COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Vice Chairman Carol Stanley, Secretary Jean Fox, George Kuhn, Pecky Lewis, Jr., Dr. Joseph Montante, Richard Wilcox. APPROVAL OF PAYMENTS: Moved by Mr. Lewis, supported by Dr. Montante to approve payment of Vouchers 6-1 through 6-377. ROLL CALL VOTE: AYES: Wilcox, Wint, Fox, Kuhn, Lewis, Montante, Stanley (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 3 - 1 (Commission Meeting, July 13, 1983) STATEMENT OF OPERATIONS: Moved by Mrs. Stanley, supported by Dr. Montante to approve the Operating Statements as of May 31, 1983. Motion carried. ACTIVITIES REPORT: Mr. Reickel noted that the figures for 1983 were trailing from 1982 because of the terrible weather in April and May, but are picking up due to the hot weather we have had recently. Moved by Mrs. Stanley, supported by Mr. Lewis to accept the Activities Report as of May 29, 1983. Motion carried. CORRESPONDENCE: ---The Commission received a letter from Citizens Against Ruined Environment, Inc., (C.A.R.E.) requesting a waiver or reduction of the camping fees at Groveland Oaks for their group the weekend of July 30-31. They have reserved two group camping areas as lodging facilities for a national conFerence sponsored by C.A.R.E., who are opposed to the placement of the proposed Stablex toxic waste facility. Mary Atkinson addressed the Commission, explaining further the purpose of the group and the reason for the request, noting that because of the Commission's opposition to the Stablex facility, C.A.R.E. hoped they would approve either the reduction or waiver. She also requested a waiver of the day use fees for members of the conference to visit the park during their stay. The Commission stated that it was against policy to waive camping fees during the summer and did not wish to set a precedent, especially since C.A.R.E. is not a non-profit organization. Mrs. Fox suggested waiving the entrance fee, but not the camping fee. Moved by Mrs. Stanley, supported by Dr. Montante to waive the day use fees at Groveland Oaks for the people attending the national conference being sponsored by Citizens Against Ruined Environment, Inc., the weekend of July 30-31, but reject their request to reduce or waive their camping fees, based upon Commission policy. Motion carried. Staff will work with Mary Atkinson from C.A.R.E. on a special day pass to give to the visitors from the conference. ---John Basch, reporter from The Daily Tribune, addressed the Commission and read a prepared statement regarding an article he wrote on May 18, 1983. Dis- cussion followed and the report was received and filed. 3-2 (Commission Meeting, July 13, 1983) ---Mr. Reickel submitted letters from Murray Stewart, John Greenslit, and Warren Haire pertainent to the positive progress the Commission has made over the past years. PUBLIC COMMUNICATIONS QUARTERLY REPORT: The Commission received the Public Communications Report for the months of April through June, 1983• WATERFORD OAKS/MOBILE RECREATION FENCING: Bids were received for 8 ft. chain link fencing to be installed behind the Technical Support building around the mobile unit storage area. This area has many people walking through it to reach other areas of the park. Enclosing this portion will minimize vandalism of the newly restored mobile units. This project was approved in the 1983 Capital Improvement Budget in the amount of $5,000. The bids received were: New Hudson Fence Company $5,300. Cyclone Fencing 5 605. Zappie Fence Co. 5,961. Anchor Fence Co. 6,080. Durable Fence Co. 6,126. Staff recommended awarding the contract to the low bidder, New Hudson, in the amount of $5,300 with a $300 contingency, for a total project amount of $5,600. The additional $600 will be taken from the contingency fund. Moved by Mrs. Fox, supported by Mr. Lewis to award the contract for the installation of 8 ft. chain link fencing around the mobile recreation unit storage area behind the Technical Support building at Waterford Oaks to the low bidder, New Hudson, for $5,300 and approve a contingency of $300 for a total project cost of $5,600. CONSULTING SERVICES: GLEN OAKS MAINTENANCE BUILDING AND WATERFORD OAKS RESTROOM ADDITION: Mr. Figa explained that preparation had begun for the Glen Oaks Maintenance Building and Waterford Oaks Restroom Addition with the help of a 5th year architectural student we have employed for the summer. We are now at the point where a registered consultant is required to complete the drawings. 3-3 (Commission Meeting, July 13, 1983) Mike Micuda of Micuda and Associates has offered to assist with both projects for an amount not to exceed $3,000. Staff recommended awarding the contract for architectural consulting services for the Glen Oaks Maintenance Building and the Waterford Oaks Restroom Addition to Micuda and Associates for an amount not to exceed $3,000. These projects were approved in the 1983 Capital Improvement Budget. Moved by Mr. Wilcox, supported by Dr. Montante to award the contract for architectural consulting services for the Glen Oaks Maintenance Building and the Waterford Oaks Restroom Addition to Micuda and Associates for a not to exceed amount of $3,000. INDEPENDENCE OAKS NATURE CENTER - LAND AND WATER_ CONSERVATION APPLICATION SUBMISSION: In March, the Commission approved staff's recommendation to submit a pre - application to the Land and Water Conservation Fund for a grant for the con- struction of the Independence Oaks Phase III Nature Center. Staff was recently notified by the Department of Natural Resources that a full application must be submitted by mid -July. This is a matching grant; $198,500 from Land and Water, and $198,500 from the Parks and Recreation Commission, for a total of $397,000. Funds for this project were allocated in the 1983-84 Capital Improvement Budgets. Staff recommended passing a resolution recommending submission of the application to the Department of Natural Resources. Moved by Mr. Lewis, supported by Dr. Montante to pass the following resolution for submission of the grant application to the Department of Natural Resources for the Independence Oaks Phase III Nature Center: "WHEREAS, the Oakland County Parks and Recreation Commission has been notified by the Department of Natural Resources, and WHEREAS, the Department of Natural Resources has directed us to submit a grant application, and WHEREAS, the project has been identified as part of the overall master plan, and WHEREAS, the Commission is desirous to develop Phase III at Independence Oaks, and 3-4 (Commission Meeting, July 13, 1983) WHEREAS, the grant would provide $198,500, a matching grant, and that the Oakland County Parks and Recreation Commission recommends that such an application be filed with the Department of Natural Resources for the development of Phase III Nature Interpretive Center at Independence Oaks. FURTHER BE IT RESOLVED, that the matching $198,500 be funded from the 1983-84 Capital Improvement Budget. Motion carried. Mr. Figa explained that because of the time restrictions placed on us in order to receive this grant, an architect must be retained as quickly as possible. That will -make it possible to expedite the bidding process as soon as, the grant is approved in September. Staff recommended Micuda and Associates to do the work. They have already been contacted and returned a very fair proposal of 10 percent of the project con- struction costs. They have also recently completed a job for us and staff was. pleased with their work. Moved by Mr. Lewis, supported by Mrs. Stanley to retain the architectural frm of Micuda and Associates as con- sultants for the construction of the Independence Oaks Nature Center. Fees for this service will be 10 percent of the construction costs of this project. Commission commended staff on its work in obtaining this grant. Motion carried. MANAGER'S REPORT: ---Oakland County 1983 Directory: Lynn Allen, County Clerk, has again allocated the Commission the back page of the County Directory, depicting eight scenes from various county parks. Mr. Allen provides this every year and we are very fortunate for his outstanding cooperation. ---As mentioned in the Communications Quarterly Report, the National BMX com- petition held at our course in June will be televised on ESPN on July 9 at 6:30 a.m.; July 18 at 1:30 p.m.; and July 31 at 7:00 a.m. In addition to the race, there will be extensive coverage on the facilties offered at Waterford Oaks County Park. ---The fourth annual Oakland County Parks photo contest is underway. It is called The Oakland County Parks Summer Photo Contest. Entries are due from mid -June through August 15, 1983. ---The Waterford Oaks Court Complex will host the 1983 Southeastern Michigan Tennis Association District Championships for the USTA/Michelob Light League on July 30. 3-5 (Commission Meeting, July,13, 1983) ---The Addison dedication went well on Saturday, June 25. Commissioners Montante and Lewis were the only members present with Commissioner Montante handling the welcome. Approximately 50 people attended. The next regular meeting will be on Wednesday, August 3, 1983, at 9:30 a.m. The meeting adjourned at 9:54 a.m. for the Commission's annual parks tour.
