Patty Stevens, from Schmidt Copeland Parker Stevens, reviewed the planning process and presented the final proposed master plan for Orion Oaks. The park will be a universally -designed programmed public use facility, which will include some limited day use. Proposed features include: 3a - 1 (Public Hearing, July 6, 1988) Year-round core in the central meadow: Facilities: Dining/meeting/administration center Suite housing Recreation center/pool complex Small group cabins Maintenance center north of the meadow; Waterfront area - Lake Sixteen: fishing, boating and environmental programs; Future day use area, northeast corner: Shelters, play fields, picnic areas; Seasonal villages and adventure areas, west, among the old farm fields; Southwest section, possible archeological digs in the ruins of the old homestead; also gardens/planting beds and/or a craft barn; farmstead; and in the second smaller meadow south of the main meadow, future expan- sion, if necessary. The following letters were received and read for inclusion in the minutes: "Dear Oakland County Parks and Recreation Commission, I represent the 82 homeowners at Scripps Lakeview Condominium, located immediately south of Orion Oaks Park, just west of Joslyn Road. Our 935'-long north property line abuts Orion Oaks Park. During the past several weeks we have called a couple of times to obtain a copy of your proposed site plan for Orion Oaks Park; however, you have refused to send us your proposed site plan, so we are unable to determine whether your design meets our approval. I am unable personally to attend your July 6, 1988, meeting. However, please understand that we are very concerned that your development of this park property be designed to maintain the natural beauty of the site. In particular, we would oppose the installation of a road between our property and Lake Sixteen. We would also oppose the construction of a playground, athletic field, parking area, picnic area, or any other such use between our property and Lake Sixteen. Thank you for considering these requests. Sincerely yours, SCRIPPS LAKEVIEW ASSOCIATION (Signature) Thomas W. Wilberding Director" 3a - 2 (Public Hearing, July 6, 1988) "Dear Oakld. Cnty. Parks Commission: I am an homeowner of a Condominium at Scripps Lakeview Condos. My unit faces 'Lake 16' South Side of the Lake. I paid extra for this location. I do not want this side of lake disturbed as I saw in the reeds on Lake's edge 2 Sandhill Whooping Cranes. They were there for at least 2 weeks. Then one evening there was a man on raft with small motor on it. He came very close to where the cranes were. The cranes left and never came back. Since then I've seen 2 Blue Herrons (sic) and last week a man was on lake with boat with a motor & haven't seen the Herrons since. North of the lake there is plenty of room for activities but, let's not scare all the wild life away. Have also seen deer on so. side of Lake. I would definitely not allow motors on Lake 16. Actually we can swim in Lk. Voorheis so wouldn't put a swimming beach on that small Lk. Think fishing is ok but no motor. Feel like a lot of noise on this side of lake will drive away the wild life. There's also a beaver dam or a muskrat (not sure its in the reeds) den, or what- ever you call them in the water. There are 927 acres to play with so come off Clarkston Road where there are no trees and you won't be disturbing the wild life or the people who have invested in homes. Albrettain" Orion Township Supervisor JoAnn Van Tassel praised the plan, noting the Township appreciated the Commission's decision to extend the sewer and water systems through the park. Jane Zimmerman, 2579 Browning Drive, Lake Orion, requested Commission considera- tion for an additional walk-in gate on Baldwin Road, possibly at the service access used by park personnel. Jill Bastian, 913 Heights Road, Lake Orion, expressed her pleasure with the pro- posed plan and questioned whether the park is planning to be connected with the township's safety bike paths, if the millage for that project passes. She also reiterated the request for another walk-in gate. James Ruwart, 2944 Cedar Key, Lake Orion, was pleased to see that there would not be any lighting along the perimeter adjoining the subdivision. Phil DesRosiers, 2884 Cedar Key, Lake Orion, questioned the suite housing being used as a "hotel." Chairman Wint assured Mr. DesRosiers that the use of this building will remain in line with the usage of the other overnight facilities operated in the County Parks. The main difference here will be that the Commis- sion is providing the accommodations also. Ms. Van Tassel reminded the residents that the Commission must receive site plan approval from the Township before beginning development. Residents will have another opportunity to review the plan at that time. 3a-3 (Public Hearing, July 6, 1988) Moved by Mr. Law, supported by Mr. Nelson to adjourn the public hearing. Motion carried.
