COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Vice Chairman Don Deni, Secretary Carol Stanley, Harold Cousins, Jean Fox, George Kuhn, Pecky Lewis, Jr., Dr. Joseph Montante, Richard Vogt. Motion carried. APPROVAL OF PAYMENTS: Moved by Mr. Lewis, supported by Mr. Cousins to approve payment of Vouchers 5-1 through 5-137• ROLL CALL VOTE: AYES: Montante, Stanley, Wint, Cousins, Deni, Fox, Lewis (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT: Moved by Mrs. Stanley, supported by Mrs. Fox to receive the Activities Report as of April, 1982. (Commission Meeting, May 19, 1982) Mr. Stencil, Recreation Supervisor, reported that numerous requests had been received for mobile recreation visits this year. Two new units have been added -- the Adaptive Recreation unit for special populations and the Nature Discovery unit. Mr. Stencil stated that the bus rental program is in great demand. Motion carried. DUST CONTROL - ALL PARKS Mr. Ross reported that the following bids had been received for calcium chloride applications to park roads and parking areas. ABC Oil Service 26.5 cents per gallon Michigan Chloride 29 cents per gallon Bill's Dust Control 33 cents per gallon Michigan Dust Control 28.79 cents per gallon Environmental Waste Control NO BID Central Waste Control NO BID Mr. Ross stated that last year 52,950 gallons were used at a cost of $14,826. Staff concurred with Purchasing to award the purchase to the low bidder, ABC Oil Service, for 26.5 cents per gallon. Funds were budgeted in the grounds maintenance portion of the budget for this expenditure. Moved by Mr. Deni, supported by Mr. Cousins to accept the low bid of 26.5 cents per gallon from ABC Oil Service for calcium chloride applications at the parks. ROLL CALL VOTE: AYES: Stanley, Wint, Cousins, Deni, Fox, Kuhn, Lewis (7) NAYS: (0) A sufficient majority having voted therfor, the motion carried. GOLF MERCHANDISE CONTRACT - RED OAKS DRIVING RANGE: Mr. Reickel reviewed the draft of the contract between the Oakland County Parks and Recreation Commission and Lawrence Denty to operate a pro shop at the Red Oaks Driving Range from May through October, 1982, at the rate of $400 per month. The document was prepared by Civil Counsel and included a "hold harmless" clause for the County. Moved by Mr. Cousins, supported by Dr. Montante to authorize the Chairman to sign the agreement between the Oakland County Parks and Recreation Commission and Lawrence Denty to conduct a pro shop at the Red Oaks Driving Range from May through October, 1982, for $400 per month. 3-2 (Commission Meeting, May 19, 1982) Moved by Mrs. Stanley, supported by Mr. Lewis to amend the motion to include that the security gate installed by Mr. Denty will remain as the property of the Commission when Mr. Denty vacates the premises. Amendment to the motion carried. Main motion, as amended, carried. 1982 TENNIS PASS - WATERFORD OAKS: Mr. Stencil proposed that the Commission approve the issuance of a 1982 Tennis Pass. He suggested a fee of $25 be charged to the patrons for the pass. Mr. Stencil said the purpose of the pass was to encourage more play during the week and off -hours at the Tennis Complex. Moved by Mr. Kuhn, supported by Mrs. Stanley to approve selling a 1982 season Tennis Pass for use at the Waterford Oaks Tennis Complex for $20 per person rather than the $25 as recommended. ROLL CALL VOTE: AYES: Vogt, Wint, Cousins, Deni, Fox, Kuhn, Lewis, Montante, Stanley (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. RMX TRArTnR- Mr. Kipke explained that staff had investigated the repair of the existing tractor at the Waterford Oaks BMX track and in addition to the $2000 quoted at the last meeting for engine repair, the transmission also needed repairs which would cost several hundred more dollars. Purchasing solicited the following bids for a used American made tractor of the size desired: Pontiac Farm & Industrial Massey Ferguson 40 hp $3,250. Rosey Bros. Massey Ferguson 40 hp 5,500. Ford 5000 6,500. Massey Ferguson 165 Diesel 4,800. Munn Ford Tractor Ford LCG 2110 3,400. J & S Oliver 550 3,000., William F. Sell & Sons Ford 35 hp 6,900. 3 - 3 (continued) (Commission Meeting, May 19, 1982) BMX TRACTOR (continued): Hackney John Deere 35 hp (not immediately available) $4,500. King Bros. NO BID Case Power and Equipment NO BID A.I.S. Construction NO BID Staff concurred with Purchasing to purchase the re -built tractor from Pontiac Farm Industrial for $3,250. The old tractor would be traded in as part of the sale. Moved by Mr. Kuhn, supported by Mr. Vogt to purchase a 40 hp re -built Massey Ferguson tractor from the low bidder, Pontiac Farm & Industrial, for $3,250. Discussion was conducted on the warranty offered by the dealer: If repairs are needed within 90 days, the cost of parts would be shared 50-50 with Parks and Recreation providing the labor required. Commissioner Montante requested that the next low bidder, Munn Ford Tractor, be contacted to see if they would extend a warranty with the purchase. ROLL CALL VOTE: AYES: Cousins, Fox, Kuhn, Vogt (4) NAYS: Wint, Deni, Lewis, Montante (4) A sufficient majority not having voted therefor, the motion failed. COUNTY INSURANCE COVERAGE: As suggested by the auditing firm of Janz & Knight, Mr. Gerald Mathews, Insurance and Safety coordinator for Oakland County, explained the County's insurance pro- gram and how it relates to the Parks and Recreation Commission. Mr. Mathews reviewed the dollar amounts for fire losses, property damage, liability, catastrophic loss, etc. He further explained that each commission in the County is listed as an additional insured, as well as being covered in the standard language of the policies. All members of any County commission and employees are covered by some County policy and Mr. Mathews tries to name all specific individuals when possible. Mr. Ross stated that every seven years a detailed appraisal is conducted of our properties and updated annually by a professional appraisal firm. The values es- tablished by the appraisal would be used in the event of insurance claims. MANAGER'S REPORT: ---Recommended establishing a policy to charge commercial organizations and ad- vertising agencies $150 per day for the use of Oakland County Parks for commercial photography purposes. 3-4 (Commission Meeting, May 19, 1982) MANAGER'S REPORT (Continued): Moved by Mr. Cousins, supported by Mrs. Fox to charge organizations a minimum of $150 per day to conduct commercial photography in the parks and the manager of the Commission have the latitude to negotiate the figure if the request calls for special consideration. ROLL CALL VOTE: AYES: Deni, Fox, Lewis, Montante, Vogt, Wint, Cousins (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ---Recommended rejecting a proposal from the Huron -Clinton Metropolitan Authority requesting that the Commission consider purchasing a seven -acre parcel of land owned by HCMA in the City of Orchard Lake Village and part of the Marshbank Metropark. Moved by Mr. Lewis, supported by Dr. Montante to accept staff's recommendation and inform the Huron -Clinton Metropolitan Authority that the Parks and Recreation Commission has no viable use for the property. Motion carried. ---Received information from Wells Fargo Bank in California explaining about the cooperative grant program in which the bank funds 40% of the cost of physical fitness trails. The bank was referred to the Commission by the National Recreation and Park Association. The overall cost of the trail for Waterford Oaks Park would be $6300 to $6800. Moved by Mrs. Fox, supported by Mr. Vogt to authorize the manager to apply for a grant for a physical fitness trail at Waterford Oaks Park from the Wells Fargo Bank of California. Motion carried. ---Mr. Figa presented an update on the progress of the water slide at Waterford Oaks. The project is about two weeks behind schedule. The slide should be in operation by June 18. ---The new 1982 County Directory is out and again features the parks on the back cover. ---Mr. Reickel thanked the Commission for the pen and pencil set given to him in recognition of his 10 years of service to the Commission. ---Percentages on the Food and Beverage Contract are due to be re -negotiated during the first 90 days of 1983. 3-5 (Commission Meeting, May 19, 1982) MANAGER'S REPORT ( Continued): ---Chairman Wint suggested and the Commission concurred, to have its annual park tour on Wednesday, June 2, following a short session of its regularly scheduled meeting. The meeting will start at 9:00 a.m. ---Chairman Wint read the following letter, received from past Commissioner Marjorie Walker: ''Please convey to the commissioners and staff of the Oakland County Parks and Recreation Commission my gratitude for the great honor given me at your 1982 Recognition Dinner. The plaque from Oakland County and the tribute from the State of Michigan I shall cherish. I have been very proud to serve on the Commission and to feel I have con- tributed in some ways to Oakland County's truly beautiful park system which is known and admired far and wide. What Oakland County has accom- plished in only fifteen years is an inspiration to parks and recreation professionals and board/commission members all over the country. I am confident that the future of parks and recreation in Oakland County will continue to be richly rewarding for all its citizens, and for you who will make it happen.
