October 6, 1982
The meeting was called to order at 9:40 a.m. by Chairman Lewis Wint in the Parks
and Recreation Commission Room.

Moved by Mr. Lewis, supported by Mr. Cousins to approve the
minutes of the meeting of September 1, 1982, with the following
correction:
Page 3-5 -- Motion on Visitor's Trail at Independence Oaks:
Delete Mr. Deni's name as having voted "Aye" and add Mrs.
Fox to the "Aye" vote.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mr. Lewis, supported by Mr. Kuhn to approve payment
of Vouchers 9-1 through 9-280.

ACTIVITIES REPORT:
Moved by Mrs. Fox, supported by Mr. Cousins to receive the
Activities Report as of August, 1982.
Mr. Reickel stated that the Slidewinder at Waterford Oaks had generated a large
cash flow which contributed to the County Park system. Due to the tremendous
amount of publicity the water slide received, it created more traffic at the
Wave Pool in 1982 than it received in previous years.
Mr. Reickel further stated that staff was not pleased with the entrance to the
pool and will be recommending an improvement for it in the 1983 budget.
Motion carried.
VAULT RESTROOM - INDEPENDENCE OAKS:
Mr. Figa explained that the vault restroom was needed to provide facilities
for those persons using the Twin Chimneys Shelter at Independence Oaks and for
cross-country skiers.
The structure would be constructed by Technical Support and would be the same
basic design as the present boathouse.
Plans and specs were sent out for bid consisting of two concrete vaults approxi-
mately 13x5' with 13x9' concrete lids.
Only one bid was received, from Advance Concrete for $3000, which included
delivery and installation. Purchasing received a price from a contractor for
a vault built with block for comparison. The estimate was $4020.
There was $5000 approved for the project in the 1982 Capital Budget; however,
Mr. Figa stated the project could run to at least $7500. A restroom, larger than
originally planned, will be built so that it will accommodate the handicapped.
Additional monies needed for the project would come from the budgeted irrigation
project for Independence Oaks which will not be completed this year.
Staff recommended purchasing the vaultsfrom Advance Concrete for $3000.
Moved by Mrs. Stanley, supported by Mr. Cousins, to purchase
two concrete vaults and lids for a restroom at Independence
Oaks from Advance Concrete for $3000.

CASSETTE SLIDE SYSTEM - PUBLIC COMMUNICATIONS:
Mr. Kipke explained that a Wollensak/3M cassette slide system was needed for
the Public Communications Section. The present slide system, some seven to
ten years old, has received extensive repairs but the problems still have not been
totally corrected.
The new equipment would consist of a slide projector, tape recorder/speaker, and
dissolve unit. It would be used for presentations and with our display that
goes to the various shopping malls. It would also be utilized by the Naturalist's
Nature Interpretive Program in the schools.
Two quotations were received. Both included a one-year warranty for parts and
services:
Advance Media Service $2295.
Camera Mart 1745.
Staff recommended purchasing from Camera Mart for $1745.
Moved by Mr. Lewis, supported by Mr. Murphy to purchase
a Wollensak 3/M cassette slide system for the Public
Communications Section from Camera Mart for $1745.

PUBLIC COMMUNICATIONS QUARTERLY REPORT:
Ms. Pung presented her quarterly report and called attention to the extensive
publicity received by the BMX program this year and to the exposure received
from the photo exhibit and our display that is placed in various shopping malls.
Dorothy Langan of Anthony M. Franco noted the assistance her firm offered in
scheduling radio and television interviews. Ms. Langan stated that she had been
contacted by the editor of the California Parks and Recreation magazine about
publishing an article on the public relations seminar that she and Janet Pung
conducted at the Revenue Sources Management School in Wheeling, West Virginia
in 1980. Ms. Langan said she would like to gain more nationwide exposure for
the Oakland County Park system.
ALTERNATE MOBILIZATION ASSEMBLY SITE - GROVELAND OAKS:
Moved by Mr. Murphy, supported by Mr. Lewis to grant
permission to Major Blankenhagen of the Guy M. Wilson
U. S. Army Reserve Center in Flint to use Groveland Oaks
as an alternate assembly site in case of a nuclear attack
or other major disaster.
Motion carried.

AUDIT OF FINANCIAL RECORDS FOR 1982:
Mr. Ross explained that Janz & Knight, our present auditor, had submitted a
proposal for the 1982 audit at a "not to exceed" figure of $9000. The fee
for the 1981 audit was $8980.
They also submitted an alternate proposal as follows:

Janz & Knight was first hired in 1974 to conduct the audit for $6500. The cost
centers have grown from 10 in 1974 to 16 in 1982. For comparison purposes, their
fee has increased 38% while our budget centers and financial transactions have
increased in excess of 65%.
Moved by Mr. Lewis, supported by Mr. Cousins to
approve the three-year program for Janz & Knight
to conduct audits of the financial records of the
Parks and Recreation Commission.

MANAGER'S REPORT:
---Notified by the Department of Education that our therapeutic recreation grant
application for 1982 funding of a recreation program for the handicapped was
denied.
---Independence Township Fire Department was authorized to install our two-way
radio frequency in their fire command car. This will benefit us for emergency
fire and medical assistance at Independence Oaks.
---The resolution pertaining to the 20th State Department of Recreation, Culture
and Leisure Services from Ann Hobart to the County Board of Commissioners was
tabled by the General Government Committee.
---Jan McGlone, mobile recreation coordinator, submitted a report on the 1982
mobile program. The grant program initiated by the Commission was very successful.
Mr. Reickel said that the grant would be included in the 1983 budget requests.
---The 1983 budget will be distributed to the Commission at the first meeting in
November.
---Department of interior conducted a Title VI (Civil Rights Act of 1964) audit
of our department and we are basically in good shape pertaining to our compliance
with the Civil Rights Act. A statement regarding our compliance with the Act
will be added to brochures.

---Received thank -you note from Groveland Township for allowing our lifeguards
to participate in their program to teach youngsters to swim.
---Called attention to the eight -page color photo spread in BMX Magazine about
the Waterford Oaks BMX track. Commended Jon Kipke and Dan Stencil for their
work with the program.
---Attended dedication of Schiffer Park in Ferndale on October 2. It was
dedicated as a memorial to Henry Schiffer, former mayor of Ferndale, and one
of the charter members of the Oakland County Parks and Recreation Commission.
---Received request from Gerald Harburn of Tomblinson, Harburn, Yurk & Associates,
Inc., architectural firm, to appear before the Commission to present a proposal
on property that abuts the northern boundary of Groveland Oaks Park. The firm
was retained by the owners of the property to make a presentation to the Commission.
The Commission determined to listen to the proposal at its meeting of
November 3.
Moved by Dr. Montante, supported by Mr. Kuhn to move
into Executive Session to discuss a property proposal.
Motion carried.
The Commission went into executive session at 10:30 a.m.
The regular meeting reconvened at 11:15 a.m.
Moved by Mr. Vogt, supported by Mrs. Fox to adjourn
the meeting.
Motion carried.
The meeting adjourned at 11:17 a.m.
