May 16, 1984
The meeting was called to order at 10:10 a.m. by Chairman.Lewis Wint in the Parks
and Recreation Commission's conference room.

APPROVAL OF MINUTES:
Moved by Mrs. Fox, supported by Mrs. Stanley, to approve
the minutes of the meeting of May 2, 1984, as written.

APPROVAL OF VOUCHERS:
Moved by Mrs. Fox, supported by Mrs. Stanley to approve
payment of vouchers 4-280 through 4-297 and 5-1 through
5-170.

(Commission Meeting, May 16, 1984)
FIRE CIRCLE RINGS - ADDISON OAKS:
Mr. Kipke requested the purchase of forty fire circle rings for the new campsites at
Addison Oaks. The Purchasing Department previously purchased this type of ring from
Superior Products for $35 each for 80 delivered to Groveland Oaks. Purchasing felt
the quoted price of $38 each for 40 rings was a good one and recommended the purchase
from Superior.
Staff concurred with the recommendation. The rings were not included in the budget
and funds for the purchase would come from the operating equipment surplus. There
is $8500 available in the surplus account.
Moved by Mr. Cousins, supported by Mrs. Stanley to purchase
40 fire circle rings for use at Addison Oaks from Superior
Products for $38 each; total cost, $1,520.
Motion carried.
COURT COMPLEX LIGHTING:
The following bids were received by Purchasing for court complex lighting at
Waterford Oaks. The project consists of.poles, fixtures, wiring, connections, and
other miscellaneous items.

Mr. Figa explained that the Waterford Oaks Court Complex was designed and constructed
to accommodate future lighting. This included the installation of underground conduit,
concrete bases and panels, etc.
Staff determined it was necessary to complete the lighting project at this time due
to security and liability. The lighting will illuminate the area between the parking
lot and the platform tennis courts and will also allow the National Horseshoe
Pitchers Association to conduct tournaments at the complex.
Staff recommended awarding the contract to the low bidder, County Electric Company,
for $18,660, plus alternate of $1,648 for a contract amount of $20,308, plus a 5%
contingency of $1,015 for a.total budget of $21,323.
Funds for the project would come from the 1984 capital budget.
Moved by Mr. Cousins, supported by Mr. Vogt to award the
contract for additional lighting for the court complex at
Waterford Oaks to the low bidder, County Electric Company,
for $18,660, plus alternate of $1,648 and a 5% contingency
of $1,015 for a total project cost of $21,323.

MESH PROTECTIVE SCREENING - WATERFORD OAKS WATER SLIDE:
The following bids were received for mesh protective screening for the Waterford

Mr. Figa explained that we had pump damage due to stones entering the intake pipe
at the slide. To correct the problem, it is necessary to put a stainless steel
mesh over the intake pipe to prevent stones from entering.
Staff recommended purchasing from the high bidder, Carroll Industrial Fastener, for
$1,112.28 as their mesh was much superior and would better serve this function.
Mr. Figa distributed samples of the different types of mesh.
Funds for the purchase were budgeted in the building maintenance account for the
water slide.
Moved by Mr. Cousins, supported by Mr. Kuhn to purchase
wire mesh for the intake pipe at the Waterford Oaks water
slide from Carroll Industrial Fastener for $1,112.28.

ROAD IMPROVEMENTS - INDEPENDENCE OAKS:
Mr. Figa explained that when the nature center at Independence Oaks was planned, the
project boundary did not include at least a 1500 ft.+ segment of the existing vacated
Perry Lake Road. This segment of road is used as part of the present trail system
and we had originally anticipated only minor improvements which.could be handled by
park personnel.
Because the road will now be accommodating two-way traffic, the trail must be moved.
Since the present road base has broken down over the years and the soil is unstable,
park personnel are not able to do the improvements.
Mr. Figa further explained that we presently have a contract with Jerry Newman for
construction of the 3000ft.+ road into the nature center. Mr. Newman quoted a
price of $7500 for the additional work. It would include 500 sq. yards of soil
stabilization mats, 4 culverts and flared ends, clearing of approximately 800-1000'
for the new trail, 1500 cu, yards of fill, 6'' of 22A road gravel (560 cu. yards) and
topsoiling and re -installation of some existing culverts. The cost is based primarily
on unit prices in the present contract.
Staff recommended the additional work be authorized. The money would come from the
present contingency for the project.

Moved by Mrs. Stanley, supported by Mr. Cousins to
contract with Jerry Newman for $7500 to perform
additional road work on a 1500 ft.+ segment of the
existing vacated Perry Lake Road at the Independence
Oaks Nature Center.
Motion carried.
Moved by Mrs. Stanley, supported by Mrs. Fox to
authorize Jerry Newman to do the seeding on the
sides of the road at the Independence Oaks Nature Center.
Motion carried.
PARK PASS POLICY:
Moved by Mr. Kuhn, supported by Mr. Vogt to table
"Park Pass Policy" until the next meeting.

MANAGER'S REPORT:
---The Red Oaks Wave Pool will be on the agenda for the next meeting. The traffic
analysis being conducted by an outside firm was not ready for this meeting.
Mr. Reickel and Mr. Figa will go before the Troy City Council on May 21 regarding
the additional property necessary for the facility.
---House Joint Resolution "M" was approved by the General Government Committee. Also
forwarded letters to Oakland County Senators asking their support of the resolution.
---The Board of Commissioners approved the sale of 12.9 acres adjacent to Glen Oaks
at its May 10 meeting.
---Notified by the National Association of County Parks and Recreation Officials that
the Oakland County Parks and Recreation Commission had been selected as the recipient
of its 1984 NACPRO Organizational Award. The award will be presented at a banquet
in Seattle during the NACO conference. Will ask Commissioner Wilcox to accept the
award for us.
---Ricky Denman, a young man who was raised in one of the park houses, has volunteered
his services to update and renovate the windmill on Windmill Island at Groveland
Oaks.
---Made Commission aware of Senate Bill 670, a bill submitted by Senator Faxon to
try and get our one -quarter mill rolled back to the local communities.

MANAGER'S REPORT (continued):
---Attended parts of the Governor's Conference on Tourism and Travel on May 13 and
14 in Flint. It will be an annual affair.
---Chairman Wint said that new trustee, Patrick Freydl, had agreed to work on a fund
raiser for the Oakland Parks Foundation and bring in a name entertainer. Mr. Freydl
recently brought Andy Williams and Bob Hope to this area. Mr. Reickel said that
perhaps recreation departments in Oakland County would cooperate in selling tickets
for the event.
The Foundation will sponsor a gift catalog and is soliciting financial assistance
to get it printed. Pulte Homes donated $1,200 for the keylining and layout. A
copy of the catalog will go to every lawyer and trust in Oakland County, as well as
bank officers. It will also be distributed at speaking engagements scheduled by
this department.
The Foundation's annual dinner at Addison Oaks was a huge success and four new
trustees were installed. The Foundation plans on hiring a part-time administrator
for a six-month period.
Chairman Wint commended Foundation President, George Googasian, for the work he
has accomplished for the group.
---Chairman Wint introduced Portia Fields -Anderson who recently joined the Parks
and Recreation Commission as a recreation supervisor. Portia was formerly employed
by the City of Pontiac Parks and Recreation Department.
---Planning and Building approved our request that the millage renewal be placed on
the August primary ballot. It now goes to Finance and then to the full board. It
was suggested that "Full one -quarter mill" be inserted in the wording on the ballot
to avoid confusion.
Commissioner Cousins asked that we emphasize, in the campaign, the amount of
dollars that stay in Oakland County as a result of our facilities and the number of
residents who are provided employment.
---Mr. Figa said that construction on the Nature Center was going very slowly. The
basement is in and the next step is the concrete decking and the superstructure.
The site work is going well and is one-half to three-quarters completed.
The maintenance building at Glen Oaks is completed. The slate roof and the gutters
at the Clubhouse are in dire need of repair and replacement. It is estimated that
the project would cost from $85,000 to $100,000 if portions of the roof were repaired
and new slate put on certain areas. A totally new roof would cost in excess of
$200,000. Plans call for a canopy to the entrance of the clubhouse.
Moved by Mr. Cousins, supported by Mrs. Stanley to
adjourn.
