The meeting was called to order at 9:45 a.m. by Chairman Lewis Wint in the Parks
and Recreation Commission Room.

APPROVAL OF PAYMENTS:

of Vouchers 4-76 through 4-294.

GLEN OAKS - IRRIGATION PUMPS:
The following bids were received by Purchasing for two vertical turbine pumps
to be used in the capital project of upgrading the irrigation system at Glen
Oaks:

Mr. Thibodeau explained that the pumps would be used for upgrading the irrigation
system at Glen Oaks. One was a 10 hp and one a 50 hp. pump.
The funds for the pumps will be taken from the Capital Improvement Budget in which
$20,000 was allocated for Pumphouse Construction. The pumps are part of that
project.
Staff agreed with Purchasing to award to the low bidder, Gardener Pump, for
$4,960.
Moved by Dr. Montante, supported by Mr. Cousins to purchase
two irrigation pumps for Glen Oaks from the low bidder,
Gardener Pump, for $4,960.

WATERFORD OAKS - SHUFFLEBOARD COURT FENCING:
The following bids were received for 365' of 4' green, fused vinyl fabric chain
link fence including two baffles and one gate, to fence the shuffleboard courts
at the Waterford Court Complex:

Mr. Figa explained that the intent of the project was to secure the shuffleboard
area and prevent bikes and motorized vehicles from marking up the court area with
tire marks.
Mr. Figa further stated that there was a clerical error in the Mark Fence bid and
it should have been $2767 instead of $3317•
Staff recommended awarding the purchase to the low bidder, Mark Fence, for $2767.
There was $3800 included in the Capital Improvement Budget for this project.

Mr. Kipke explained that the following bids were received by Purchasing for

Mr. Kipke explained that the present tractor was very old and our equipment
mechanic had recommended it be replaced rather than be repaired. The mechanic
had stated it needed a total engine overhaul which would cost over $2000. He
did not feel the machine was worth the investment.
The tractor would be used primarily for maintenance of the bicycle moto cross
track.
Staff investigated prices of used tractors but they proved to be old enough that
we couldn't be guaranteed replacement parts. It was determined to purchase
a small Kubota 30 hp tractor which was a better buy than the used tractors that
were priced.

Staff recommended purchasing from the low bidder, C & J for $6100. The funds
would be taken from the BMX Operating Equipment balance.
Discussion followed on purchasing American made versus foreign made products.
Moved by Mr. Kuhn to table and re -advertise for bids.
The motion failed for lack of support.
Mr. Kipke explained there was a time problem and suggested approving the purchase
and include an approved price range as he felt the American made product would
run closer to $8000.
Mr. Reickel suggested that, in future, the Commission seek both American and
foreign prices.
Mr. Kipke checked with the County Purchasing Department on American made tractors.
He was told that neither Case, John Deere or Ford made a tractor under 40 hp in
this country.
Moved by Mr. Lewis, supported by Mr. Cousins to purchase a
30 hp Kubota tractor for Waterford Oaks from the low bidder,
C & J, for $6100 and staff research the problem of how to
handle American versus foreign made products and report
back to the Commission at a later date.

A sufficient majority not having voted therefor, the motion failed.
Mr. Handorf, Director of Public Works, stated the County Executive's office would
continue to support the policy of awarding to the low bidder because of its
fiscal responsibility to the taxpayers of Oakland County.
Moved by Mr. Vogt, supported by Mr. Kuhn that staff research,
over and above the Purchasing Department of Oakland County,
to see if there is an American made tractor with the specifi-
cations as outlined.
Commissioner Lewis suggested spending the $2000 to get the present tractor
repaired so that it would be operational for this season.
Mr. Vogt withdrew his motion and Mr. Kuhn withdrew his support to the motion.
Moved by Mr. Vogt, supported by Mr. Kuhn to repair the present
tractor and staff research prices for American made products.

MOBILE RECREATION - TIMING EQUIPMENT:
Dan Stencil, Mobile Recreation Supervisor, gave a brief presentation on the
background of the bicycle motocross program. The BMX track, located behind the
Wave Pool, is in its eighth season and for the last two years has had a
formal program spearheaded by a group of some 50 volunteers. Races are held
on Wednesday and Saturday from May 1 through September 25.
The following bids were received by Purchasing for timing equipment for the BMX
track. $10,000 was included in the Operating Equipment Budget for the purchase.

In its explanation of the bids, Purchasing stated that the Maric unit was AC
operated only and did not have a battery capability. They, along with Parks
and Recreation staff, recommended purchasing from the second low bidder, Bauman
Running Center, for $2808.40.
Mr. Stencil explained that the equipment prints out the time as the riders go
across the finish line and then the information is posted. He further stated
that the equipment would accomplish in one-half hour what it took employees to
do manually in two hours. The timer will also be used for foot races and cross-
country ski races.
Moved by Mr. Kuhn, supported by Mrs. Stanley to purchase
timing equipment for the Waterford Oaks BMX track from the
second low bidder, Bauman Running Center, for $2808.40.

SPRINGFIELD OAKS - LICENSE FOR JAMES HARVEY DAVIS HOME:
Mr. Reickel requested approval to renew a license to the Springfield Township
Historical Society to continue renovation of the 100-year old James Harvey Davis
home located on the Springfield Oaks Golf Course property.
Moved by Mr. Cousins, supported by Mrs. Fox to authorize
the Chairman to sign the agreement with the Springfield Town-
ship Historical Society to continue renovation of the James
Harvey Davis home located on the Springfield Oaks Golf Course
property contingent on holding the Commission harmless for any
liability.

THERAPEUTIC RECREATION:
Monica Walch, Therapeutic Recreation Supervisor, explained how she had been
hired one year ago to initiate and coordinate with local recreation agencies
in providing recreation programs for the adaptive special populations in
Oakland County.
Ms. Walch stated a "Camp Rainbow" program was planned for this summer. It
will be a day camp for special populations, ages 4 and up. It is a recreation
based camp that will augment the education -oriented SCAMP programs in Oakland
County.
The camp for the north end of the County will be held at Waterford Oaks. It
will also be held for three weeks in Southfield, three weeks in Farmington Hills
and two weeks in Oak Park.
The camp will run from 9:30 a.m. to 3:30 p.m. daily and will cost $30 a week
per person.
OAKLAND COUNTY MOUNTED DIVISION:
Chairman Wint stated that he, Mr. Reickel and Mr. Johnston met with representatives
of the Oakland County Mounted Division. The unit will patrol again this year on
Sundays at Addison Oaks and Independence Oaks Parks and any special event where
crowd control is needed.
Mr. Wint praised the Mounted Division for its professionalism when patrolling in
our parks.
WATERFORD OAKS ACTIVITIES CENTER:
Mr. Figa presented a model of the proposed facade for the Waterford Oaks Activities
Center. The new front will be cement block and wood and the block will be painted
a cream color.
GARDENS - RED RUN DRAIN PROPERTY:
Commissioner Kuhn reported that he was working with the City of Madison Heights
regarding the planting of gardens on the Red Run Drain property. Providing the
Inter -County Drainage Board approves the project and if the City of Madison
Heights assumes responsibility for liability, security, administration and all
costs, the gardens will become a reality. Mr. Kuhn explained that the Drain
Commission could not bear any costs for the project.
MANAGER'S REPORT:
---Last year we gave approval to Tom Walker of the Lake Orion area to farm
100 acres of the Orion Oaks property for $15 per acre; however, due to the time
frame, Mr. Walker was unable to initiate the project. He requested approval
again this year under the same conditions for one year only.
Moved by Mr. Cousins, supported by Mr. Lewis to allow Tom
Walker to plant 100 acres at Orion Oaks for one year only
at $15 per acre, contingent upon his holding the Commission
harmless for any liability.
Motion carried.

MANAGER'S REPORT ( CONTINUED):
---"Special Park District Forum," June 24-26, co -hosted by the Genesee and
Oakland Counties Parks and Recreation Commissions.
---The vendor at the Red Oaks Driving Range pro shop requested that they be
allowed to continue to operate during the summer season and offered $400 per
month to do so. Mr. Reickel recommended they be allowed to operate providing
they hold the Commission harmless for any liability.
Moved by Mr. Kuhn, supported by Mr. Vogt to approve the
concept of allowing the vendor to operate during the summer
season at the Red Oaks Driving Range for $400 per month
contingent upon him holding the Commission harmless for
any liability.
The final agreement will be available for approval at the next meeting.
Motion carried.

Michigan University in Ypsilanti, May 20-23. The "Mighty Oaks,"
sponsored by the Oakland County Parks and Recreation Commission,
will participate in the event.
-- Deadline for entries in the Spring Photo Contest is June 1.
FOOD AND BEVERAGE CONTRACT:
Commissioner Stanley questioned the interpretation of the Concession Agreement
as to when people are required to use the concessionaire's food and when they
can prepare their own food for use at our facilities.

Mrs. Stanley asked when the Agreement expired and when it was to be re-
negotiated.
Mr. Reickel explained that the Agreement was first signed in 1974 and origi-
nally was a 5-year Agreement with a 5-year option. There was an additional five
years awarded because the firm had invested $40,000 in a liquor license at
Springfield Oaks and it had resulted into a 15-year agreement that states
after the lOth year, the percentages are to be re -negotiated.
Mr. Ross read the following from the Agreement:
"Term
.......Providing Operator shall not be in default under the
terms and conditions of this Agreement, it shall have the
right at its option to extend the term of this Agreement for
an additional ten (10) year period, to expire December 31,
1988, except the percentages of the last five years of this
contract, 1984-1988 are to be negotiated within ninety (90)
days after December 31, 1983 or Agreement becomes null and
void."
