The meeting was called to order at 10:00 a.m. by Vice-chairman Carol Stanley in
the Parks and Recreation Commission's conference room.

Vice Chairman Stanley said that the last sentence of the motion about one -day
passes for league members (page 3-8) should be amended to read: ..."All league
members will be notified of this decision by letter and by having it posted in
the golf courses".

minutes of the meeting of February 15, 1984, as amended.

LAND AND WATER PRE -APPLICATIONS:
Moved by Mr. Wilcox, supported by Mr. Moore to approve the
following resolution:
"WHEREAS, the Oakland County Parks and Recreation Commission
has been notified by the Department of Natural Resources that
pre -applications for the cost sharing Land and Water Funds may
be submitted by March 31, 1984,
WHEREAS, the Oakland County Parks and Recreation Commission has
identified and established priorities for acquisition and de-.
velopment projects within the adopted Recreation Master Plan,
WHEREAS, the Oakland County Parks and Recreation Commission
recommends the filing of the following pre -applications to the
Department of Natural Resources fora matching grant:
Groveland Oaks Phase IV, Boat Rental Facility
Groveland Oaks Phase III, Section B, Camping Development
Addison Oaks Phase II, Camping
NOW, THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission recommends submission of above said pre -
application grants with the appropriate matching funds to be
designated from the one -quarter mil."

four (Green Machine 4000) weed trimmers for use at
Springfield Oaks, Red Oaks and Glen Oaks golf courses
from the second low bidder, Weingartz Supply, for

STEAM CLEANERS: GLEN OAKS AND RED OAKS:
Mr. Thibodeau said that the following bids were received by Purchasing for
two Dayton Steam Cleaners. They are used extensively in the annual maintenance
of equipment.

Commissioner Moore was excused from the meeting to attend a funeral for a county
commissioner from Genesee County.
IRRIGATION SPRINKLERS - SPRINGFIELD GOLF COURSE:
Mr. Thibodeau said that the following bids were received by Purchasing on
35 brass sprinkler heads. The purchase would be part of the ongoing program to
replace all of the existing, obsolete sprinkler heads.

Staff agreed with Purchasing to award the purchase to the low bidder, Century
Rain -Aid, for $1,676.00. There was $2,600 budgeted in the Capita Equipment fund
for the items.
It was suggested that additional sprinkler heads be purchased this year but not
exceed the amount budgeted for the item. Mr. Ziegler will contact the low bidder
to see if purchasing a greater quantity would reduce the cost.

sprinkler heads from the low bidder, Century Rain -Aid
and increase the purchase of fairway sprinkler heads by
the appropriate number at a cost not to exceed the $2600
budgeted.

FLYING TURTLE ROLLER SCOOTERS - MOBILE RECREATION:
Mr. Kipke said that the following bids were received by Purchasing for 24 roller
scooters to be used on the two skatemobile units. These units were introduced
on the mobile trailers in 1983 and the additional units are needed to satisfy
their popularity.

VAULT RESTROOMS - ADDISON OAKS PRIMITIVE CAMPING:
Mr. Figa explained that we were in the process of ordering material for the
construction of two vault restrooms as part of the Addison Oaks Primitive Camp-
grounds (40 sites) which began construction last fall.
Technical Support will perform the construction which will be similar to the
restrooms built at Independence Oaks in 1983. They are basically a fluted block
structure with an asphalt shingle roof, requiring four metal doors and four
frames.
The bids received are as follows:

Staff recommended awarding the purchase to the low bidder, A & C Builders
Hardware, for $1,356.80. There was $55,000 budgeted in the 1983 Capital Improve-
ment Budget for the project and there is a remaining balance of $32,387 for 1984.

SMALL PICKUP TRUCKS - GLEN OAKS AND RED OAKS(CONTINUED):
Mr. Thibodeau said that the trucks would be used for all types of maintenance
on the golf courses and would replace some of the small Cushman -type vehicles.
There was $14,000 appropriated in the Capital Equipment Budget for the two trucks.
Staff concurred with Purchasing to award the bid to the low bidder, Dick Morris
Chevrolet, for a total amount of $12,028.94.

GOLF CARS - SPRINGFIELD GOLF COURSE AND ADDISON OAKS:
Mr. Ross distributed an analysis of golf car operations for 1983, showing the
cost of the cars and the revenue realized from rental.
The following bids were received by Purchasing for four gas -driven golf cars
for Springfield and three electric golf cars for Addison Oaks:

Staff recommended purchasing the E-Z-Go cars for Springfield from Pifer, the
second low bidder, because we have a fleet of 55 E-Z-Go gas cars there now and
felt that it would be more feasible to have the same brand of cars for better
maintenance and supply control. The actual unit price difference between the
low bidder and second low bidder was $28 per car.
Staff further recommended purchasing the three electric cars for Addison Oaks
from the low bidder, Golf Car Distributors. The electric cars will be used for
light maintenance and placing travel trailers at Addison. Addison experimented
with using leased electric cars the last two years and were very satisfied with
the results.
There was $10,000 allocated for the Springfield gas cars and $7,500 for the
Addison electric cars in the Operating Equipment Budget.

four gas golf cars for the Springfield Oaks Gol.f Course
from Pifer, the second low bidder, for a total price of
$9,500 and the three electric cars for Addison Oaks from
the low bidder, Golf Car Distributors, for a total amount
of $6,285 less 2% for 20 days.

Mr. Kipke stated that the unit would be used on the back of an existing truck at

and parking areas. It would also be used to spread salt or sand on other park
facility roadways. The work is currently being done by hand.
Staff agreed with Purchasing to award the purchase to the low bidder, Cyril Burke,
for $1963. There was $2000 included in the Operating Equipment Budget for the
purchase.

BRIDGE - INDEPENDENCE OAKS NATURE CENTER:
Mr. Figa explained that a 90'+ bridge was required to span a ravine at the
Independence Oaks Nature Center. The bridged area is part of the walk from the
parking area to the Center.
Mr. Figa further explained that the bridge he would like to buy is presently
owned by the City of Troy. Four bridges were purchased and delivered to the

BRIDGE - INDEPENDENCE OAKS NATURE CENTER (Continued):
City of Troy for the Sylvan Glen Golf Course. Due to damage, one bridge was
returned upon delivery. The other three did not match the style of the existing
bridges at the golf course, so the City would like to dispose of them as they
were made to specification and could not be returned to the manufacturer. The
bridges were purchased on a competitive bid basis as follbars:

After a review and investigation, the bid information was presented to the
Oakland County Purchasing Division. They felt it was a good price as this year's
cost would have increased and DeBough was the low bid.
The bridges are identifical to the bridge used at the Waterford Oaks Water Slide.
Staff recommended that the bridges be purchased from the City of Troy for
$9,690, including delivery to the site. Funds were appropriated in the Capital
Equipment Budget for this project.

GENERAL PARKS BROCHURE (continued):
Ms. Pung said the brochure would have a couple photo changes and some of the copy
re -done.
Commissioner Fox asked that the wording "Oakland County Parks & Recreation Commission"
be placed closer to the top of the brochure so that when they were put in brochure
racks, the name would be visible.
Staff agreed with Purchasing to award the bid to the low bidder, Flint Graphic
Service, for $4,152.

1984 PARKS SURVEY:
Ms. Sue Richardson, Anthony M. Franco, Inc., highlighted the results of the recent
survey that was conducted to measure public awareness, attitudes and the use
of Oakland County Parks. Some 182 persons were interviewed by telephone. It
was noted that our name had a high recognition factor and just under one-half
the people had visited an Oakland County Park.
Based on the survey, Ms. Dorothy Langan, account executive, presented the
recommendations of the Franco firm. Some of the suggestions made to increase
awareness were: release survey highlights; a public relations seminar; infor-
mation articles; information to media; expand direct mailings, ie., Groveland
Oaks water show; promotional materials (litterbags, buttons); presentations
to schools; a contest for school -age children to name the new Environmental
Center, etc.
Ms. Langan also suggested special promotions that could be done to encourage
greater use of the parks. She noted that all recommendations were for long-
range planning purposes.
RED OAKS WAVE POOL:
Mr. Carol Roehling, architect with the Hoyem-Basso firm, presented a detailed
conceptual plan for the Red Oaks Wave Pool Complex.
The recommended plan, Scheme B, included an entrance from Thirteen Mile Road,
the wave pool and deck, concession area, large water slide, parking areas for
325 cars and a green area that would separate the pool from the observation and
picnicking area. The green area would be raised to allow viewing of the pool.
The pool would be oriented to the south to take advantage of solar energy.

Mr. Figa stated that a small amount of acreage might have to be acquired from the
Graham Drain to accommodate the recommended scheme. The Graham Drain is adjacent
to the property leased by Parks and Recreation and is owned by 14 communities;
however, the entities most involved are the Cities of Madison Heights and Troy.
The Oakland County Drain Commission recommended we contact the cities to discuss
the plan.
Mr.. Figa said he hoped to start construction of the complex by late summer.
Mr. Connors, Assistant City Manager for the City of Madison Heights, said that
when the project first went to the Madison Heights City Council three years ago,
the council did not want the entrance off Thirteen Mile Road. Mr. Reickel said
he did not feel it was in the best interests of the County to direct a park
toward Macomb County. -
Mr. Kipke said that traffic was staggered throughout the day at the Waterford
Oaks Wave Pool and the only time there was a significant surge was when the pool
had to be emptied due to storms. Mr. Reickel stated this would have to be
discussed at the public hearing in Madison Heights.
Other areas were discussed: noise pollution, security, the current gardening
project at Red Oaks, etc. Mr. Reickel said he identified the si-ce as needing
24-hour security and it would come from Parks and Recreation's budget.
The construction entrance would be off Thirteen Mile Road or through the industrial
par k .
Mr. Connors requested a set of the plans so the Madison Heights City Council
could study them.
Moved by Mr. Kuhn, supported by Mr. Lewis to accept
the concept of the Red Oaks Wave Pool. Complex as pre-
sented and that staff proceed to -schedule the appropriate
public hearings.

BOTANICAL GARDEN - ADDISON OAKS:
Moved by Mr. Lewis, supported by Mrs. Fox to table
the Addison Oaks Botanical Garden until the next
meeting.

MANAGER'S REPORT:
---As per Commission action, the golf fees were raised 10%: from $425 to $465
for the principal; from $215 to $235 for the spouse and students over 18; and
from $110 to $120 for child (17 and under).

---As indicated in a letter from Linda%sielewski of Corporation Counsel's
office pertaining to storing personal golf carts at our courses, the following
potential problems were pointed out:
-potential liability for damage to the cart itself due to vandalism,
negligent care or theft
-potential liability for property damage caused by the privately
owned cart
-potential liability if the cart were driven by a person other than
the owner, without the owner's permission, and damage were done to
property or another cart
-potential liability if personal injury is done to a third party on
County property which involves the privately owned cart
Mr. Reickel said there were also storage and aesthetic problems involved if
private carts were stored on the courses. He recommended the Commission keep
its policy of not allowing private storage.on Oakland County courses.
---As part of Michigan State University's Farmers Meek, there is a Natural
Resources Day on Tuesday, March 20. Mr. Reickel encouraged Parks and Recreation
Commissioners to attend.
---The first annual 1984 Legislative Conference Program hosted by the Michigan
Recreation and Park Association will be held on April 4. It will be a one -day
seminar and will replace the legislative reception held yearly by MRPA.
