The meeting was called to order at 9:40 a.m. by Chairman Lewis Wint in the Parks
and Recreation Commission's conference room.

Mr. Thibodeau explained that the item was a leaf rake that was used at all the
golf courses.
Staff concurred with Purchasing's recommendation to award the bid to the lowest
qualified bidder, Wilkie Turf, for an Olathe 16hp Sweeper for $5,491.
There was $8,000 included in the Operating Equipment Budget for the purchase.

ALUMINUM CANOES AND ROWBOAT - INDEPENDENCE OAKS (continued):
Mr. Johnston said that three of the canoes are replacements for ones stolen last
year, as was the rowboat. The other canoe is needed due to public demand.
Staff recommended purchasing the canoes and rowboat from the low bidder, Perry
Drug and Marine Supply, for a total purchase price of $1,915. There was $2,500
budgeted in the Operating Budget for the purchase.

four aluminum canoes and one 14-foot aluminum rowboat for
Independence Oaks from the low bidder, Perry Drug and Marine
Supply, for a total purchase price of $1,915.

*Cole Culver was the only company bidding the specified boat.
Mr. Johnston said the pedal boats were replacements for boats that are in poor
condition due to age.
Staff recommended purchasing the Mini Byke II's from Cole L. Culver, the distributor
for this district. It was determined, after investigation, that they were best
suited for commercial operation. They are of fiberglass construction and have been
in our rental operations for a number of years. There was $2,100 budgeted in the
Operating Equipment Budget for the purchase.

the bidder meeting specifications, Cole L. Culver, for
$2,091.

Purchasing received the following bids for a GMC S15 or Chevy S10 pick-up truck
for use at Addison Oaks. They are the same bids presented to the Commission at
the last meeting.

Staff recommended awarding the purchase to the low bidder, Dick Morris, for $6014.47.
Staff further explained that since the item was originally budgeted as a lease vehicle
from Central Garage, there was $3,400 included as a line item in Addison's operating
budget and this amount could be used toward the purchase. It was also recommended
that $3,400 be transferred from Addison's operating budget to the operating
equipment budget and the remaining $2,614.47 be taken from the surplus in the operating
equipment budget

a pick-up truck for use at Addison Oaks from the low bidder,
Dick Morris, for $6,014.47;. transfer $3400 from Addison's
operating budget to the operating equipment budget and the
remaining $2,614,47 be taken from the.surplus in the operating
equipment budget.

CARPETING - PRO SHOPS - SPRINGFIELD OAKS, RED OAKS, WHITE LAKE OAKS(continued):
The carpet is the green turf -type equal to what is presently in use.
Staff concurred with Purchasing's recommendation to award the bid to the low
bidder, Carpet Contract Group, for $2,634.57.
Funds for the expenditure would come from the building maintenance budget of each
golf course.
Moved by Mrs. Fox, supported by Mr. Murphy to purchase
replacement carpeting for the pro shops at Springfield,
Red Oaks, and White Lake Oaks from the low bidder,
Carpet Contract Group, for $2,634.57.

Staff concurred with Purchasing to award the bids to the low bidder for each
item. The funds for these expenditures will come from the Grounds Maintenance
Budget for each park or golf course.

the bids for fertilizer for all parks and golf courses
to the low bidder in each category: 7 tons of greens
fertilizer to Turf Chemical for $3085.60; 4 tons of
tee fertilizer to W. F. Miller for $1644.80; 75 tons of
fairway fertilizer to Turf Chemical for $21,720; and
4 tons of Milorganite fertilizer to Terminal Sales for
$738.

MATERIAL FOR CONSTRUCTION OF VAULT RESTROOMS - ADDISON OAKS:
The following bids were received by Purchasing for four septic tanks, including
tops, required lumber, and shingles for the construction of the vault restrooms
for the Addison Oaks primitive campgrounds:

Mr. Figa said there were limited suppliers for the precast septic tanks in the
area and recommended awarding the bid to Advance Concrete for $6,000.
Bids for lumber and asphalt shingles are as follows:

Waterford Lumber 1,639.75 (incomplete bid)
Staff recommended awarding to the low bidder, Burke Lumber, who will supply all
of the required materials for $2,332.00. Burke is the low bidder due to the
inccmplete bid by Waterford Lumber.

four septic tanks for the vault restrooms at Addison Oaks

Mr. Figa noted that the above purchases were part of a 1984-84 capital project
that has a balance of $18,043. After an expenditure of $1,356.80 for metal door
and frame (awarded on March 7, 1984), there is a remaining balance of $16,687.00

Staff recommended purchasing from the lowest qualified bidder, Quality Industries,
for $10,951.40. There was $11,000 allocated in the Operating Equipment Budget
for the purchase.

OAK MANAGEMENT CONTRACT:
Mr. Ted Fuller, President of the Oak Management Corporation, noted that 1984
marked the tenth anniversary of Oak Management Corporation's food service contract
with the Oakland County Parks and Recreation Commission. He distributed a summary
of the sales, rents, and expenditures during that period (report attached).
Mr. Fuller discussed the proposed rates for the next five years of the contract,
1984 through December 31, 1988: Addison Oaks Conference Center, 8% or 100% of
utilities, whichever is greater; Addison Oaks Concession Stand, 11%; Independence
Oaks, 10%; Groveland Oaks, 10%; Springfield Oaks YAC, 5%; Waterford Oaks Activi-
ties Center, 5%; Springfield Oaks Clubhouse, 8%; White Lake Oaks, 8%; Glen Oaks,
10% plus 50% utilities plus 100% of janitorial costs. The rates stated are
percentage of gross sales and would result in an overall increase of approximately
10%. Increase for the Waterford Oaks Wave Pool was 11%.
Chairman Wint said that staff had negotiated with the Oaks on the new rates and
recommended approval of the proposed percentages for the next five years. Mr.
Fuller also requested that an extension be granted them for an additional 15
years, commencing January, 1989, with percentages to be negotiated at three
5-year intervals beginning in 1989. Staff concurred with his request and recommended
that the extension be granted.
Discussion was conducted on all aspects of the contract and the proposed 15-year
extension.

OAK MANAGEMENT CONTRACT (continued):
Moved by Mr. Lewis, supported by Mrs. Stanley to approve
the percentages recommended by staff and the Oak Manage-
ment Corporation for the next five years, beginning
January 1, 1984 and ending December 31, 1988.

Moved by Mrs. Stanley, supported by Mr. Lewis to extend
the contract with the Oak Management Corporation for an
additional fifteen years and amend the original contract
to include this 15-year period; gross percentages (rental
rates) to be negotiated every five years commencing
January 1, 1989.
Commissioner Moore voiced his opposition 'Lo an.exteasion of the contract ana
stated that other companies should have the opportunity to bid on our food and
beverage service.
Commissioner Murphy felt the Oak Corporation had proven themselves over the
years and deserved the extension of the contract based on their past performance.
Commissioner Stanley noted that the Oaks had invested some $225,000 in capital
improvements at our facilities.

BOTANICAL GARDEN -- ADDISON OAKS:
Mr. Figa reviewed the overall plan for a botanical garden at Addison Oaks and
requested Commission approval for the concept.
Mr. Figa said the estimated cost for the garden was approximately $1,000,000.
over a 15-year period.
It would be a collection of approximately 23 gardens, some of which would be
evergreens, hedges, bogs, sensory, Japanese, etc.
Mr. Figa and Commissioner Fox met with Nancy Passfield, the head of garden clubs
for a five -county area, who indicated it could become a project to which the
garden clubs would donate materials, gardens or volunteer services through the
years. There is $12,500. budgeted in this year's Capital Improvement Budget
to retain a consultant for further planning.

the concept of a botanical garden at Addison Oaks.

MANAGER'S REPORT
---Public hearing in Madison Heights on the proposed wave pool, Monday, March 26,
7:30 p.m., Madison Heights City Hall.
---Suggested the Commission put the millage issue on the agenda for the next
meeting.
---First Annual Michigan Recreation and Park Association Legislative Conference,
April 4, in Lansing. The all -day session starts at 8:30 a.m. with a reception
scheduled for 4:30 p.m. Requested Commission attendance.
---Day conference on "Training for Today's Recreation Needs", April 13, at
the Rackham Building in Detroit. It is co -sponsored by United Community Services
of Metropolitan Detroit and the Detroit Joint Recreation Committee.
---Received letter from Troy City Manager indicating the city could not donate
the acreage needed for the wave pool project as they felt they were already
being taxed 1/4 mill and could not contribute more taxes to the plan. A meeting
will be held to present.the concept to them.
---The Northwestern.Highway property is in the process of being disposed of.
There is a survey in process and the resolution is ready for presentation to
the Committee and the Board of Commissioners.
---Received award from the Revenue Sources Management School, Oglebay Park,
Wheeling, West Virginia for service to the School. The School is cosponsored
by the National Recreation & Park Association and North Carolina State Univer-
sity. Served as Instructor and on the Board of Regents for six years.
---Jon Kipke was interviewed on Channel 20. Will be aired on April 15.
NEW BUSINESS
---Moved by Mrs. Fox, supported by Mr. Moore to change
the April 4th meeting to April 6th, 9:30 a.m.

---Commissioner Murphy said that the county was hosting a recognition day
for volunteers. The Board of Commissioners has made an appropriation for
the day and are requesting that the Parks and Recreation Commission donate
$1300. to help defray expenses for the event..
Staff recommended that the funds be granted.
Moved by Mr. Murphy, supported by Mr. Lewis to approve
an amount up to $1300 for the "Volunteer Recognition
Day", hosted by the County.
