The meeting was called to order at 9:43 a.m. by Chairman Lewis Wint in the
Parks and Recreation Commission's conference room. -

minutes of the meeting of May 16, 1984.

APPROVAL OF VOUCHERS:
Moved by Mrs. Fox, supported by Mr. Moore to approve payment
of Vouchers 5-171 through 5-369•

(Commission Meeting, June 6, 1984)
STATEMENT OF OPERATIONS:
Mr. Ross informed the Commission that staff received a letter from the County
Executive's office regarding an "all funds budget". The County's independent
auditors are requesting a consolidated budget to present to the County's citizens.
Mr. Ross explained that this request will not diminish our control over our budget
in any way.
To comply with this request, the Commission would have to approve the budget
approximately one month earlier than has been done in the past. Staff will study
the Uniform Budgeting Act and the laws we must comply with and present a recom-
mendation to the Commission.
Moved by Mr. Lewis, supported by Mr. Moore to receive the
Statement of Operations as of 4-30-84.
Motion carried.
GENERAL PARKS BROCHURE REPRINTS:
Jan Pung informed the Commission that because of an increase in demand from
several large organizations for distribution, staff is requesting an additional
20,000 general parks brochures.
Staff concurs with Purchasing's recommendation not to have a formal bid for
these brochures. Flint Graphic has all the artwork, negatives, etc., from the
last printing of the brochures and has quoted a price of $4,280.00 to print the
additional 20,000 brochures. At the meeting on March 7, 1984, the Commission
approved the printing of 15,000 of the same brochures for $4,152 from Flint Graphic.
Moved by Mr. Moore, supported by Mrs. Stanley to approve the bid
price of $4,280 for the reprinting of 20,000 general parks brochures
from Flint Graphic.
Motion carried.
FENCE DAMAGE REPAIR - RED OAKS:
The following bids were received from Purchasing for fence repairs at Red Oaks
Golf Course and Driving Range:
En Guarde Fence $1,520.00
R & N Fence No Bid
Zappie Fence No Bid
Durable Fence 2,043.60
Mark Fence 2,220.00
These repairs are for damages which have occurred over the past six months
from accidents and vandalism.
Moved by Mr. Cousins, supported by Mr. Moore to award the contract
for fence repairs at Red Oaks to the low bidder, En Guarde Fence,
in the amount of $1,520.00.
Motion carried.

GOLF TEE MATS - RED OAKS DRIVING RANGE:
Purchasing received the following bids for the purchase of golf tee mats for
the Driv-ing Range at Red Oaks:
Major Mat Corporation
Wittek Golf
$150.00 each
185.00 each
Staff is requesting the replacement of 15 of the 25 existing mats. These mats
are being used at Carl's Golf Land and seem to be holding up well under heavy use.
Staff concurs with Purchasing's recommendation to award to the low bidder,
Major Mat Corporation, for the purchase of 15 golf tee mats for the Driving Range
at Red Oaks in the amount of $150.00 each, for a total purchase price of $2,250.00.
Moved by Mrs. Stanley, supported by Mr. Kuhn to purchase 15 golf
tee mats for the Driving Range at Red Oaks from the low bidder,
Major Mat Corporation, in the amount of $150.00 each, for a total
purchase price of $2,250.00.

WALK=BEHIND MOWER - ADDISON OAKS:
Bids were received for the purchase of a commercial 36" walk -behind mower for
Addison Oaks. They are as follows:

Staff recommends purchasing the Jacobsen mower from the low bidder, W. F.
Miller, for $1,965.00. $2,500.00 has been budgeted in the Operating Equipment
Budget for this purchase.
Moved by Mr. Lewis, supported by Mrs. Fox to approve the purchase
of a Jacobsen commercial 36" walk -behind mower for Addison Oaks
from the low bidder, W. F. Miller, in the amount of $1,965.00.
Motion carried.
CAPITAL DEVELOPMENT STATUS REPORT:
The Commission received Joseph Figa's 1984 Capital Development Status Report,
which brought the Commission up to date on all recently completed and on -going
capital development projects.
RED OAKS WAVE POOL:
Carl Roehling, architectural consultant from Giffels/Hoyem-Basso, presented the
following alternates for the traffic problem questions raised on the Red Oaks Wave
Pool:

1. Entrance and exit on Dequindre
2. Entrance on 13 Mile Road; exit on Dequindre
3. Entrance coming off the industrial area
4. Entrance and exit on 13 Mile Road
Mr. Roehling explained the cost implications involved and any problems
encountered with each of the alternates.
Citing the pumping station security, solar access for the pool, and the
safety of children walking or bicycling to the pool, Mr. Roehling and Stan Cool,
traffic consultant from Reid, Cool and Michalski, recommended the Commission stay
with the original design, which is to have the entrance and exit on 13 Mile Road.
County Commissioner James Doyon suggested the Parks and Recreation Commission
invite the Madison Heights City Council to a joint informal meeting to discuss
these new alternates and recommendation.
Moved by Mr. Cousins, supported by Mr. Lewis to receive the
alternate traffic design report from Giffels/Hoyem-Basso on
the Red Oaks Wave Pool and schedule a meeting between the
Parks and Recreation Commission, Madison Heights City Council,
and araa County Comini ss, o,iers to discuss the new design
alternates and recommendation.
Motion carried.
Joseph Figa requested additional funds for the extra work by the design
architects on the designs and the additional traffic consultant hired for -.this �-
project, not to exceed $7,500.
Moved by Mrs. Fox, supported by Mrs. Stanley to approve
additional funds for the extra design work and the additional
traffic consultant hired for the Wave Pool project at Red
Oaks, not to exceed $7,500.
Motion carried.
MANAGER'S REPORT:
---Annual Commissioners' Parks Tour has been scheduled for Wednesday, June 20,
after the regular Commission meeting at 9:00 a.m. The Oakland Parks Foundation
Trustees and their spouses will be invited.
---The Board of County Commissioners have voted unanimously to place the question
of the millage renewal on the August 7 primary ballot. Commissioners were invited
to attend a staff millage meeting scheduled for Friday, June 8, at 9:00 a.m.
---Commissioner Wilcox will be accepting an award on behalf of the Parks and
Recreation Commission for Outstanding Programs during 1983 from the National
Association of County Parks and Recreation Officials at their banquet on Sunday,
July 8, 1984.

TABLED ITEM - PARKS PASS POLICY:
The following parks pass policy was recommended for adoption by the Parks
and Recreation Commission: .
"Pass is defined as any complimentary gesture provided by the Oakland County
Parks and Recreation Commission to individuals for the purpose of enjoying the use
of and to become familiar with the County parks.
Passes include, but not necessarily limited to, Commissioners' Lifetime
passes, staff courtesy passes, complimentary passbooks, wave pool and water slide
passes.
The use of these passes are for general admission to the prescribed areas
designated on the pass.
The pass is not to be used for golf carts, boat rentals, class registration,
league greens fees, tournament fees, BMX entry fees, or any other special event
sponsored by the Oakland County Parks and Recreation Commission."
Commissioner Vogt stated that he feel's the people who have served on the
Commission should have the privilege of free use of the parks' facilities.
Moved by Mr. Moore, supported by Mr. Vogt to adopt the parks pass
policy as written, with the following amendments:
Delete the phrase, "Commissioners' Lifetime passes,"
from paragraph two;
Add a fourth paragraph stating, "The lifetime passes
are not subject to this policy and have full use of
all facilities."
