COMMISSION MEMBERS PRESENT: Secretary Carol Stanley, Harold Cousins, Jean Fox, John Gnau, Pecky D. Lewis, Jr., Daniel T. Murphy. COMMISSION MEMBERS ABSENT: Chairman Lewis E. Wint, Vice Chairman Don Deni, George Kuhn, Joseph R. Montante, M.D. ALSO PRESENT: Parks and Recreation Anthony M. Franco, Inc. Daily Tribune APPROVAL OF MINUTES: R. Eric Reickel, Manager Jon J. Motion carried. Moved by Mr. Murphy, supported by Mrs. Fox to approve the minutes of the Public Hearing of December 1, 1982, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Fox, supported by Mr. Cousins to approve payment of Vouchers 11-210 through 11-219 and 12-1 through 12-253. ROLL CALL VOTE: AYES: Fox, Lewis, Murphy, Stanley, Gnau, Cousins (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 3 - 1 (Commission Meeting, January 5, 1983) OPERATING STATEMENTS: Moved by Mr. Murphy, supported by Mrs. Fox to approve the Operating Statements as of November 30, 1982. ArTIVITIFS RFPORT- Moved by Mr. Cousins, supported by Mr. Lewis to receive the Activities Report as of November 30, 1982. Mr. Reickel stated that 1.25 million people had used the parks through November, 1982. Motion carried. PUBLIC COMMUNICATIONS - QUARTERLY REPORT: Janet Pung reviewed her quarterly report for the months of October through December, 1982. Ms. Pung stated that brochures were currently being distributed to all County and township offices, libraries, and selected sporting goods stores. The Public Communication�,,Department prepared a series of fliers to encourage people to become part of our volunteer program. Ms. Pung reported there had been a tremendous response to our cross country ski program for the blind. Volunteers will be trained at Glen Oaks this coming weekend. Channel 7 has expressed interest in doing a feature on the program. Ms. Pung further reported that the Michigan Recreation and Park Association added another category to their yearly awards program and the Oakland County Parks and Recreation Commission volunteer OakLowns won. Their award will be presented at the Westin Hotel, at the Monday luncheon on February 7,during the MRPA's Winter Conference. The Winter Activities Booklet, a publication giving information on activities available at each park, was distributed. Mrs. Dorothy Langan of Anthony M. Franco, Inc., stated that an article on our last millage campaign was prepared for national distribution and an article on the wave pool was used by WaveTek in their promotional brochure. ANTHONY M. FRANCO, INC. Mr. Reickel discussed the letter of understanding that Mr. Franco submitted to cover the Franco firm's services to the Parks and Recreation Commission for 1983. Mr. Franco requested a monthly retainer of $1,800, plus expenses. This was $300 per month more than in 1982 but the first increase since 1979• Money was budgeted in the 1983 Budget for this purpose. 3-2 (Commission Meeting, January 5, 1983) Moved by Mr. Gnau, supported by Mr. Cousins, to pay an $1800 monthly retainer fee, plus expenses, to the Anthony M. Franco firm for public relations counsel for 1983. ROLL CALL VOTE: AYES: Murphy, Stanley, Gnau, Cousins, Fox, Lewis (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. feTilt�i ftz� Mr. Ross presented a study to the Commission for consideration on whether to purchase or continue leasing golf carts for the golf courses. He said the cost had risen substantially since we first started leasing golf carts and it appeared the lease cost had risen more sharply than the increase in new car prices. A committee of Chuck Ross, Mike Thibodeau, Jim Mansfield, and Wally Evans, County Purchasing Agent, received five proposals from golf cart companies and studied four of them as one.did not bid according to specifications. Proposals were solicited for 153 carts; 98 electric, three -wheeled carts for Glen Oaks, Red Oaks and White Lake Oaks and 55 four -wheeled, gasoline carts for Springfield Oaks due to the terrain and concern for the safety of the patrons. We presently lease a total of 153 carts. If we owned outright, we would have to erect storage facilities to house the carts. All maintenance would be performed by in-house personnel and one summer person. Commissioner Fox asked that she be included in any planning if a storage facility was considered for Glen Oaks. Mr. Ross reported that the Pifer Company in Ohio had bid on 70 new 1982 carts which the committee would recommend purchasing as part of the fleet as they were some $235 per cart cheaper than all other carts proposed. He stated the committee would further -recommend purchasing 55 carts from Golf Car Distributors and leasing 28 used cars. The study showed that the Commission could gross $448,000 in four years from revenues if the carts were purchased. By purchasing, $100,000 more could be realized than by leasing. Mr. Reickel stated that no action was expected at this meeting as staff was continuing its study on the carts. MANAGER'S REPORT: ---Distributed Christmas card sent from the Commission to volunteers, thanking them for their services to the park system. 3-3 (Commission Meeting, January S, 1983) ---Independence Oaks personnel working with the Orion Township Parks and Recrea- tion Committee on the Orion Winter Carnival scheduled for later this month. ---Spicer Property: The Mayor and Council of the City of Farmington Hills moved to submit an offer to purchase the property contingent upon grant assistance. The Parks and Recreation Director in Farmington Hills said the City had made one offer which was denied and a counter-offer was being made. ---Received request from Mary Griffith of the Easter Seal Society, asking for the same fee reductions for the handicapped as afforded to senior citizens at our facilities. Monica Walch, Therapeutic Recreation Supervisor, said the letter originated from the OLHSA Task Force and she hoped something could be worked out to the mutual satisfaction of both parties. ' Many questions were raised for discussion: ''Should it be for mentally impaired and physically handicapped?'' ''Should a full-time employed, physically handicapped person be allowed free entrance as opposed to those on a minimal income?'' ''How would the program be administered?'' ''Should it be for limited income individuals only?'' It was suggested that guidelines be established on who would qualify as physically handicapped. Commissioner Cousins suggested that an application from the handicapped be submitted and if it met requirements, issue an identification card for park entry. Ms. Walch and Mrs. Griffith will study the idea and report back to the Commission with a recommendation. ---Received letter from Corps of Engineers that they have been notified about the Levy application to mine gravel in Independence Township. Will respond to them by relaying our concerns on behalf of Independence Oaks Park. ---Mr. Figa explained that prior to his coming here, a trolley system was included in the Addison Oaks Master Plan. In conjunction with the Michigan Transit Museum, an El car from Chicago was acquired and was stored at Selfridge AFB. Officials from the base recently asked us to remove the car from the property. Mr. Figa recommended the car be sold as he had a party interested in purchasing. Moved by Mrs. Fox, supported by Mr. Cousins to authorize the sale of the used railroad car stored at Selfridge Air Force Base for $1,000 to Waterfront Electric Railway in Walbridge, Ohio. ROLL CALL VOTE: AYES: Stanley, Gnau, Cousins, Fox, Lewis, Murphy (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 3-4 (Commission Meeting, January 5, 1983) ---The Annual Winter Conference of the Michigan Recreation and Park Association will be held at the Westin Hotel in Detroit, February 5 - 9. A special session for board and commission members is scheduled for Sunday, February 6. Contact Betty Guest if you wish to attend. ---Working with Yamaha on a "Sno-Mo Fest," a snowmobile event for Addison Oaks, scheduled for February 13. Received an $8,000 grant from Yamaha to conduct the event. A dealer has donated a snowmobile to be raffled off. Monica Walch will conduct a state-wide raffle with donations going to send the Cerebral Palsy athletes to Texas this summer. Moved by Mr. Murphy, supported by Mr. Gnau to adjourn the meeting.
