COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Vice Chairman Jean Fox, Secretary Pecky Lewis, Jr., George Kuhn, Richard Kuhn, Jr., Thomas Law, Daniel Murphy, Ralph Nelson, John Olsen, Richard Vogt ALSO PRESENT: Parks and Recreation Central Services Purchasing Oakland Parks Foundation APPROVAL OF MINUTES: Ralph Richard, Manager Jon Kipke, Assistant Manager Chuck Ross, Chief, Administrative Services Sheila Cox, Accountant Janet Pung, Public Communications Officer Mike Thibodeau, Chief of Golf Daniel Stencil, Chief of Parks Jeff Kindel, Intern Glen Dick, Director Lloyd Hampton, Manager Fran Greenebaum, Executive Director Moved by Mr. Lewis, supported by Mrs. Fox to approve the minutes of the meeting of October 7, 1987, as written. Motion carried. APPROVAL OF PAYMENTS: Moved by Mr. R. Kuhn, supported by Mr. Olsen to approve the payment of Vouchers 10-1 through 10-358 and Interdepartmental Payments for August charges paid in September and September charges paid in October. ROLL CALL VOTE: AYES: R. Kuhn, Lewis, Murphy, Nelson, Olsen, Wint, Fox (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. STATEMENT OF OPERATIONS AND ACTIVITIES REPORT: Moved by Mr. Murphy, supported by Mr. Nelson to receive the Statement of Operations as of September 30, 1987, and the Activities Report for September, 1987. Motion carried. 3 - 1 (Commission Meeting, November 4, 1987) BIDS: As per the information filed in the agenda, the following bid items were approved: Moved by Mr. Lewis, supported by Mr. Nelson to award the contract for approximately 9,600 linear feet of both vinyl -clad and galvanized six foot chain -link fence, including gates, for the perimeter of Waterford Oaks to the low bidder, Nationwide Fence Company, in the amount of $66,998.33, plus a 5% contingency of $3,349.00, for a total amount of $70,337.40. Motion carried. Moved by Mr. Lewis, supported by Mr. Law to award the contract for the boundary survey and staking of Waterford Oaks to the low bidder, Kieft Engineering Inc., in the amount of $6,250.00, plus a 5% contingency of $312.00, for a total amount of $6,562.00. Motion carried. Moved by Mr. G. Kuhn, supported by Mr. Law to award the bid for the installation of an irrigation system in the front area of the Glen Oaks Clubhouse to the low bidder, Cloudburst Lawn Sprinklers, in the amount of $2,750.00, plus a 5% contingency of $150.00, for a total amount of $2,900.00; subject to contract including a penalty clause for the com- pletion date. Motion carried. Moved by Mrs. Fox, supported by Mr. Law to award the contract for the landscaping at Glen Oaks to the low bidder, Bordine's, in the amount of $6,468.60, plus a 5% contingency of $323.00, for a total amount of $6,791.40. Motion carried. Moved by Mr. Vogt, supported by Mr. Olsen to award the contract for approximately 1,200 linear feet of vinyl -clad, chain -link fencing in- cluding swing and sliding gates, for the Glen Oaks Golf Center to the low bidder, Nationwide Fence Company, in the amount of $13,204.98, plus a 5% contingency of $660.00, for a total amount of $13,864.98. Motion carried. Moved by Mr. R. Kuhn, supported by Mr. Law to award the bid for the purchase of material to replace and repair the dormers, soffits, facia and gable ends of the Addison Oaks Maintenance Building to the low bidder, Burke Building Center, in the amount of $4,145.00. Motion carried. 3 - 2 (Commission Meeting, November 4, 1987) Moved by Mr. R. Kuhn, supported by Mr. Murphy to award the contract for the re -roofing of the Addison Oaks Maintenance Building with asphalt shingles to the low bidder, Newton Crane, in the amount of $56,000.00, plus a 5% contingency of $2,800.00, for a total amount of $58,800.00. Motion carried. Moved by Mr. Olsen, supported by Mr. Law to award the contract for the installation of a drainage system for the #1, 2, and 3 fairways at Glen Oaks Golf Course to Kirkland Associates in the amount of $10,318.00, plus the alternate of $770.00 for solid PVC pipe, for a total amount of $11,088.00. Motion carried. Moved by Mr. Nelson, supported by Mr. Lewis to award the bid for the purchase of 50,000 camping registration permit forms for Groveland Oaks to the low bidder, Suburban Press, in the amount of $43.77 per thousand, for a total amount of $2,188.50. Motion carried. Staff is working on a spray foam insulation project for the roof of the maintenance building at Independence Oaks. Bids for this project are due November 6, 1987; however, in order to complete the job in time to take advantage of the savings in utility costs, Chief of Parks Dan Stencil requested Commission consideration to approve a not -to -exceed figure of $5,000 for this project today. Moved by Mr. G. Kuhn, supported by Mr. Nelson to approve a not -to - exceed figure of $5,000 for the spray foam insulation project for the roof of the Independence Oaks Maintenance Building. Motion carried. ORION OAKS MASTER PLAN UPDATE: Staff invited Commissioners to see some conceptual drawings of the Orion Oaks Master Plan at a luncheon scheduled for Friday, November 6, 1987, from Noon to 1:15 p.m. at the Administration Office. Manager Richard noted that the master plan will not be completed in January; there are still conflicts to be worked out. A closed working retreat for the Commission will be scheduled a little later. MANAGER'S REPORT: In addition to the Manager's Report filed in the agenda, the following was noted: ---A copy of an updated golf survey was distributed; complete figures had not been included in the survey distributed at the budget review work session. 3 - 3 (Commission Meeting, November 4, 1987) ---C. Ross distributed an information sheet listing the chronological sequence of events on the lease of the Red Oaks Golf Dome. OAKLAND PARKS FOUNDATION: ---"A Cabaret Evening" with Bob Posch and Jeff Hobson will be Thursday, December 10, 7:30 p.m., at Duffy's on the Lake. ---Winter Family Fun Day will be Sunday, January 24 at Addison Oaks. ---Sunday in the Park with George on June 26 at Independence Oaks. The next Commission meeting will be Wednesday, December 2, immediately following the public hearing for the 1988 Operating Budget. The public hearing will be at 9:00 that morning.
