for $3,970.

MOBILE RECREATION REQUEST:
Mr. Reickel stated that a request was received from the Oakland Livingston Human
Services Agency for a waiver of fee for use of the showmobile, puppetmobile and a
bus for a senior citizens' breakfast and activities day at the Richardson Com-
munity Center in Walled Lake on June 24.
Mr. Reickel explained that in the past we had contracted through OLHSA to receive
a grant from the Department of Labor to accommodate agencies who had no funds
available for visits. This grant money is no longer available. In the past, we
have had upwards of 500 requests per season for free use of the mobile units.
Mr. Reickel said it was desirable to utilize the mobile recreation units to their
full potential but a policy on the waiver of fee was necessary as paid requests
did not demand full use of the vehicles.

MOBILE RECREATION REQUEST (continued):
Chairman Wint said he met with Mr. Reickel and Mr. Kipke pertaining to this and
expressed a desire to help those communities with no funds for visits. He suggested
allocating $15,000 from the Parks and Recreation Commission's contingency fund to
extend free visits, for a one-year trail period, to those communities who were
previously accommodated by the Department of Labor grant.
Mr. Reickel recommended it be administered in the same manner as was the DOL grant.
Moved by Mrs. Stanley, supported by Mr. Vogt to transfer
$15,000 from the Parks and Recreation Commission's con-
tingency account to allow free visits of the mobile recreation
units, on a one-year trial basis, to those communities pre-
viously accommodated by the Department of Labor grant.

MANAGER'S REPORT:
---Commissioners Wint, Fox, Kuhn and Montante and Mr. Reickel attending the dedi-
cation of the 2000-acre Indian Springs Metropark in Springfield Township on
June 10.
---The Oakland County Recycling Center donated $315.63 to our naturalist's program.
---There has been a fish -kill problem in Lake Sixteen at Orion Oaks due to a
contractor, who is developing lots on the south side of the park, draining the
lake to restrict the flow. The Department of Natural Resources said that a drain
pipe would be installed within the week which would relieve the problem.
Mr. Reickel said there were no plans to develop Orion Oaks other than to erect
a fence on the south boundary to separate the Keatington subdivision from the
park property.
---Mr. Figa introduced Bonnie Heitsch, landscape architect, who will work in
Design and Development for the summer. She will work on an initial analysis for
Orion Oaks and a formal garden plan for Addison Oaks.
---Mr. Figa reported on the progress of the Waterford Oaks Water Slide. The
dedication of the slide will be held on June 30 at 11:00 a.m.
---Ms. Pung stated she probably wouldn't open the "Name the Slide" contest until
July 31. Employees of the Parks and Recreation Commission are not eligible to
enter.
---Reviewed the court complex activities brochure.

MANAGER'S REPORT (continued):
---Ms. Pung displayed the ad that was placed in the Southeast Tennis Association
Yearbook, a publication distributed to 2000 members of the Association.
---Received letter from Attorney Richard Levine commending Monica Walch,
Therapeutic Recreation Supervisor, for the excellent job she did at the recent
Cerebral Palsy Olympic Games held at Eastern Michigan University.
---Mr. Figa stated that we had received the grant for the physical fitness trail
at Waterford Oaks from the Wells Fargo Bank of San Francisco.
---Photo contest winners will be invited to the July 7 meeting to receive their
prizes.
