Chairman Wint noted that the master plan compiled by Snell Environmental Group
on behalf of the Commission is a comprehensive guide which can be updated as needed.
This document shows the citizens of Oakland County that the Commission is working
together with the citizens and officials of the County to ascertain what the best
direction is for the Commission to take for the future. It is also a requirement
of the State to have this document on file with the Department of Natural Resources
to enable the Commission to be eligible for grant funding.

(Overall Recreation Master Plan Public Hearing, February 12, 1986)
The purpose of the public hearing is for a final review of the plan before adoption.
Mr. Ford, Project Coordinator, Snell Environmental Group, reviewed the Commission's
goals and objectives as set down in the plan.
Concern was voiced over the objective listing 200 acres as a minimum for a County
park,which would virtually eliminate the southeast corner of the County for future
parks. It was suggested that it be noted in the plan to permit smaller acreage
or a different standard for the southeast portion of the County. Consider a
specialized type of facility on a smaller amount of acreage in which the local
communities are unable to become involved, such as a wave pool.
The Commission was requested to consider a field house type of facility in the
local communities in the southern half of the County, which would provide a facility
for the many people who cannot drive the distance to the other County parks and
for younger people without transportation. Staff noted that several communities
have that type of facility, and mentioned the Commission's philosophy of not dupli-
cating local facilities in order to avoid competing with them.
The following letters were received for input into the master plan under comments:

Dear Commission Members:
The Reminder reported that a Public Hearing is to be held February 12,
1986 at 9:30 a.m. to receive citizen input on the park system's proposed
long range master plan.
The Oakland Press detailed the long range master plan and, to my know-
ledge, Springfield Oaks was not mentioned.
I propose the arena be converted into an outdoor ice skating rink dur-
ing winter months. Lighting, music, and a refreshment stand would encourage
more participants. A per person fee could be charged for use of the rink.
My family has visited the Oakland County Parks and we enjoy the rec-
reation offered.

Dear Lew:
Thank you for giving me an opportunity to comment on the Parks and
Recreation Commission's long-range master plan. Unfortunately, my schedule
is such that I will not be able to attend your public hearing on Wednesday,
February 12 at 9:30 a.m. However, after having briefly reviewed a copy of
the proposed master plan in the Parks and Recreation Commission offices,
I would like to offer the following comments:

I noted that the plan indicated that when the consultants met with
representatives from the local units of government and from local parks and
recreation committees, that the prime concern was greater communication and
cooperation between the County Parks and Recreation Commission and staff
and the local units.
In my brief review of the proposed master plan I did not see any goal
or objective that related to that concern. The master plan speaks of better
communication among staff people in the Parks and Recreation Department,
but it is silent so far as I could tell regarding improved communication
between the County and the local units. I would urge the Parks and Recreation
Commission to take a second look at the findings that came out of the meeting
held with representatives from the local units and then to add a goal of
increasing communication and cooperation with those units.
Also, on behalf of Orion Township, I would like to extend an invitation
for you and other members of the Parks and Recreation Commission and staff
to meet informally with members of the Township Board and of the Township
Planning Commission to share ideas and concerns relative to the development
of Orion Oaks.
Again, thank you for the opportunity to comment and I would ask that
my comments relating to the master plan be made part of the official record
of your public hearing.

Moved by Mr. Murphy, supported by Mrs. Fox to receive the
proposed overall recreation master plan with the comments
and letters received being referred back to Snell Environ-
mental Group for inclusion in the plan.
Motion carried.
The public hearing was adjourned at 10:49 a.m.

The public hearing for the 1986 Land and Water Pre -Applications was called
to order at 10:50 a.m. by Chairman Lewis Wint in the Parks and Recreation Commission's
conference room.

Land and Water Pre -applications Public Hearing, February 12, 1986)
Mr. Figa said the Department of Natural Resources recently notified the Oakland
County Parks and Recreation Commission that pre -applications to request matching
Land and Water funds for projects should be forwarded to them by March 1, 1986.
This is the first required review for these funds. If the pre -application is
approved, a full application will be completed later in the year.
Ralph Richard noted that the same grants will be submitted to the Michigan Land
Trust Fund for funding on a 75/25 basis.
The projects selected are:
1. Waterford Oaks Toboggan Slide
2. Independence Oaks Organizational Camping Property Acquisition
3. Groveland Oaks Phase III Section B Camping Development
A public hearing is also a requirement of the DNR to qualify for matching funds.
Mr. Figa said notice of the hearing had been advertised in several area newspapers.
No comments were made on the pre -applications.
The public hearing was adjourned at 11:12 a.m.
