The meeting was called to order at 9:40 a.m. by Chairman Lewis Wint in the Parks
and Recreation Commission's conference room.

ACTIVITIES REPORT:
A corrected activities report was distributed to the Commission reflecting the
correct totals for the month of January. The report received in the agenda had
totals carried over from 1983.
FIRE CIRCLE RINGS - GROVELAND OAKS:
The following bids were received from Purchasing for 80 fire circle rings at
Groveland Oaks:

This is a replacement item for fire circles that have deteriorated from several
years' usage. There is $4,000 in the Operating Equipment Budget for this purchase.
Staff concurred with Purchasing's recommendation to award the purchase to the low
bidder, Superior Products, for $2,800.
Moved by Mr. Wilcox, supported by Mrs. Fox to accept the low bid
from Superior Products for the purchase of 80 concrete fire circle
rings for Groveland Oaks in the amount of $2,800.

PUSH MOWERS - GROVELAND AND WATERFORD OAKS TENNIS COMPLEX:
Purchasing received the following bids for the purchase of three (3) commercial
21" push mowers for Groveland Oaks and the Waterford Oaks Tennis Complex:

Staff recommended awarding to the low bidder, King Brothers, in the amount of

low bid of $1,048.50 from King Brothers for the purchase of
three push mowers for Groveland Oaks and the Waterford Oaks
Tennis Complex, with the amount over budget to come from
the operating equipment surplus.

Staff noted that the low bidder, Dan Sorenson, did not meet the specifications
on the large picnic grills, and therefore recommended awarding the bid to the
second low bidder, Benson Manufacturing, in the amount of $1,246. There was
$1,234 budgeted in the Operating Equipment budget -for this purchase. The balance
of $12 would come from the Operating Equipment surplus.
Moved by Mrs. Fox, supported by Mrs. Stanley to reject the low
bid of $1,120 from Dan Sorenson for the purchase of 10 small
picnic grills and 2 large picnic grills at Addison Oaks because
it did not meet -the specifications, and award it to the second
low bidder, Benson Manufacturing, in the amount of $1,246.
Funds for this purchase will be.taken from the Operating Equip-
ment budget; the $12 over budget will be taken from the opera-
ting equipment surplus.

Mr. Moore suggested that it would be helpful if staff would make a notation next
to the bid price when a bidder does not meet the specifications.

The picnic tables at Waterford Oaks will be used around the Wave Pool and Tennis
Complex to meet the demand of the public for more places to sit and have a picnic
lunch; the tables for Groveland Oaks are replacements for tables that have been
used for approximately 15 years and were considered unsafe to use again. Staff
recommends awarding to the low bidder, Quality Industries, in the amount of
$4,312.50.

for the purchase of 46 picnic tables for Groveland, Waterford
Oaks Wave Pool and Tennis Complex to the low bidder, Quality
Industries, in the amount of $4,312.50. Funds for this

These two tractors will replace 20-year old machines that came with the golf
courses when purchased. Staff concurred with Purchasing to split the bid and
award the 40hp turf tractor for White Lake to Utica Tractor in the amount of
$9,098.50, and award the 44hp front end loader tractor at Glen Oaks to Munn
Ford Tractor in the amount of $12,775.00. Funds for the purchase of these
tractors are budgeted in the Operating Equipment budget.
Moved by Mrs. Fox, supported by Mrs. Stanley to award the bid
for the purchase of the 40hp turf tractor for White Lake Oaks
to the low bidder, Utica Tractor, in the amount of $9,098.50;
and award the bid for the purchase of the 44hp front end loader
tractor for Glen Oaks to the low bidder, Munn Ford Tractor, in
the amount of $12,775. There will be a surplus of $8,000 in
the Operating Equipment budget from the purchase of these
tractors.

Staff concurred with Purchasing to award the bid to the low bidder, Utica
Distributors for the amount of $1,007.28. The funds for the expenditure will
come from the respective grounds maintenance budgets.

FLOOR TILE AND ADHESIVE - WATERFORD OAKS ACTIVITIES CENTER:
Three bids were received by Purchasing for approximately 340 square feet of
floor tile, plus the adhesive, for the lobby floor at the Waterford Oaks
Activities Center. They are as follows:

Staff concurred with Purchasing's recommendation to award to the low bidder,
Quality Tile, in the amount of $1,128. Funds for this purchase are available
in the building maintenance account for Waterford Oaks.

for the purchase of floor tile and adhesive for Waterford
Oaks Activities Center to the low bidder, Quality Tile, in
the amount of $1,128. Funds for this purchase will come
from the building maintenance account at Waterford Oaks.

TRASH PUMP - GROVELAND OAKS:
The following bids were received for the purchase of a trash pump and 300 feet
of discharge hose, with a strainer hose:

This pump will be used to remove water from low areas at Groveland Oaks, and is
a replacement for a worn-out pump being used now.
Staff recommends purchasing the pump .from the low bidder, Cloverdale Equipment,
for $1,550.30. There was $1,500 budgeted in the Operating Equipment budget for
this item; the balance for this purchase will come from the Operating Equipment
surplus.
Moved by Mrs. Stanley, supported by Mr. Lewis to award the bid for
the purchase of the trash pump and hoses for Groveland Oaks to the
low bidder, Cloverdale Equipment, in the amount of $1,550.30
Funds budgeted for this purchase include $1,500 from the Operating
Equipment budget; the reamining $50.30 will come from the Operating
Equipment surplus.

COIN OPERATED LOCKERS - WATERFORD OAKS WAVE POOL:
A single source bid was received by Purchasing from American Locker Security
Systems for 36 coin operated lockers for Waterford Oaks Wave Pool. These lockers
will be an addition to the women's lockers at the Pool. This is a single source
item because we desired to match the existing lockers, which were purchased from
American Locker Security Systems. The bid is as follows:
2 each 18 locker units $3,606 ($1,803 each)
Staff recommends purchasing these lockers from American Locker Security Systems.
There is $3,800 budgeted in the Operating Equipment budget for this purchase.

to American Locker Security Systems for the purchase of two
18 locker units for the women's locker room at the Waterford
Oaks Wave Pool in the amount of $3,606. .

RED OAKS WAVE POOL COMPLEX:
Mr. Kuhn requested this item be tabled until the next meeting when he could be
in attendance.
Moved by Mr. Wilcox, supported by Mr. Moore to table the
presentation on the Red Oaks Wave Pool Complex until the
next. Commission meeting.
Motion carried.
1984 PARKS SURVEY:
Sue Richardson, Anthony M. Franco, presented the results of a telephone survey
the firm conducted among 200 randomly chosen citizens of Oakland County. The
firm will make recommendations to the Commission at its next meeting based on
the findings of this survey.
MANAGER'S REPORT:
---Attached copies, for informational purposes only, of the Glen Oaks existing
parcels showing the acreage the Commission declared surplus property and the
breakdown of the estimated yearly taxes if this property was privately owned
and developed.

---Received a letter -from Jim Perry expressing his concerns regarding the thera-
peutic position vacancy, showing there is still a desire and need for a thera-
peutic coordinator.
---Staff has been contacted by the Southeastern Michigan Balloon Association, who
is interested in leasing the Springfield Oaks YAC area for the Michigan State
Championships one weekend in June. This would be a weekend rental, with any
profits being considered for turnover to the Oakland Parks Foundation.
NEW BUSINESS:
A group of annual greens fees members from White Lake introduced themselves to the
Commission.
Spokesman Tony O'Connor said he was present at the meeting in order to request
from the Commission a delay in the implementation on the decision to no longer
allow annual greens fees for anyone but retirees and no longer using one day
passes, because people were not given enough advance notification of this
decision.
Also requested was an appeal of the decision to no longer allow private golf carts
storage on the County golf courses.
Commissioners heard comments from everyone in the group; Mr. Wint thanked them
for their interest and for taking time to come to the Commission meeting to
express their views.
Staff explained to the Commission that the one day passes were originally issued
to the league players to give them extra golf time before their league started in
order to warm up, because we have no practice facilities at White Lake and Spring-
field Oaks. However, some golfers have abused this privilege by actually playing
golf all day on this pass and using them after the league is over. Staff also
noted that these passes are free to the approximately 2,800 league players; we did
not charge them for this extra golf time. The decision to stop the use of the one
day pass was made by staff because staff made the original decision to initiate
this program.
Moved by Mr. Lewis, supported by Mrs. Stanley to allow the use
of the one day passes at Springfield Oaks and White Lake Oaks
this year for the length of the leagues only; members must pay
a fee to extend the pass beyond their league. The Commission
will review this policy for 1985 with the intention of either
charging a fee for the pass or eliminating its use. All
league members will be notified of this decision by having it
posted in the golf courses.

Moved by Mr. Moore, supported by Mrs. Stanley to reinstate the
annual greens fees under the same phase -out schedule as for the
retirees. This is to include the clause not -to -exceed 10 per-
cent increase in the fees.

Moved by Mr. Moore, supported by Mrs. Stanley to refer the
question to Corporation Counsel of whether or not the Parks
and Recreation Commission should allow private golf carts
to be stored at the golf courses, and ask them for an
opinion on our liability. While waiting for Corporation
Counsel's opinion, the Commission's decision to not allow
them will stand.
Motion carried.
Staff will study the problem with the rangers and the starters at White Lake Oaks
and report back to the Commission the procedures developed.
Next meeting is scheduled for Wednesday, March 7, at 9:30 a.m. The second
meeting in March will be March 21.
