Wint in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Secretary Carol Stanley, Jean Fox, George Kuhn, Pecky Lewis, Jr., Dr. Joseph Montante. COMMISSION MEMBERS ABSENT: Vice Chairman Don Deni, Harold Cousins, Richard Vogt. ALSO PRESENT: Parks & Recreation R. Eric Reickel, Manager Jon J. Kipke, Assistant Manager Sheila Cox, Accountant Charles Ross, Chief, Adminis. Services Monica Walch, Therapeutic Recreation Supervisor Michael Thibodeau, Chief of Golf Janet Pung, Public Communications Officer Joseph Figa, Chief, Design & Development Dept. of Public Works Milton Handorf, Director Daily Tribune John Basch, Reporter APPROVAL OF MINUTES: Moved by Mr. Kuhn, supported by Mrs. Fox to approve the minutes of the meeting of February 17, 1982, as written. Motion carried. APPROVAL OF PAYMENTS: Moved by Dr. Montante, supported by Mr. Lewis to approve payment of Vouchers 2-122 through 2-201. ROLL CALL VOTE: AYES: Kuhn, Lewis, Montante, Stanley, Wint, Fox (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. IRRIGATION CONTROLLERS: The following bids were received by Purchasing for 10 irrigation controllers for the Springfield Oaks Golf Course. Century Rain Aid $1415. Sprinkler Irrigation 1350. 3-1 (Commission Meeting, March 3, 1982) Mr. Kipke explained that the items were replacements for the eight -year old controllers now in use . Staff concurred with Purchasing to award the purchase to the low bidder, Sprinkler Irrigation, for $1350. There was $1500 budgeted for this item in the Operating Equipment Budget. Moved by Mrs. Stanley, supported by Mr. Lewis to purchase 10 irrigation controllers for the Springfield Oaks Golf Course from the low bidder, Sprinkler Irrigation, for $1350. ROLL CALL VOTE: AYES: Lewis, Montante, Stanley, Wint, Fox, Kuhn (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. GRASS SEED - PARKS AND GOLF COURSES: The following bids were received by Purchasing for 3,350 lbs. of grass seed for all parks and golf courses: Cowbell Seeds $2694.00 Turf Supply 2402.50 Terminal Sales No Bid Staff concurred with Purchasing to award the purchase to the low bidder, Turf supply, for $2402.50. Moved by Mrs. Fox, supported by Mrs. Stanley to purchase 3,350 lbs. of grass seed for all parks and golf courses from the low bidder, Turf Supply, for $2402.50. TURF TRUCKSTERS: The following bids were received for the purchase of four turf trucksters; two for White Lake Oaks, one for Springfield Oaks, and one for Groveland Oaks: Golf Car Distributors Cushman 531 $4275. $12,825. Cushman 530 4657. 4,657. $17,482. W. F. Miller E-Z Go GT7 $4600. $13,800. E-Z Go GT7 5000. 5,000. $18,805. Wilkie Turf NO BID 3-2 (Commission Meeting, March 3, 1982) Mr. Kipke stated the vehicles were used for transportation and light hauling and would replace old trucksters which would be sold at the County Auction. They are used in place of pickup trucks because they are more practical. Groveland's Truckster, Model 530, differed from the golf courses because it had the auxiliary 2-speed range transmission which allows for heavier loads, as well as the ability to provide a power takeoff or hydraulic hookup for power accessories. Staff concurred with Purchasing to award the purchase to the low bidder, Golf Car Distributors, for $17,482. There was $18,500 budgeted for the purchase. Moved by Mr. Lewis, supported by Dr. Montante, to purchase four turf trucksters; two for White Lake Oaks, one for Spring- field Oaks and one for Groveland Oaks, from the low bidder, Golf Car Distributors, for $17,482. ROLL CALL VOTE: AYES: Stanley, Wint, Fox, Kuhn, Lewis, Montante (6) NAYS: (0) Chairman Wint requested that an equipment inventory list be prepared for the Commission. A sufficient majority having voted therefor, the motion carried. SAND TRAP RAKE - WHITE LAKE OAKS: The following bids were received for the purchase of a sand trap rake for White Lake Oaks: W. F. Miller Jacobsen Trap King $3004. Lawn Equipment Smithco 4795. Wilkie Turf Toro Sand Pro 4600. The unit is used to maintain the traps as well as the golf cart paths. Staff did not agree with Purchasing to award to the low bidder because the Jacobsen unit is difficult to operate on slopes and has limited ground clearance. Staff recommended purchasing from the second low bidder, Wilkie Turf, for WOO. There was $4000 budgeted for the purchase. The $600 balance would be taken from the Operating Equipment surplus. Moved by Mrs. Fox, supported by Mr. Lewis to purchase a Toro Sand Pro sand trap rake for White Lake Oaks from the second low bidder, Wilkie Turf, for $4600; the $600 over budget to be taken from the Operating Equipment surplus. ROLL CALL VOTE:, AYES: Wint, Fox, Kuhn, Lewis, Montante, Stanley (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 3-3 (Commission Meeting, March 3, 1982) PICNIC TABLES & REPLACEMENT PARTS FOR TABLES: The following bids were received by Purchasing for 80 picnic tables and replace- ment boards and hardware for existing tables: Jack Golden 80 Tables $103.00 $8,240. 500 Boards 9.55 4,775. 1000 2" Bolts .16 160. 1000 32" Bolts .17 170. $13,33 Quality Indus. 80 Tables $100.00 $ 8,000 500 Boards 8.95 4,475 1000 2" Bolts .12 120. 1000 32" Bolts .18 180. $12,775. The tables are #1 pine, pressure -treated and redwood stained. Staff concurred with Purchasing to award the purchase to the low bidder, Quality Industries, for $12,775, There was $14,738 budgeted for the items. Discussion followed on concrete picnic tables vs. wooden. Moved by Mrs. Fox, supported by Dr. Montante to purchase 80 picnic tables; 25 for Groveland Oaks, 25 for Independence Oaks and 30 for Waterford Oaks and replacement boards and hardware for existing tables from the low bidder, Quality Industries, for $12,775. ROLL CALL VOTE: AYES: Fox, Kuhn, Lewis, Montante, Stanley, Wint (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ROLLER - RED OAKS The following bids were received by Purchasing on a power roller for Red Oaks and all golf courses: Universal Equipment $4250. Gregware Equipment 4105. Calvert Sales 4243. Case Power 4350. The roller will be used at all the golf courses for rolling of greens. In addition, it will be used for extending golf cart paths, as well as patching asphalt parking lots. Staff concurred with Purchasing to award to the low bidder, Gregware Equipment, for $4105. There was $4000 budgeted in the Operating Equipment Budget for the purchase. The $105 over budget will be taken from the Operating Equipment surplus. 3-4 (Commission Meeting, March 3, 1982) Moved by Dr. Montante, supported by Mr. Kuhn to purchase a roller, Eager Beaver Model #SRH-150, from the low bidder, Gregware Equipment, in the amount of $4105 for use at all the golf courses; the $105 over budget will be taken from the Operating Equipment Budget surplus. ROLL CALL VOTE: AYES: Kuhn, Lewis, Montante, Stanley, Wint, Fox (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. REVIEW OF COMMISSION BY-LAWS: Moved by Dr. Montante, supported by Mr. Kuhn to postpone discussion on the By-laws until the full Commission is in attendance. Motion carried. MANAGER'S REPORT: ---The bill authorizing a tenth Parks and Recreation Commissioner will become effective March 31, 1982. It calls for a representative from the regional planning commission (SEMCOG) who is a resident of Oakland County, to sit on the Parks and Recreation Commission. ---Asked Commission to review the ''Prospectus for a Collaborative Assessment of Recreation in America'' as prepared by the National Recreation and Park Association. ---Monica Walch, Therapeutic Recreation Supervisor, invited Commissioners to attend the Michigan Wheelchair Basketball Tournament, Class B & C, on March 5 and 6 at Pontiac Catholic High School. It is cosponsored by the Parks and Recreation Commission, the Oakland Press, Metro -Detroit Therapeutic Society and the Pontiac -Oakland Chamber of Commerce. ---Next meeting: March 24, 9:30 a.m. The meeting adjourned at 11:40 a.m. Carol E.
