COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Vice Chairman Carol Stanley, George Kuhn, Pecky Lewis, Jr., Daniel Murphy, Richard Vogt, Richard Wilcox. COMMISSION MEMBERS ABSENT: Secretary Jean Fox, Harold Cousins, Walter Moore. ALSO PRESENT: Parks and Recreation Personnel Giffels/Hoyem-Basso APPROVAL OF MINUTES: Jon Kipke, Interim Manager C. L. Motion carried. APPROVAL OF VOUCHERS: Moved by Mr. Lewis, supported by Mr. Murphy to approve payment of Vouchers 7-364, and 8-1 through 8-155. (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 3-1 (Commission Meeting, August 15, 1984) Page 2 ACTIVITIES REPORT: Moved by Mrs. Stanley, supported by Mr. Lewis to receive the Activities Report as of July, 1984. - Motion carried. RED OAKS WAVE POOL: Peter Basso and Harry Diamond, Giffels/Hoyem-Basso, presented an updated project progress schedule for the Red Oaks Wave Pool, which reflected a new suggested opening date of May, 1986. They advised against hiring a contract manager and doing winter construction in order to open the facility Mid -July, 1985, because it's cost prohibitive. Mr. Diamond presented his company's contract fee proposal for the project in the amount of $120,000, based on a standard 60 of total project cost, which is $2 million. An additional $75,000 will be included for reimbursable costs, such as surveys and soil borings, for a total of $190,000. Moved by Mr. Lewis, supported by Mrs. Stanley to accept the progress schedule for the Red Oaks Wave Pool and enter into a contract with Giffels/Hoyem-Basso for architectural consultant services on the Red Oaks Wave Pool project in the amount of $120,000, based on a standard 60 of total proj�ct cost, which is $2 million. An additional $75,000 will be included for reimbursable costs, for a total of $190,000. This contract will be contingent upon the purchase of the 6.26 acres of land, soil borings results, and re -zoning approval. Moved by Mr. Murphy, supported by Mr. Kuhn to approve the purchase of 6.26 acres of land from the Red Run Drainage Board for the Red Oaks Wave Pool in the amount of $130,000, contingent upon a buildable site, soil borings results, and re -zoning approval. The only major change was in item #2 of the minimum qualifications, which was changed from at least six (6) years of full-time administrative experience in an administrative capacity to at least four (4) years of full-time experience in an administrative capacity, with major responsibility for budget planning and presen- tation, program and policy development and implementation, and staff decisions, at least two (2) years of this experience should have been in the operation of a parks and recreation system. Moved by Mrs. Stanley, supported by Mr. Wilcox to approve the changes in the minimum qualifications in the job description for the Manager's position as suggested by Oakland County Personnel. Moved by Mr. Wilcox, supported by Mr. Vogt to amend the motion by changing item #2 of the minimum qualificaticV4 by striking the word "major" from the phrase "major responsibility", and inserting the word "preferably" before the phrase "at least two (2) years of this experience should have been in the operation of a parks and recreation system". The amendment to the motion carried. The motion carried. The position will be open for applications for three weeks starting August 20; Personnel suggested announcing this position in the Daily Tribune, Detroit News, Oakland Press, and through the Michigan Recreation and Park Association. Moved by Mrs. Stanley, supported by Mr. Lewis to open the Manager's position as an open competitive examination and advertise within the state through the Daily Tribune, Oakland press, Detroit News, and the Michigan Recreation and Park Association. Motion carried. WATERFORD OAKS RESTROOM ADDITION AND FACADE RENOVATION Bids were received on August 6 for the construction of the restroom addition and facade renovation of the Waterford Oaks Activity Center. This project includes four alternates; two deductions for water and sewer installation, and two additions for ceramic tile in the bathrooms and a concrete walkway pattern change. However, staff recommends awarding the contract to the low bidder, M & R General Contractors, in the amount of the base bid, $92,929, with a 5% contingency, for a total project cost of $101,500. Funds for this purchase are in the 1984 Capital Improvement Budget. Moved by Mr. Lewis, supported by Mrs. Stanley to award the bid for the restroom addition and facade renovation at the Waterford Oaks Activity Center to the low bidder, M & R General Contractors, in the amount of $92,929, plus a 5% contingency, for a total of $101,500, subject to Purchasing's approval of financial responsibility. Funds for this purchase are coming from the 1984 Capital Improvement Budget. Motion carried. GROVELAND OAKS BOAT RENTAL FACILITY - PHASE IV: Staff is preparing the final application for a grant from the Land and Water Conservation Fund, which must be submitted to the Department.of Natural Resources by August 31, 1984. This grant will provide $240,000 in matching funds for the Boat Rental Facility - Phase IV at Groveland Oaks. A resolution is required from the Commission authorizing funds to be appropriated for this project. Moved by Mr. Wilcox, supported by Mr. Vogt to approve the final application for a Land and Water Conservation Fund matching grant of $240,000 to be submitted to the Department of Natural Resources for the Phase IV Boat Rental Facility at Groveland Oaks and the following resolution appropriating funds for this project: WHEREAS the Oakland County Parks and Recreation Commission has been notified by the Department of Natural Resources that the Phase IV Boat Rental Facility for Groveland Oaks has received high priority for funding through the Federal Land and Water Conservation Fund; and 3-4 (Commission Meeting, August 15, 1984) Page 5 WHEREAS the Department of Natural Resources has requested the Oakland County Parks and Recreation Commission submit.a grant application by August 31, 1984, to apply for funding of this project; and WHEREAS this project has been identified in the Oakland County Parks and Recreation Commission overall Recreation Master Plan; and WHEREAS the Oakland County Parks and Recreation Commission is desirous of developing Phase IV at Groveland Oaks; and WHEREAS this grant would provide a matching $120,000 for this developing. THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission recommends such an application be filed with the Department of Natural Resources for the development of the Phase IV Boat Rental Facility at Groveland Oaks with the matching $120,000 be appropriated from the 1984-1985 Capital Improvement Budget, , AND FURTHER BE IT RESOLVED that this application be processed through the appropriate County officials. Motion carried. MANAGER'S REPORT: ---Staff suggested a new "one -fee" admission of $4/all day for the Wave Pool and Water Slide for the remainder of the season. This is the Pool's slowest part of the season, and it is hoped the "one -fee" admission will boost revenues while offsetting operation expenses. The Commission suggested a "Free Slide Day" during part of the Labor Day weekend to see what type of response we get, for future consideration of inclusion in the fees and charges. ---There will be a cheese distribution for the city of Pontiac on Wednesday, August 22, at the Waterford Oaks Activity Center. Approximately 3,000 people will be receiving cheese that day. ---Arnold Johnston reported on the progress of the Camper -Rama Travel Trailer Show being held at Groveland Oaks the weekend of September 21-23, 1984. The next Commission meeting is scheduled for September 5 at 9:30 a.m. Chairman Wint suggested a get together after the meeting to go to Independence Oaks to see the progress of the Nature Center.
