February 3, 1988
The meeting was called to order at 9:20 a.m. by Vice Chairman Jean Fox in the
Parks and Recreation Commission's conference room.

Mary Karshner
Naturalist Kathleen Dougherty introduced volunteers Lee Cheneweth and Mary Karshner,
who volunteered nearly 300 hours of time in 1987 in building and observing a Bluebird
trail at Independence Oaks. This trail resulted in the fledging of 37 Bluebirds,
100 Tree Swallows, 72 House Wrens, and 4 Black -capped Chickadees.
Vice Chairman Fox presented the couple with a Certificate of Commendation in recog-
nition of their gifts of time and effort on this very successful project.
APPROVAL OF MINUTES:
Moved by Mr. G. Kuhn, supported by Mr. R. Kuhn to approve the minutes
of the meeting of January 6, 1988, as written.

APPROVAL OF PAYMENTS:
Moved by Mr. Lewis, supported by Mr. Law to approve payment of
Vouchers 12-196 through 12-415 and 1-1 through 1-95; and the Inter-
departmental Payments for December paid in January.

ACTIVITIES REPORT:
Manager Richard reviewed the Activities Report for December, 1987.
BIDS:
As per the information filed in the agenda, the following bid items were approved:
Moved by Mr. Law, supported by Mr. Olsen to approve the following bid
items as reviewed and recommended by staff and Purchasing:
Kemlite ceiling replacement materials for three restroom facilities
at Groveland Oaks to Jensen Bridge and Supply in the amount of $7,083.71.
Installation of a drapery system for the Waterford Oaks Activities
Center stage to Design 24 for their proposed Concept I in the amount
of $6,169.90.
Fence revision for the Groveland Oaks waterslide to Nationwide Fence
Company as an amendment to their current contract, in the amount of
$2,566.
Fence enclosure for the south perimeter of the Waterford Oaks Wave Pool
area to Nationwide Fence Company as an amendment to their current con-
tract, in the amount of $11,932.
Transportable bleacher unit for Mobile Recreation from the low bidder,
C & M Associates, in the amount of $12,641.00. Commission also con-
curred with staff's recommendation of a $100.00 per day rental fee for
this unit.
Wood shaper and jointer power tools for Technical Support from the low
bidder, Glen Wing Power Tools, in the amount of $3,385.00.
A selection of Milwaukee Power Tools for Technical Support from the
low bidder, McCalley Tool and Supply, in the amount of $1,982.61.
Two (2) each 12" radial arm saws for White Lake Oaks and Springfield
Oaks Golf Courses to the low bidder, McCalley Tool and Supply, in the
amount of $1,834.00.
Split the bid for the purchase of tile and supplies for the renovation
of the mens' restroom at White Lake Oaks and the upstairs restrooms at

the Springfield Oaks Clubhouse to the low bidders, Reimer Floors in
the amount of $1,097.60, and Advance Floor Decorators in the amount
of $1,042.00. Total price for this expenditure will be $2,139.60.
Cab for the Ford 3000 tractor at Independence Oaks to the low bidder,
Munn Ford, in the amount of $3,900.00.
Split the bid for the purchase of flooring materials to remodel the
mens' restrooms in the section A campground at Groveland Oaks to the
low bidders, Reimer Floors in the amount of $2,477.67, and Advance Floor
Decorators in the amount of $1,319.00. Total purchase price for this
expenditure will be $3,796.67.
20 each galvanized expanded metal trash receptacles for Groveland Oaks
to the low bidder, Jennings, in the amount of $116.00 each, for a total
purchase price of $2,320.00.
20 sets of horseshoes, one (1) lime marker, 9 each 100 f t. pennant
streamers and 72 all purpose cones for Addison Oaks and Independence
Oaks to the low bidder, Wolverine Sports, in the amount of $1,065.65.
Printing of 20,000 golf brochures to the low bidder, Division Printing,
in the amount of $1,460.00.
Printing of 10,000 Independence Oaks brochures to the low bidder,
Hamilton Printing, in the amount of $1,190.00.

A sufficient majority having voted therefor, the motion carried.
Moved by Mr. G. Kuhn, supported by Mr. Vogt to table the bid item for
the purchase of three (3) Honda generators for Technical Support until
Purchasing has the opportunity to receive a bid on competitive American -
made generators. If an American manufacturer is not found, Commission
approved awarding the purchase to the low bidder, Weingartz Supply,
in the amount of $1,618.00.
Staff will report back to the Commission on the progress of this pur-
chase.
Motion carried.
Commission concurred with staff's request to table the bid approval of the weed
harvester until a full evaluation of the bids has been completed.
CROSS-COUNTRY SKI BILLBOARD:
Moved by Mr. Olsen, supported by Mr. R. Kuhn to approve the expenditure
of $2,000 for the layout, design, and finished artwork for the cross-
country ski billboard.

RADIO ADVERTISING - CROSS-COUNTRY SKIING:
Moved by Mr. Law, supported by Mr. Vogt to approve the expenditure of
up to $6,000.00 for radio advertising through WHYT Power 96 for the
cross-country ski program. Total expenditure will be based on the
advertising done in relation to the weather.
Motion carried.
NATIONAL SKI PATROL BUILDING FUND:
Moved by Mr. G. Kuhn, supported by Mr. Vogt to approve the expenditure
of $500 as a contribution to the National Ski Patrol building fund in
recognition and appreciation of the services provided by the National
Ski Patrol at Addison Oaks and Independence Oaks.
Motion carried.
OAKLAND PARKS FOUNDATION:
---A questionnaire was distributed to the Commissioners, which was being sent
from the Foundation's Long -Range Planning Committee. Questionnaires should be
completed and returned to Frannie Greenebaum as soon as possible.
---Reminder: Sunday, February 14, Noon to 2 p.m. at Glen Oaks Golf Course is
the Foundation's Patron Brunch; all Commissioners are invited to attend.
MANAGER'S REPORT:
In addition to the Manager's Report filed in the agenda, the following was noted:
---Commissioners requested the Employee Recognition Banquet be scheduled for Friday,
May 6.
---Waterford Oaks perimeter fence project is nearly complete.
---Citizens of the city of Hamtramck recently passed their parks and recreation
millage.
---Jim Beers, former parks and recreation director of both Berkley and Hazel Park
passed away this weekend.
Next Commission meeting will be Wednesday, February 17, at 9:00 a.m.
