Motion carried. APPROVAL OF VOUCHERS: Moved by Mr. Wilcox, supported by Mr. Lewis to approve payment of Vouchers 1-65 through 1-101 and 2-1 through 2-215. ACTIVITIES REPORT: Moved by Mr. Lewis, supported by Mrs. Fox, to receive the Activities Report as of January 31, 1983. 3 - 1 (Commission Meeting, March 4, 1983) Mr. Thibodeau reported that the White Lake and Springfield Oaks Golf Courses would open today, March 4, and Glen Oaks and Red Oaks would open tomorrow, March 5. This is the earliest the courses have ever opened and they will be operated on a day-to-day basis, depending on the weather. Motion carried.. Mr. Reickel stated that due to the meeting being rescheduled, the representative from the Stablex Corporation could not be present. The report on the Oakland Parks Foundation was also deferred to the next meeting. RECREATION SECTION - TENT: Mr. Kipke explained the need for a 20' x 40' tent for use at special events such as ski races, golf outings, BMX events, etc. The following bids were received by Purchasing for the tent: Armbruster Mfg. J. C. Goss Co. $3587.00 3703.20 Previously, tents were rented at a cost of $200 to $250. Staff would make the tent available for special parks and recreation events by outside groups on a rental basis to help defray the cost, Staff recommended purchasing from the low bidder, Armbruster Mfg., for $3587.00. Funds would come from the 1983 Operating Equipment surplus of $6628.00. Chairman Wint suggested that guidelines be established for tent rentals and stipulate that Parks and Recreation personnel would assemble and dismantle the tent. Moved by Mr. Cousins, supported. by Mrs. Fox to purchase a 20' x 40' tent for special events from the low bidder, Armbruster Mfg., for $3587.00. Miller No Bid Universal Equipment 279.00 Weingartz Supply 255.00 Mr. Kipke explained that the unit would be used to clean leaves and sticks off greens and sidewalks. Staff recommended purchasing from the low bidder, Weingartz Supply, for $255.00. There was $570.00 included in the Operating Equipment Budget for the purchase. PORTABLE STAGING - SPRINGFIELD OAKS YOUTH ACTIVITIES CENTER: The following bids were received for six 6' x 8' folding replacement sections and two sets of steps for the portable staging at the Springfield Oaks YAC: Wenger Corporation $3,392.00 Acme Wholesalers 1,391.30 Sico, Inc. 5,338.58 Aerial Enterprises No Bid Jack Golden 6,768.00 Northwest Studios No Bid Herbert Jennings No Bid 3-3 (Commission Meeting, March 4, 1983) Mr. Kipke explained that the sections being replaced were in poor condition due to age and were unsafe. The units would be used on a weekly basis for wedding receptions and special events. Mr. Kipke further stated that Acme Wholesalers and the Wenger Corporation pro- posals did not meet the necessary specifications for construction and portability. The present units at the YAC are generally handled by one individual. The Sico unit had attached wheels and was designed so that one person could easily and safely assemble and take down the stage. Staff recommended purchasing from Sico, Inc., for $5,388.58• There was $5,200 allocated for the purchase in the Operating Equipment Budget. The $138.58 over budget would come from the Operating Equipment surplus. Moved by Mrs. Fox, supported by Mr. Lewis to purchase six 6' x 8' folding replacement sections and two sets of steps for the portable staging at the Springfield Oaks Youth Activities Center from Sico, Inc., for $5,338.58; the $138.58 over budget to come from the Operating Equipment surplus. SPRINKLER HEADS - SPRINGFIELD OAKS GOLF COURSE: Mr. Kipke stated that the following bids were received for 24 sprinkler heads for the Springfield Oaks Golf Course:as part of the sprinkler head replacement program. Santora No Bid Staff recommended purchasing from the low bidder, Sprinkler Irrigation, for $1,440.00. There was $1,500.00 budgeted in the Operating Equipment Budget for the purchase. There was $2,700 included in the Operating Equipment Budget for the purchase. Moved by Mrs. Fox, supported by Mr. Cousins to purchase Green Verticult Thatcher Reels for $1,182.75 and a Spiker, in the amount of $1,026, for Glen Oaks and White Lake Oaks Golf Courses; total approved amount, $2,208.75. Staff recommended purchasing from the low bidder, Wilkie Turf, for $11,755. There was $13,000 budgeted in the Operating Equipment fund for the purchase. SAND TRAP RAKE - SPRINGFIELD OAKS GOLF COURSE: The following bids were received for the purchase of a replacement sand trap rake for use at the Springfield Oaks Golf Course: W. F. Miller No Bid Wilkie Turf $5,295. (Toro) Weingartz Supply No Bid Lawn Equipment 4,495. (Smithco) Mr. Kipke explained that due to the steepness of the traps at Springfield Oaks and experience with both manufacturers, the 3-wheel drive Toro unit had the best performance and was the only unit recommended for Springfield by staff. Staff recommended purchasing from Wilkie Turf for $5,295. There was $5,000 allocated in the Operating Equipment fund for the purchase. The balance of $295 would come from the Operating Equipment surplus. Moved by Mr. Cousins, supported by Mrs. Fox to purchase a Toro sand trap rake for Springfield Oaks from Wilkie Turf for $5,295; the $295 over budget to come from the Operating Equipment surplus. The next low bidder, W. F. Miller, bid on a Jacobsen Turf Cat, a new unit by Jacobsen. Staff did not feel it had been on the market long enough to know if it was a reliable mower. The next low bidder, Lawn Equipment, bid on a Turf Blazer 727. The mower has been on the market a short time and seemed to be a reliable and desirable unit. Staff recommending purchasing one unit -prom Lawn Equipment for $9,050. The next low bidder was Weingartz Supply, bidding on a Ransomes Bobcat, at $9,285• Staff recommended the second unit be purchased from them for $9,285. Total purchase price for both units was $18,355• There was $22,000 budgeted in the Operating Equipment Budget for the purchase. WRIST BAND TICKETS - WATERFORD OAKS WATER SLIDE AND GROVELAND OAKS: Mr. Kipke asked permission to purchase 32 boxes (500 per box) of wrist bands from M-C Industries. They are sold and used for admission to the Waterford Oaks Water Slide and the Groveland Oaks Rampager. The purchase price was $40.43 per box, for a total of $1,293.76. Funds were allocated in the Operating Budget of each park for the purchase. SUMMER FUN PASSBOOK: Mr. Reickel explained that in an effort to encourage increased use of the parks, staff was suggesting the development of a coupon passbook. it would allow access to golf, swimming, tennis, boating, camping, rides on the Slidewinder Water Slide and shuffleboard. The passbook would cost residents $20 for 35 coupons. The actual value, if full price was paid for each activity, would be $80. The coupons, except for golf, would not be valid for group reservations or on holiday weekends. Golf coupons would be good only on Saturday and Sunday after 3:00 p.m. and on holidays after 3:00 p.m. Mr. Reickel emphasized that it was a concept only and did not have to be adopted for 1983. Discussion followed on how the passbooks would be administered. Commissioner Wilcox asked the cost for preparing the coupon books. 3 - 10 (Commission Meeting, March 4, 1983) Moved by Mrs. Fox, supported by Mrs. Stanley to sell coupon passbooks, to Oakland County residents only, on an experimental basis for the summer of 1983 for $20 each. Motion carried. WAVE POOL ENTRANCE MODIFICATION: Mr. Figa explained there had been difficulties controlling ingress and egress at the entrance to the wave pool and outlined the proposed changes to rectify the problem. The modification would include a new ticket booth, entrance and exit turnstile and a pedestrian control maze. Mr. Figa further explained it would be necessary to purchase a token and electrically operated turnstile. Different types were investigated and one that matched the existing turnstile (which will be reused) is manufactured by Alvarado of California. Estimated cost was $1,200. Staff recommended purchasing as soon as a formal quote was received. Funds for the modification to the pool were included in the 1983 capital expenditure budget. Moved by Mrs. Stanley, supported by Mrs. Fox to approve the proposed modifications to the entrance of the Waterford Oaks Wave Pool. ROLL CALL VOTE: AYES: Lewis, Stanley, Wilcox, Wint, Cousins, Fox (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 1983 CAPITAL IMPROVEMENT BUDGET: Mr. Figa reviewed the 1983 Capital Improvement Budget and explained how the projects were prioritized. There were 31 projects, some of which were carry -avers from last year. Commissioner Wint asked that consideration be given to improving the sign at Glen Oaks. Improvements will be made to the facade of the building at Glen Oaks and a new maintenance and storage cart building will be constructed. Nothing is projected for the botannical garden at Addison Oaks this year; may start the planting of some large trees next year. . Commissioner Lewis asked that before large amounts of money were committed, that consideration be given to a wave pool in the south end of the County. He requested figures on the projected cost of a pool. Mr. Figa said that each project would be brought back to the Commission for final approval. 3 - 11 (Commission Meeting, March 4, 1983) Moved by Mr. Cousins, supported by Mrs. Fox to adopt the 1983 Capital Improvement Budget. Mr. Figa reported that the Michigan Land Trust Board had approved our re- submitted request for additional funds for the Independence wetlands acquisition.
