The meeting was called to order at 11:24 a.m. by Chairman Lewis Wint in the Parks
and Recreation Commission's conference room.

APPROVAL OF PAYMENT:
Moved by Mr. Lewis, supported by Mr. Moore to approve the
payment of Vouchers 1-48 through 1-58 and 2-1 through 2-102.
Motion carried.
ACTIVITIES REPORT:
Moved by Mr. Lewis, supported by Mr. Moore to receive the
Activities Report for January, 1986.

(Commission Meeting, February 12, 1986)
RECREATION MASTER PLAN:
The Department of Natural Resource's filing deadline for the recreation master
plan is March 1. Robert Ford, Snell Environmental Group, noted that the interim
plan filed last year when the project was begun could govern for five years, so
the consultants have time to revise the new plan to incorporate the input received
at the public hearing. Per the DNR's suggestion, the consultants will compile
a preliminary draft of the adoption, along with the comments and minutes of today's
public hearing, and insert that information into the adoption section of the plan.
The Commission can then approve the final copy at a future meeting.
Commissioner Lewis suggested that the following additional objective be considered
for approval under the goal to "Promote the acquisition of additional parklands
to assist servicing areas within the County that are underserviced or deficient":
Monitor large tracts of land for the future, such as park land (HCMA), down -sized
or abandoned airports, and factories. Some day that land may become available
with potential use as a park.
Moved by Mr. Lewis, supported by Mr. Moore to direct the Chairman
to write a letter to Snell Environmental Group commending Robert
Ford and Dr. Michael Chubb on the outstanding job they have done
on behalf of the Commission in compiling and writing the new over-
all recreation master plan.

1986 LAND AND WATER PRE -APPLICATIONS:
Joe Figa noted that the Department of Natural Resources notified staff that the
deadline for the pre -applications to request matching land and water funds is
March 1. This is the first required review; if a pre -application is approved,
a full application must be submitted later in the year.
A public hearing is also required, which was accomplished this morning.
The projects staff selected are as follows:
1. Waterford Oaks Toboggan Slide
2. Independence Oaks Organizational Camping Site Acquisition
3. Groveland Oaks Phase III, Section B, Camping Development
Staff requested the Commission approve a resolution recommending the submission
of these pre -applications.
Moved by Mr. Moore, supported by Mr. Nelson to approve the
submission of three (3) pre -applications for matching funds
from the Land and Water Conservation Fund with the following
resolution:
WHEREAS, the Oakland County Parks and Recreation Com-
mission has been notified by the Department of Natural Re-
sources that pre -applications for the cost sharing Land and
Water Funds may be submitted by March 1, 1986,

WHEREAS, the Oakland County Parks and Recreation Commission
has identified and established priorities for acquisition and
development projects within the adopted Recreation Master Plan,
WHEREAS, the Oakland County Parks and Recreation Commission
recommends the filing of the following pre -applications to the
Department of Natural Resources for a matching grant:
Waterford Oaks Toboggan Slide
Groveland Oaks Phase III, Section B, Camping
Development
Independence Oaks Organizational Camping Site
Acquisition
NOW, THEREFORE BE IT RESOLVED that the Oakland County Parks
and Recreation Commission recommends submission of above said
pre -application grants with the appropriate matching funds to be
designated from the one -quarter mil.

IRRIGATION SUPPLIES - SPRINGFIELD OAKS GOLF COURSE:
The following bids were received for the purchase of 10 greens sprinkler heads,
25 fairway sprinkler heads, and 3 irrigation clocks for Springfield Oaks Golf

These irrigation supplies are part of the on -going program to upgrade the irriga-
tion system at the Springfield Oaks Golf Course. The old heads are plastic and
we have experienced numerous problems with wearing and cracking. The new heads
are of brass construction.
Staff concurred with Purchasing's recommendation to award the bid to the low bidder,
Century Rain Aid, in the amount of $3,345.00.
There was $4,300 budgeted in the Operating Equipment Budget for this purchase.

for the purchase of 10 greens sprinkler heads, 25 fairway

TORO VERTICUT MOWERS - GLEN OAKS GOLF COURSE:
Staff received from Purchasing the following price for a set of three (3) Toro
Greens Master verticut thatching reel mowers for Glen Oaks Golf Course:

The reels are a new piece of equipment and can only be attached to a Toro Greens
mower. Wilkie Turf is the local distributor for the Toro equipment.
Staff concurred with Purchasing's recommendation to award the purchase to Wilkie
Turf in the amount of $1,133.00.
There was $1,200 budgeted in the Operating Equipment Budget for this purchase.

purchase of three (3) Toro Greens Master verticut thatching
reel mowers for Glen Oaks Golf Course to Wilkie Turf in the
amount of $1,133.00.

MYERS SPRAY TANK - SPRINGFIELD OAKS GOLF COURSE:
Bids were received for the purchase of a 200 gallon fiberglass Myers spray tank
for Springfield Oaks Golf Course. Bids are as follows:

This tank is replacing a 20 year -old steel tank, and will be installed on our
existing Myers sprayer.
W. F. Miller is the local distributor for Myers sprayers; the manufacturer, F. E.

Staff concurred with Purchasing's recommendation to award the bid to W. F. Miller
in the amount of $1,145.00.
There was $1,000 budgeted in the Operating Equipment Budget for this purchase;
the balance of $145 will come from the Operating Equipment surplus.

purchase of a 200 gallon Myers spray tank for Springfield
Oaks Golf Course to W. F. Miller in the amount of $1,145.00.

TRUCKSTER - WHITE LAKE OAKS:
Staff received the following bids from Purchasing for the purchase of a truckster
for White Lake Oaks:

The truckster will be replacing a 12 year -old machine in poor condition and will
be used with a spray unit for applying chemicals on the greens. The old truckster
will be placed in the County auction for sale.
Staff concurred with Purchasing's recommendation to award the bid to the low bidder,
Industrial Vehicle Sales, in the amount of $4,550.00.
There was $5,700 budgeted in the Operating Equipment budget for this purchase.

bid for the purchase of a truckster for White Lake Oaks
to the low bidder, Industrial Vehicle Sales, in the
amount of $4,550.00.

CULVERT - GLEN OAKS GOLF COURSE:
Bids were received for the purchase of a 24 ft. metal culvert and two (2) end
sections for the Glen Oaks Golf Course. They are as follows:

St. Regis Culvert, in the amount of $2,648.00.
$12,000 has been budgeted for this project.

The following bids were received for the purchase of a hot water pressure washer

There was $2,600 budgeted in the Operating Equipment Budget for this purchase.

TRACTOR BROOM ATTACHMENT - ADDISON OAKS:
Bids were received for the purchase of a rotary broom attachment for a John Deere
tractor at Addison Oaks. They are as follows:

The following bids were received for the purchase of a John Deere tractor cab

There was $3,100 budgeted in the Operating Equipment Budget for this purchase.

Bids were received for the purchase of two (2) Aqua King pool vacuums for Waterford
Oaks and Red Oaks Wave Pools. They are as follows:

special color design to designate the employees as lifeguards, will be used at
all of our swim facilities. The bids are as follows:

Staff concurred with Purchasing's recommendation to award the purchase to the

---Distributed a copy of a study conducted by the National Sporting Goods Associ-
ation reflecting swimming as the No. 1 participation activity in the United States,
with camping No. 3.
---Distributed a copy of a letter from Jack Hays, Corporation Counsel, with his
answer on the review of the Commission's agreement with Kerry Kammer.
---Distributed a copy of a letter from an attorney in regards to the housing policy
updated in 1985 as it pertains to the park supervisors.
---Distributed a copy of the list of marketing firms who submitted proposals to
the Commission. Staff will review the proposals and make recommendations at the
next Commission meeting.
---The Commission has negotiated with the help of Corporation Counsel to purchase
three additional parcels in the floodplain area at Independence Oaks. Two more
are still under negotiation.
---The County's new insurance firm, Gallagher Bassett Insurance Services, spent
one full week reviewing all of the Commission's facilities, speaking to staff
and reviewing potential liabilities. A report from the firm will be forthcoming.
---The Oakland Parks Foundation's Patron Brunch will be held Sunday, February 16
at the Addison Oaks Conference Center. The Bob Posch Benefit is Thursday, Feb-
ruary 27, at Duffy's on the lake. If you will be able to attend either function,
please contact Fran Greenebaum.
---Applications for summer employees will be accepted February 18 through April 4.
If you know someone who wants a job, they can either call Personnel for an appli-
cation or pick one up from their office at the Executive Office Building between
those dates.
