COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Vice Chairman Jean Fox, Secretary Pecky Lewis, Jr., Walter Moore, Daniel Murphy, Ralph Nelson COMMISSION MEMBERS ABSENT: John Gnau, George Kuhn, Lillian Moffitt, Carol Stanley ALSO PRESENT: Parks and Recreation Dept, of Public Works Oakland County Purchasing Snell Environmental Group, Inc. APPROVAL OF MINUTES: Ralph Richard, Manager Jon Kipke, Assistant Manager C. L. Motion carried. APPROVAL OF PAYMENT: Moved by Mr. Lewis, supported by Mr. Moore to approve the payment of Vouchers 1-48 through 1-58 and 2-1 through 2-102. Motion carried. ACTIVITIES REPORT: Moved by Mr. Lewis, supported by Mr. Moore to receive the Activities Report for January, 1986. Motion carried. 3c - 1 (Commission Meeting, February 12, 1986) RECREATION MASTER PLAN: The Department of Natural Resource's filing deadline for the recreation master plan is March 1. Robert Ford, Snell Environmental Group, noted that the interim plan filed last year when the project was begun could govern for five years, so the consultants have time to revise the new plan to incorporate the input received at the public hearing. Per the DNR's suggestion, the consultants will compile a preliminary draft of the adoption, along with the comments and minutes of today's public hearing, and insert that information into the adoption section of the plan. The Commission can then approve the final copy at a future meeting. Commissioner Lewis suggested that the following additional objective be considered for approval under the goal to "Promote the acquisition of additional parklands to assist servicing areas within the County that are underserviced or deficient": Monitor large tracts of land for the future, such as park land (HCMA), down -sized or abandoned airports, and factories. Some day that land may become available with potential use as a park. Moved by Mr. Lewis, supported by Mr. Moore to direct the Chairman to write a letter to Snell Environmental Group commending Robert Ford and Dr. Michael Chubb on the outstanding job they have done on behalf of the Commission in compiling and writing the new over- all recreation master plan. Motion carried. 1986 LAND AND WATER PRE -APPLICATIONS: Joe Figa noted that the Department of Natural Resources notified staff that the deadline for the pre -applications to request matching land and water funds is March 1. This is the first required review; if a pre -application is approved, a full application must be submitted later in the year. A public hearing is also required, which was accomplished this morning. The projects staff selected are as follows: 1. Waterford Oaks Toboggan Slide 2. Independence Oaks Organizational Camping Site Acquisition 3. Groveland Oaks Phase III, Section B, Camping Development Staff requested the Commission approve a resolution recommending the submission of these pre -applications. Moved by Mr. Moore, supported by Mr. Nelson to approve the submission of three (3) pre -applications for matching funds from the Land and Water Conservation Fund with the following resolution: WHEREAS, the Oakland County Parks and Recreation Com- mission has been notified by the Department of Natural Re- sources that pre -applications for the cost sharing Land and Water Funds may be submitted by March 1, 1986, 3c - 2 (Commission Meeting, February 12, 1986) WHEREAS, the Oakland County Parks and Recreation Commission has identified and established priorities for acquisition and development projects within the adopted Recreation Master Plan, WHEREAS, the Oakland County Parks and Recreation Commission recommends the filing of the following pre -applications to the Department of Natural Resources for a matching grant: Waterford Oaks Toboggan Slide Groveland Oaks Phase III, Section B, Camping Development Independence Oaks Organizational Camping Site Acquisition NOW, THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission recommends submission of above said pre -application grants with the appropriate matching funds to be designated from the one -quarter mil. ROLL CALL VOTE: AYES: Fox, Lewis, Moore, Murphy, Nelson, Wint (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. IRRIGATION SUPPLIES - SPRINGFIELD OAKS GOLF COURSE: The following bids were received for the purchase of 10 greens sprinkler heads, 25 fairway sprinkler heads, and 3 irrigation clocks for Springfield Oaks Golf Course: Century Rain Aid Brinker's Plumbing $ 3,345.00 4,532.50 Federal Lawn Sprinkler 4,276.30 Aqua Mist Thompson Plumbing Countryside 5,575.50 NO BID NO BID These irrigation supplies are part of the on -going program to upgrade the irriga- tion system at the Springfield Oaks Golf Course. The old heads are plastic and we have experienced numerous problems with wearing and cracking. The new heads are of brass construction. Staff concurred with Purchasing's recommendation to award the bid to the low bidder, Century Rain Aid, in the amount of $3,345.00. There was $4,300 budgeted in the Operating Equipment Budget for this purchase. 3c - 3 (Commission Meeting, February 12, 1986) Moved by Mrs. Fox, supported by Mr. Lewis to award the bid for the purchase of 10 greens sprinkler heads, 25 fairway sprinkler heads, and 3 irrigation clocks for Springfield Oaks Golf Course to the low bidder, Century Rain Aid, in the amount of $3,345.00. Motion carried. TORO VERTICUT MOWERS - GLEN OAKS GOLF COURSE: Staff received from Purchasing the following price for a set of three (3) Toro Greens Master verticut thatching reel mowers for Glen Oaks Golf Course: Wilkie Turf $ 1,133.00 The reels are a new piece of equipment and can only be attached to a Toro Greens mower. Wilkie Turf is the local distributor for the Toro equipment. Staff concurred with Purchasing's recommendation to award the purchase to Wilkie Turf in the amount of $1,133.00. There was $1,200 budgeted in the Operating Equipment Budget for this purchase. Moved by Mrs. Fox, supported by Mr. Nelson to award the purchase of three (3) Toro Greens Master verticut thatching reel mowers for Glen Oaks Golf Course to Wilkie Turf in the amount of $1,133.00. Motion carried. MYERS SPRAY TANK - SPRINGFIELD OAKS GOLF COURSE: Bids were received for the purchase of a 200 gallon fiberglass Myers spray tank for Springfield Oaks Golf Course. Bids are as follows: W. F. Miller F. E. Myers Lawn Equipment $ 1,145.00 NO BID NO BID This tank is replacing a 20 year -old steel tank, and will be installed on our existing Myers sprayer. W. F. Miller is the local distributor for Myers sprayers; the manufacturer, F. E. Myers, will not sell direct. Staff concurred with Purchasing's recommendation to award the bid to W. F. Miller in the amount of $1,145.00. There was $1,000 budgeted in the Operating Equipment Budget for this purchase; the balance of $145 will come from the Operating Equipment surplus. Moved by Mr. Nelson, supported by Mrs. Fox to award the purchase of a 200 gallon Myers spray tank for Springfield Oaks Golf Course to W. F. Miller in the amount of $1,145.00. Motion carried. 3c - 4 (Commission Meeting, February 12, 1986) TRUCKSTER - WHITE LAKE OAKS: Staff received the following bids from Purchasing for the purchase of a truckster for White Lake Oaks: Lawn Equipment $ 4,795.00 Pifer, Inc. 5,050.00 Industrial Vehicle 4,550.00 Wilkie Turf 5,695.00 Kubik, Inc. 5,675.00 W. F. Miller NO BID The truckster will be replacing a 12 year -old machine in poor condition and will be used with a spray unit for applying chemicals on the greens. The old truckster will be placed in the County auction for sale. Staff concurred with Purchasing's recommendation to award the bid to the low bidder, Industrial Vehicle Sales, in the amount of $4,550.00. There was $5,700 budgeted in the Operating Equipment budget for this purchase. Moved by Mr. Moore, supported by Mr. Lewis to award the bid for the purchase of a truckster for White Lake Oaks to the low bidder, Industrial Vehicle Sales, in the amount of $4,550.00. Motion carried. CULVERT - GLEN OAKS GOLF COURSE: Bids were received for the purchase of a 24 ft. metal culvert and two (2) end sections for the Glen Oaks Golf Course. They are as follows: Midway Supply NO BID Wheeling Corrugating NO BID St. Regis Culvert $ 2,648.00 Smede & Son 3,140.00 Larson Company 3,391.04 Boomer Company 4,141.00 The culvert and end sections will be installed by golf course employees. The culvert is part of a capital improvement project to construct a new bridge and cart path on the 15th fairway of the golf course. Staff concurred with Purchasing's recommendation to award the bid to the low bidder, St. Regis Culvert, in the amount of $2,648.00. $12,000 has been budgeted for this project. 3c - 5 (Commission Meeting, February 12, 1986) Moved by Mrs. Fox, supported by Mr. Nelson to award the bid for the purchase of a 24 ft. culvert and two (2) end sections for Glen Oaks Golf Course to the low bidder, St. Regis Cul- vert, in the amount of $2,648.00. Motion carried. HOT WATER PRESSURE WASHER - GROVELAND OAKS: The following bids were received for the purchase of a hot water pressure washer for Groveland Oaks: Midwest Cleaning $ 1,900.00 Eiden Equipment 1,745.00 Cyril J. Burke 1,651.00 Universal Equipment NO BID Bostwick Braun NO BID RWL Service Co. NO BID This is a replacement purchase for an 8 year -old cold water washer in poor condi- tion. The old unit will be placed in the County's spring auction for sale. Staff concurred with Purchasing's recommendation to award the purchase to the low bidder, Cyril J. Burke, in the amount of $1,651.00. There was $2,600 budgeted in the Operating Equipment Budget for this purchase. Moved by Mr. Murphy, supported by Mr. Nelson to award the bid for the purchase of a hot water pressure washer for Groveland Oaks to the low bidder, Cyril J. Burke, in the amount of $1,651.00. Motion carried. TRACTOR BROOM ATTACHMENT - ADDISON OAKS: Bids were received for the purchase of a rotary broom attachment for a John Deere tractor at Addison Oaks. They are as follows: Capital Equipment $ 3,050.83 Panther of Pontiac 3,635.00 Canton Power 3,300.00 Munn Ford Tractor 3,781.00 Jenkins Equipment 3,905.00 AIS Construction 3,700.00 Baker Lawn & Leisure 3,584.00 This broom attachment will be used to remove snow, dirt and leaves from the walk- ways and parking lots throughout the park. 3c - 6 (Commission Meeting, February 12, 1986) Staff concurred with Purchasing's recommendation to award the bid to the low bid- der, Capital Equipment, in the amount of $3,050.83. There was $3,420 budgeted in the Operating Equipment Budget for this purchase. Moved by Mrs. Fox, supported by Mr. Lewis to award the bid for the purchase of a rotary broom attachment for a John Deere tractor at Addison Oaks to the low bidder, Capital Equipment, in the amount of $3,050.83. Motion carried. TRACTOR CAB - ADDISON OAKS: The following bids were received for the purchase of a John Deere tractor cab for Addison Oaks: Capital Equipment $ 2,105.00 Canton Power 2,300.00 Panther of Pontiac 2,775.00 AIS Construction 2,200.00 Theiser Equipment 2,480.00 Bakers Lawn & Leisure 2,338.00 This cab will provide protection to the employees using the tractor in inclement weather. It will also provide rollover protection, and lights for use at night. Staff concurred with Purchasing's recommendation to award the bid to the low bidder, Capital Equipment, in the amount of $2,105.00. There was $3,100 budgeted in the Operating Equipment Budget for this purchase. Moved by Mr. Nelson, supported by Mr. Lewis to award the bid for the purchase of a John Deere tractor cab for Addison Oaks to the low bidder, Capital Equipment, in the amount of $2,105.00. Motion carried. POOL VACUUMS - WATERFORD OAKS AND RED OAKS WAVE POOLS: Bids were received for the purchase of two (2) Aqua King pool vacuums for Waterford Oaks and Red Oaks Wave Pools. They are as follows: Halogen Supply Steelcrete Aqua Vac Systems $ 8,262.00 7,679.18 9,180.00 One vacuum is a replacement for a 7 year -old unit at Waterford Oaks; the second is a new piece of equipment for the wave pool at Red Oaks. 3c - 7 (Commission Meeting, February 12, 1986) Staff concurred with Purchasing's recommendationto award the bid to the low bidder, Steelcrete, in the amount of $7,679.18. There was $8,000 budgeted in the Operating Equipment Budget for this purchase. Moved by Mr. Moore, supported by Mr. Murphy to award the bid for the purchase of two (2) pool vacuums for the Waterford Oaks and Red Oaks Wave Pools to the low bidder, Steelcrete, in the amount of $7,679.18. Motion carried. MEGAPHONES - RED OAKS AND WATERFORD OAKS WAVE POOLS: The following bids were received for the purchase of twelve (12) megaphones for the Red Oaks and Waterford Oaks Wave Pools: Sound Engineering RS Electronics TRA Electronics $ 1,079.52 1,236.00 1,512.00 Four (4) megaphones are replacement units for the Waterford Oaks Wave Pool; the remaining eight (8) are new equipment for the Red Oaks Wave Pool. Staff concurred with Purchasing's recommendation to award the bid to the low bidder, Sound Engineering, in the amount of $1,079.52. There was $1,200 budgeted in the Operating Equipment Budget for this purchase. Moved by Mrs. Fox, supported by Mr. Nelson to award the bid for the purchase of twelve (12) megaphones for the Waterford Oaks and Red Oaks Wave Pools to the low bidder, Sound Engin- eering, in the amount of $1,079.52. Motion carried. LIFEGUARD SUITS - ALL PARKS: Bids were received for the purchase of 292 lifeguard suits. These suits, of a special color design to designate the employees as lifeguards, will be used at all of our swim facilities. The bids are as follows: Swim Shop $ 3,792.00 Adolf Keeper 4,223.00 MC Sporting Goods NO BID Brund Lockers NO BID Staff concurred with Purchasing's recommendation to award the purchase to the low bidder, Swim Shop, in the amount of $3,792.00. Funds for this purchase are contained in the Uniform Account of the Operating Budget from each respective facility. 3c - 8 (Commission Meeting, February 12, 1986) Moved by Mr. Murphy, supported by Mr. Moore to award the bid for the purchase of 292 lifeguard suits for the parks to the low bidder, Swim Shop, in the amount of $3,792.00. Motion carried. GOLF PENCILS - GOLF COURSES: Staff received the following bids for the purchase of 1M gross of golf pencils for the golf courses: Bruckman Specialties $51.63/M $7,434.72 Hornungs 4.05/gr. 4,050.00 Golf Mart 4.05/gr. 4,050.00 Achievement Products 3.95/gr. 3,950.00 Boise Cascade 3.06/gr. 3,060.00 Able Office Supply 2.97/gr. 2,970.00 A.E.M. 2.65/gr. 2,650.00 Atlas Pen & Pencil 2.40/gr. 2,400.00 These golf pencils will be imprinted with the phrase, "Oakland County P & R". This supply will be sufficient for the 1986 golf season. Staff concurred with Purchasing's recommendation to award the purchase to the low bidder, Atlas Pen & Pencil, in the amount of $2,400.00. Funds for this purchase will come from the Office Supply Account from each golf course's Operating Budget. Moved by Mr. Nelson, supported by Mr. Lewis to award the bid for the purchase of 1M gross of imprinted golf pencils for all of the golf courses to the low bidder, Atlas Pen & Pen- cil, in the amount of $2,400.00. Motion carried. GOLF TEES - GOLF COURSES: Bids were received for the purchase of 220M golf tees for all of the golf courses. Funds for this purchase will come from the Merchandise for Resale Account from each golf course's Operating Budget. MANArFR'A RF.PnRT! ---Distributed a copy of a study conducted by the National Sporting Goods Associ- ation reflecting swimming as the No. 1 participation activity in the United States, with camping No. 3. ---Distributed a copy of a letter from Jack Hays, Corporation Counsel, with his answer on the review of the Commission's agreement with Kerry Kammer. ---Distributed a copy of a letter from an attorney in regards to the housing policy updated in 1985 as it pertains to the park supervisors. ---Distributed a copy of the list of marketing firms who submitted proposals to the Commission. Staff will review the proposals and make recommendations at the next Commission meeting. ---The Commission has negotiated with the help of Corporation Counsel to purchase three additional parcels in the floodplain area at Independence Oaks. Two more are still under negotiation. ---The County's new insurance firm, Gallagher Bassett Insurance Services, spent one full week reviewing all of the Commission's facilities, speaking to staff and reviewing potential liabilities. A report from the firm will be forthcoming. ---The Oakland Parks Foundation's Patron Brunch will be held Sunday, February 16 at the Addison Oaks Conference Center. The Bob Posch Benefit is Thursday, Feb- ruary 27, at Duffy's on the lake. If you will be able to attend either function, please contact Fran Greenebaum. ---Applications for summer employees will be accepted February 18 through April 4. If you know someone who wants a job, they can either call Personnel for an appli- cation or pick one up from their office at the Executive Office Building between those dates.
