Motion carried. APPROVAL OF PAYMENTS: Moved by Mrs. Fox, supported by Mr. Olsen to approve the payment of Vouchers 4-1 through 4-257. ROLL CALL VOTE: AYES: Fox, Kuhn, Nelson, Olsen, Stanley, Wint (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 3-1 (Commission Meeting, April 23, 1986) (_nT R T)nMV Copies of a proposed Letter of Understanding between the Oakland County Parks and Recreation Commission and the Oakland Golf Dome Associates were distributed. The proposal would allow Oakland Golf Dome Associates to leave the dome up for the summer months. In exchange, Oakland Golf Dome Associates would be committed to pay the Commission $2,000 per month; they would be responsible to pay all expenses and a pro -rated share of the taxes. Commissioner Nelson felt it was the lessee's responsiblity to pay any increase in taxes resulting from leaving the Dome up year around. Moved by Mr. Nelson, supported by Mr. Kuhn to approve the Letter of Understanding between the Oakland County Parks and Recreation Commission and the Oakland Golf Dome Associates, subject to adding a phrase in para- graph 4(b), to require the lessee to pay for any increase in real and personal property taxes from this point forward. Legal language for that change will be written by Corporation Counsel. RTn TTRMq As per the information filed in the agenda, the following bids were approved for purchase: Moved by Mr. Murphy, supported by Mrs. Fox to award the bid for the pur- chase of 20 round fiberglass tables for the Red Oaks Wave Pool to the low bidder, Leo Seavey, in the amount of $5,260. Motion carried. Moved by Mrs. Stanley, supported by Mr. Lewis to award the bid for the installation of a sprayed -on polyurethane silicone roof for the White Lake Oaks Clubhouse to Energy Shield in the amount of $17,846. Motion carried. Moved by Mr. Nelson, supported by Mr. Olsen to split the bid for the pur- chase of trees for the golf courses and award the purchase of 50 Austrian Pines to the low bidder, Wiegand's, in the amount of $4,389; and the pur- chase of 10 Weeping Willow trees to Christianson's in the amount of $280. Total purchase price for the trees is $4,669. Motion carried. Moved by Mrs. Stanley, supported by Mr. Olsen to award the bid for the installation of a crowd control cyclone fence at the Waterford Oaks Wave Pool to Cyclone Fence in the amount of $11,200. Moved by Mr. Olsen, supported by Mrs. Stanley to approve the purchase of an historical marker for the Glen Oaks Clubhouse from the State of Michigan in the amount of $1,485. Motion carried. Moved by Mr. Olsen, supported by Mr. Lewis to award the bid for the pur- chase of an XL Hustler Rotary Mower for Addison Oaks to the low bidder, Utica Tractor Sales, in the amount of $4,856.55. Motion carried. FIREWORKS DISPLAY - INDEPENDENCE OAKS: Moved by Mr. Olsen, supported by Mrs. Fox to approve the Township of Independence's request for a fireworks display on June 8, 1986, at Indep- endence Oaks to celebrate the Township's Sesquicentennial and Independence Oak Park's tenth anniversary. Motion carried. OAKLAND PARKS FOUNDATION: --Fran Greenebaum, Executive Director of the Oakland Parks Foundation, reviewed the details for the Foundation's Second Annual Summer Family Fun Day, which is scheduled for Saturday, June 14, 1986, at Waterford Oaks Wave Pool. She requested Commission approval of the same financial arrangements for this event as last year's. Moved by Mr. Nelson, supported by Mrs. Fox to approve the revenues coll- ected at the Second Annual Summer Family Fun Day on June 14, 1986, be given to the Oakland Parks Foundation, which is sponsoring this event. Motion carried. --Encouraged all Commissioners to attend the Foundation's annual dinner, which is shceduled for Wednesday, May 7, at the Addison Oaks Conference Center. --The groundbreaking for the Cohn Amphitheater is May 14; hope to have it com- pleted by July 4, 1986. PUBLIC COMMUNICATIONS REPORT: Jan Pung reviewed the public communications quarterly report for the period of January through March, 1986, noting special publications and magazine articles printed during that time. ROUGE RIVER '86: Mr. Handorf reviewed the progress and commitments being made to help clean up the Rouge River. June 7 has been designated as "Rouge River Day", and is being promoted as an awareness type of program. He requested Commission approval 3-3 (Commission Meeting, April 23, 1986) of a resolution in support of this project. Moved by Mr. Olsen, supported by Mrs. Stanley to approve the following resolution: WHEREAS the Rouge River Watershed Basin encompasses the municipalities of Auburn Hills, Beverly Hills, Bingham Farms, Birmingham, Bloomfield Hills, Bloomfield Township, Farmington, Farmington Hills, Franklin, Lathrup Village, Lyon Township, Novi, Pontiac, Rochester Hills, Southfield, Southfield Township, Troy, Walled Lake and West Bloomfield Township in Oakland County; and WHEREAS the Rouge River Basin has been designated a Class A area of concern in the Great Lakes Basin by the International Joint Commission; and WHEREAS the water quality of the Rouge is extremely poor and characterized by proliferation of gross solids, turbidity, odors, low oxygen, contaminated sediments and algae, all of which pose health and safety problems and prevents the enjoyment of this resource by the public; and WHEREAS the Michigan Water Resource Commission has approved the Rouge River Basin strategy and calls upon all local jurisdictions within the Rouge River Basin to work diligently to implement the strategy and to identify goals and objectives and begin remedial actions to correct water pollution problems in the Rouge River Basin; and WHEREAS June 7, 1986 has been identified as "Rouge Rescue '86" Day. NOW THEREFORE BE IT RESOLVED that Oakland County Parks and Recreation Commission supports "Rouge Rescue '86" Day for the purpose of bringing to the attention of the public the efforts which will be made in cleaning up the Rouge River so the recreational quality of the river can again be enjoyed. Motion carried. MANAGER'S REPORT: Manager Richard reviewed the Manager's Report as filed in the agenda. --The Annual Parks Tour has been scheduled for Wednesday, June 18, following the regular Commission meeting starting at 9:00 a.m. that morning. --The next Commission meeting will be Wednesday, May 21, 1986, at 9:00 a.m. Meeting adjourned at 11:18 a.m. Pecky D.
