August 3, 1983
The meeting was called to order at 9:45 a.m. by Chairman Lewis Wint in the
Parks and Recreation Commission's conference room.
COMMISSION MEMBERS PRESENT:

Chairman Wint welcomed the.interns to the meeting and their respective department
heads discussed the work they were doing for their internships.
APPROVAL OF MINUTES:
Moved by Mrs. Stanley, supported by Dr. Montante to
approve the minutes of the meeting of July 13, 1983,
as written.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mrs. Fox, supported by Mr. Kuhn to approve
payment of vouchers 6-1 through 6-329.

OPERATING STATEMENTS:
Moved by Mr. Cousins, supported by Mrs. Fox to
receive the Operating Statements as of June 30,
1983.
Motion carried.
ACTIVITIES REPORT:
Moved by Mrs. Fox, supported by Dr. Montante, to
receive the Activities Report as of June 30, 1983.
The question was raised as to how many more years of service could be expected
from our rental buses. Mr. Stencil stated that the average life of a school
bus was between five and seven years and that they were turned over at 60,000+
miles. Our buses are seven years old with mileages in the mid 40's. Mr. Stencil
said that thought should be given in the next couple of years on whether to con-
tinue the bus program. The present bus replacement cost is between $27,000 and
$30,000 per vehicle.
Motion carried.
MOTORCYCLE POLICY:
Mr. Reickel explained that staff had met with Steve Drinnon and Bob Wilson,
motorcyclists who had appeared before the Commission asking that consideration
be given to allowing cyclists to enter our parks with their vehicles.
After much discussion of mutual problems, the following policy was proposed:
1. A designated parking area will be provided near the
contact station for motorcyclists at Groveland Oaks,
Addison Oaks and Independence Oaks.
2. A sign in the parking area will be posted reading: "Motor-
cycles -in designated area only".
3. Transportation will be provided for motorcyclists into
the park upon request.
Mr. Reickel said that Mr. Drinnon and Mr. Wilson were most concerned about a
well -secured parking area for the motorcycles and they were receptive and amenable
to the recommendations.
Mr. Figa distributed a proposed plan for the motorcycle parking area at Inde-
pendence Oaks which will be located approximately 50 feet from the contact station.
Moved by Mr. Kuhn, supported by Dr. Montante to accept
the proposed policy for allowing motorcycles entrance
to the County Parks.
The commission commended staff for working out a solution to the problem that was
mutually satisfying to all concerned.

RENTAL HOUSE AT GROVELAND OAKS:
It was explained that we presently have two houses at Groveland Oaks that
the Commission rents for a monthly fee. One of the renters recently moved
out and staff asked permission to move the existing renters to the better of
the two houses and demolish the other due to its age and poor condition.
Moved by Mr. Wilcox, supported by Mr. Cousins, to
solicit bids to have the vacant house at Groveland
Oaks demolished.
Motion carried.

FOREST MANAGEMENT PROGRAM:
Moved by Mr. Cousins, supported by Mrs. Stanley to approve
the Forest Management Program as proposed by staff.
Mr. Reickel explained that Gerry Lee, assistant park supervisor at Addison
Oaks had initiated the concept and Mr. Lee and Mr. Figa worked together in
developing the plan. The program will be administered by Mr. Figa and it
will be the responsibility of each park supervisor to enforce the plan.
Motion carried.
1984 STAFF POSITIONS AND RECREATION DIVISION REORGANIZATION:
The Commission received information on proposed requests for three new 1984
staff positions and the reorganization of the Recreation Division. Mr. Wint
noted that the proposals were included in the agendas for information only and
would be discussed during the Commission's budget process.
CAPITAL DEVELOPMENT UPDATE:
Mr. Figa discussed the workload on the Design and Development Section and the
1983 capital projects, of which four are major items; the dredging at Groveland
Oaks, the maintenance building at Glen Oaks, pole barns for Springfield Oaks and
White Lake Oaks for golf cart storage, and the Nature Interpretive Center at

Independence Oaks. The guidelines of the Land and Water grant for the Nature
Center stipulate that it must be completed by September, 1984.
Mr. Figa requested that he be authorized to retain, when necessary, a con-
sultant on an hourly basis to aid in areas such as design, structural, soil
problems, etc., so that some of the projects could be expedited.
Chairman Wint suggested that limited projects be planned for 1984 so that more
dollars could be added to the $600,000 fund for a wave pool in the south end.
He felt that efforts in 1984 should be directed primarily to the Nature
Center and wave pool.
Staff was given approval to come back to the Commission with a recommended
consulting firm to be retained on an "as needed" basis.
MANAGER'S REPORT:
---Monica Walch showed the plaque awarded to the Northwest Therapeutic Recreation
Association from the Michigan Association of Retarded Persons. One is given
yearly for "Creative Recreation Opportunities for Mentally Retarded Persons in
the State of Michigan."
---The "Northward Ho" camping trip will beheld the week of August 15.
---Ms. Walch said the Therapeutic Section was working on a resource guide so
that county residents can be referred to a specific program.
---Mr. Stencil reviewed the mobile recreation and court complex activities.
His group is developing guidelines as to who is eligible for free mobile visits
under the Commission's grant program for next year.
---The 4-H Fair at Springfield Oaks started on August 2.
---Mr. Kipke reported on a request he received from Mr. Kenneth Burridge of
Bullet Productions to provide nine teen dances at the Springfield Youth
Activities Center on Friday nights starting in September. The Commission would
receive 25% of the gate receipts and would provide the building and at least
three security officers.
It was suggested that a paragraph be included in the contract that would
allow the Parks and Recreation Commission to cancel the dances if necessary.
Chairman Wint noted that a letter of approval for the dances should be ob-
tained from the Springfield Township Board.
---It was determined that a second Commission meeting was necessary for the
month of August. It will be held on Wednesday, August 17, 9:30 a.m.
Moved by Dr. Montante, supported by Mr. Cousins
to adjourn the meeting.
Motion carried.
